MEETING APRIL 29, 1987
The meeting was opened ac 4:30 p.m. by Acting Chairman Norman
Beach with the following Con~issioners present: Alexander Craig
and Charles Mayhew.
The Hinutes of che April 15, 1987 meeting were unanimously
approved as written wich the exception of deleting the word
"back" from the paragraph on HcGrath's proposal.
Bids for the south ramp grass tie down area were opened by the
Acting Chairman. It was M!S/P to award the bid to the low
bidder, Frank Powers, dba Mt. Vernon Farms, subject to the
approval of the Airport Manager as to whether Mr. Powers has
satisfactory equipment to perform the job within our time frame.
Mr. James Gilbreth of PBA addressed the Commission on the
possibility of PBA moving its entire operation into che Tower
Building. It was M!S!P to have the Airport Hanager and the
representative from PBA work out a satisfactory arrangemenc and
come back to the Commission with a more definitive plan and
financial arrangement.
A representative from Tri-Air Freight requested counter space to
run a passenger service and freight service to the Island. The
Commission clarified two areas: first, that only nonbulky,
suitcase size freighL may come in through the passenger counter
and second, that businesses presently located in the Tower
Building be given first choice of counter space in the PEA
terminal, should PBA vacate their building.
Regarding rninimum standards fo':r- tsnan t insurance 1 inti ts, it was
M!S/P to consult someone who is knowledgeable In the aviation
field to make pertinenc recommendations.
A proposal was received from Robert Boyle to erect a hangar In
the Delta area and possibly get together with Bovenzi and
construcc a taxiway to that area.

Regarding Mr. Stephen Walker's request to sublease a piece of
land from Mr. Strojny, the Commission agreed to table che matter
until Mr. Walker has gone through the permit process and that
everything is legal according to the Fire Chief.
A letter was read from the Board of Selectmen regarding the lack
of price competition among the airlines serving Nantucket. The
Manager informed the Commission that he has already replied to
this correspondence with an explanation of what is to be expected
and the price range of all carriers and charters serving
Nancucket.
A letter addressed to the Planning Board concerning the proposed
Cobblestone Village construction, which is in close proximity to
the approach to runway 15 was reviewed and signed by the
Commission.
A letter was read from Lawrence Lynch Corporation to relocate
their present area, along with proposed improvements. Ic was
M/S/P to this proposal, after the fine details of the security
fencing location is worked out. Mr. Dawes felt the relocation
would be accomplished within the next five weeks.
Regarding the request from Island Rentals, Inc. for rent-a-car
space, the Commission requested a letter be sent Mr. Silva that
his request will be kept on file and reviewed as space becomes
available. They also requested he be informed that if he
conducts his business at the Airport, then he must pay the
Airport its standard fees. Town Counsel will be consulted on
this subject.
The Manager suggested snow plows and a generator may be obtained
through the military disposal plants and should be pursued. The
Commission agreed.
The Commission was informed that Franklin Chadwick and Robert Ray
are retiring and that Marcelino Gaspar has resigned.
Commissioner Beach informed the Commission that he will be
resigning effective immediately at the conclusion of the meeting.
He did state he would be willing to remain until the Commission
has a quorum for future meetings if needed.
Mr. William McGra~h requested further information on the status
of his proposal. He was informed that the Town Counsel's office
is still working on minimum standards in this regard and it will
be on the agenda for the next meeting. Mr. McGrath felt he
could not live with this and stated he would be submitting a
letter to the Manager to rescind his most recent proposal and

the Town Counsel's office to have the paperwork on this subject
ready by next week so that the Commission may have time to review
it before the next meeting.
The next meeting will be held on Wednesday, May 6, 1987 at 4:30
p.m.
The Commission reviewed a garage plan for the Thompson's and
unanimously approved the design, subject to approval by the HDC.
It was M/S/P to set the Assistant Airport Manager's salary at the
Personnel Board level of E-4, retroactive to the date of
appointment.
The meeting adjourned at 6:22 p.m.
