HomeMy WebLinkAbout1987-05-20 glr ,:...,; lA Town of N antue\.::et NANTUCKET ~1Elv10RIAL AIRPORT Maey Lane Nantucket lsland, Massachusetts 02554 OfflCl of AIrport \Lmclga Phone (617) 228-1255 MEETING MAY 20, 1987 The meeting was opened at 4:30 p.m. by Chairman Charles Mayhew with the following Commissioners present: Alexander Craig and Ronald Santos.* The Minutes of the May 5, 1987 meeting were unanimously approved as written. A groundwater study update was given by Mr. Joseph Forns of Applied Marine Ecology, subcontractor for Hoyle, Tanner and Associates. The EPA wants to sign off on the scope of work, which has been submitted and also wants results of groundwater testing from drinking wells near the south of the Airport. They are also interested in future plans for the development of the Delta property and what effect the recent water company sale of land will have on the shifting water zone line which crosses through the Delta property. This is to be considered a continuation of the Master Plan and must be done before any further funds are received from the government. A major commercial development environmental notification form is also included in the groundwater study and an EIR is being conducted by Hoyle, Tanner & Associates. Regarding the fuel transfer system license, the Commission was informed by Mr. Forns that it is before the Governor for his signature. The Manager will speak to Mr. Forns regarding the use of the LARC in the fuel offloading procedure. *At this point, E. Foley Vaughan entered the meeting. Mr. Turner of continental Airlines addressed the Commission on leasing a portion of the Tower Building area. He presented plans for the proposed changes and usages as well as plans to renovate their current PBA building. This addition included a covered deck on the ramp side to alleviate passenger congestion. The Commission agreed in principle to the proposed plans, subject to HDC approval for any outside structures. Continental will return at the next Commission meeting with definite plans for review. The Commission was in agreement as to the plans in the North Terminal. G i\'\);' , \I page" 1 of 4 MEETING MAY 2~ 1981 continued It was M/S/P to allow an easement through a corner of the Airport property, along Macy Lane, in order for the Airport Car Wash to connect to the sewer, to be done at Mr. Lydle Rickard's expense. The Compass Rose floor plan expansion was reviewed by the Commission. They agreed that they would be opposed to any extension of the lease and that any plans to continue the expansion must be approved by the HDC. The Chairman executed the proof of claim as submitted by the Town Counsel's office on Gull Air. A letter was read from the Nantucket Planning & Economic Development Commission regarding a fuel transportation and bulk storage task force, funded by the participants. The Manager was requested to attend all such meetings in support of their effort, however, cost factors must be addressed before the Airport Commission will commit themselves to funding such a project. Mr. Robert Walsh wanted it clarified that the Airport paging system must be hooked into by A T & T but that other companies could supply the equipment. All efforts will be made to inform the user tenants. A letter was read from the Thomas Corporation to lease a piece of Airport property to erect mini warehouses for storage. It was requested that a letter be sent informing him that we are planning a light industrial park, which may accommodate his ideas. A letter was read from Sasaki Associates, and they will be advised to work with Mr. Joseph Forns on the EIR for the bunker area. Excommissioner, Norman Beach, wrote a letter of farewell to the present Airport Commission. It was requested that a letter of thanks for his time on the Commission be mailed to Mr. Beach. The Commission was informed that Mr. steven Walker will be removing his propane storage truck from the Airport property tomorrow. Manager McCurdy informed the Commission that he and Commissioner Craig will be speaking with a representative from APCOA on their parking lot agreement, with regards to pricing and personnel wages. It was agreed that a letter of appreciation be sent to Congressman Studds for his support and presentation on obtaining radar for Nantucket. page 2 of 4 MEETING MAY 20, 1987 continued The Manager informed the Commission that there was a problem in lease space availability in the Tower Building, due to the record number of airline requests to serve Nantucket this year. In addition, Mr. B. R. Slocum of Tri Air stated that he felt he was unfairly dealt with in regard to counter assignment and request for office space. The Commission agreed this subject should be continued in executive session. At 6:15 p.m. it was unanimously voted to enter into Executive Session in order to discuss property transactions. Foley Vaughan Aye Aye Aye Aye ***************************************************************** EXECUTIVE SE$.~ION Regarding the property for the fuel transfer facility, Town Counsel DeRensis informed the Commission that we do not have a secure site. He recommended to request the County Commissioners to take by eminent domain for, a five-year period, a ten-foot wide strip of land, from Washington Street Extension to the harbor, for a period of five years. The purpose is for the installation of a temporary fuel transfer facility. He stated that the County Commissioners were in agreement with this request, if the Airport will pick up all fees involved. By proceeding with the taking, it would place the burden of proof of land ownership on the objectors. A drawing of the taking will be prepared by Bachman Associates and be ready by the end of this week. With regards to clearing the title on the property obtained from the Electric Company, Attorney DeRensis explained that at this time, we cannot obtained a clean deed until they respond to our proposals. Regarding the Walsh and Budget office and counter space, Town Counsel recommended holding a public hearing to discuss terminating their leases. Express Air's lease should be terminated for breach of the terms of their lease. He also suggested that all future space available be put out for bid. At 7:42 p.m. it was unanimously voted to return to regular session. page 3 of 4 I-1EETING HAY 2~ 1987 continued ********************************************************~******** It was H/S/P to request the County Commissioners to take a temporary five-year easement, of a ten-foot strip of land, running from Washington Street Extension to the Harbor, for the purpose of a fuel transfer facility. As Express Air's lease is in arrears, it was H/S/P to terminate the lease. Tri-Air was requested to submit in writing a request for office space with his specific needs, which would then be reviewed at the June J, 1987 meeting. It was H/S/P to hold a public hearing on Budget's and Robert Walsh's leased areas, to be held on Tuesday, May 26, 1987, at 4:30 p.m., to consider whether or not to terminate these leases. It was requested by Commission Vaughan that a large, permanent drawing of the Tower and Main Terminal building floor plans be made up for the Commission's use. He also requested a copy of the Town audit of the Airport for last year. It was M/S/P to send a letter to the FAA endorsing the task force's proposal to retain our ALSF-I approach light system. Regarding the proposed changes to the Nantucket Airport Rules and Regulations, it was unanimously voted to submit them to Massachusetts Aeronautics Commission for their approval.
