HomeMy WebLinkAbout1987-03-02 4~~ ~~ i~.'j \t~~ -'~tJ~l ~:~~ Office of Airport Manager Phone (617) 228-1255 T own of Nantucket NANTUCKET MEMORIAL AIRPORT Nantucket Island, Massachusetts 02554 MEETING MARCH 2, 1987 The meeting was opened at 4:30 p.m. by Chairman Robert Allen with the following Commissioners present: Norman Beach, Alexander Craig, Thomas Giffin, and Charles Mayhew. The Minutes of the February 2, 1987 meeting were unanimously approved as written. A single bid was received on providing and installing three security gates. It was M/S/P to accept this bid subject to the review and approval of the Airport Manager. Bruce MacGregor, of Sun Island Transportation, requested of the Commission to deed him a piece of the Delta land so that he may continue the roadway through to the back of the Delta property. In turn, he would grant the Airport use of this road in perpetuity. Mr. MacGregor was directed to get together with the Manager and the Planning Board to discuss their requirements and then get 'back to the Commission with a definite, written proposal of the costs involved. Mr. Bill McGrath presented a blueprint of renovating the large hangar. He also stated he would like to connect the maintenance hangar to the large hangar. In this addition would be a pilot's lounge in which he proposed to take all fuel orders and pass them onto our Airport refuelers. He requested a percentage of the fuel pumped for this service. He also requested a part of the north ramp be assigned to him for customers awaiting fuel. He offered to provide a van to roam the airport to greet arriving private aircraft. A parking lot behind his hangar was discussed to accommodate those people holding tie downs who do not park in their tie down spots. Mr. McCurdy and Mr. McGrath will get together to corne up with an agreeable solution. Mr. Robert Walsh attended the meeting to discuss with the Cornrnission changing his business at the Airport. He was requested to submit his plan in writing in order to check with Flight Safety District Office (FSDO) to assure compliance. Mr. McCurdy suggested that all such businesses at the Airport be required to have an intercom paging system installed and their counter manned during all hours of operation. Page 1 of 3 Meeting March 2, 1987 continued The Commission was informed that the public officials liability insurance coverage will not be renewed by the Town when it expires July 1, 1987. Mr. McCurdy is awaiting a letter from Town Counsel on the self-insurance plan that the Town is adopting. He also informed the Commission that the Town is looking into dropping all insurance for the Airport. Mr. McCurdy is discussing the matter with the Board of Selectmen's Executive Secretary to include the Airport in group insurance policies so as to reduce or minimize the cost of the insurance for the Town and the Airport. It was M/S/P to sign the proposed contract from Sasaki to design and develop a schedule and site plan for the bunker area. A letter was read from Budget Rent-a-Car requesting to relocate their business into the main terminal. It was agreed to have the Manager handle this request. The Manager informed the Commission that the Chamber of Commerce is requesting to place a map of Nantucket on one of the terminal walls. This request was approved. Mr. McCurdy informed the Commission that we are trying to take steps to recover interest rates that the Airport has to pay on our government projects, due to the contractor and engineering firm holding up the paperwork. As refurbishing the upper levels of the outside of the Tower Building is not eligible for Federal funding, it was recommended that Mr. McCurdy review the old plans, make sure they are up to date, and get started on this project as soon as possible. The main terminal floor covering was discussed and will be looked into further. The rugs and floor covering are in need of replacement. Currently, we are reviewing different types ~nd costs of floor coverings for the North and Main Terminal areas. Commissioner Craig complimented the Manager on the fine way in which he handled the airconditioning/heating problem in the Tower Building. Regarding a request from the Cooperative Extension of the University of Massachusetts for a special parking consideration for their state car, Mr. McCurdy informed the Commission that he negotiated with Mr. Zoll for the State to purchase an annual parking permit with a State-funded purchase order. It was agreed to allow Lawrence Lynch to lease the same piece of property along Old South Road during the time they would be working on the Madaket bike path for the Town. All heavy trucking traffic is being directed away from the Holmes Field Way entrance and being advised to use alternative gates. Upon the completion of his project, Mr. Lynch would return the area to its natural state and reseed the grass area. page 2 of 3 ; Meeting March 2, 198/ ~ontinued Regarding correspondence from Jerry Walker of the Compass Rose for free parking for his patrons, Mr. McCurdy informed the Commission that he has requested Mr. Walker speak with the APCOA people to come up with a satisfactory solution. He has also spoken to Mr. Walker regarding expanding his restaurant area, which will be reviewed at a future meeting. Mr. Walker will request an updated lease if his expansion plans are approved by the Commission. On recommendation from the Manager, it was M/S/P to promote Jo-ann Norris to the position of Assistant Manager for Nantucket Memorial Airport.
