The Minutes of the May 20 and 26, 1987 meetings were unanimously approved with the single change in the May 26th Minutes of substituting the name Slocum with Barce. rlr. Dave Mittelstadt of Sasaki presented an update on the master planning potential of the bunker parcel (70 acres). *At this point, Commissioner Ron Santos entered the meeting. Mr. Mittelstadt discussed water well, septic systems vs. Town sewer and attractive ways to camouflage the development site. He recommended septic systems, as the usage of land in this area would not be very dense. He discussed the environmental study that was done for the Electric Company in this area, and it concluded that ~here were no critical issues. As this parcel lS to be used for light industrial development, it was suggested the Airport seek variances for road access, which should be in keeping with the fact that it is not for tourist use but a light industrial park. He presented four sketches of various layou~ plans for this site and listed the advantages and disadvantages of each. Cost projections to pave the access road from the Siasconset Road to the Bunker area was estimated at $80.00 per linear foot. A gravel road would cost $40.00 per linear foot with $10.00 per linear foot for annual maintenance. The internal development roads were estimated to run $300,000. A Town water connection would be approximately $150,000, which he recommended. This would require a $250,000 tank for added water pressure. Buffering costs were estimated at $125,000. He suggested this area have twenty year leases or less. He also suggested landbankinq the southeast corner, which abuts and impacts the Madequecham Valley Area. The Commission discussed progress on a major commercial development for the Airport and which variances would be obtained from the Planning Board. Juan Everteze, of Express Air, addressed the Commission r~qardinq the termina~ion of his leas0d coun~er space in ~he Tower Building. He stated that they are awaiting FAA approval for a scheduled airline. He requested they be reinstated in ~heir previously leased space, as they are the only competition to PBA for the New Bedford run and ~hey operate on a year'round basis. He stated tha~ if office space were available, his company would be interested in leasina i~. A letter was read from Tri Air describing their operation and lis~ing their requiremen~s for counter aIld office space in the Tower Building. He also wanted an additional fenced-in area on the ramp side to accommodate the overflow of people. It was left up in the air as to who would bear the cost for this fencing. Regarding Continental Express' request to build a permanent canopy for the PEA terminal, it was suggested that they hire a local architect to design the proposed changes. Due to all the requests for counter and office space 1n the Tower Building this year, Commissioner Craig inquired as to why one operator couldn't provide counter service for all the sTuall c 0 mr:~ u. t e r s .. It was M/S/P to requlre Continental Express to install a 4-foot fence from the Business Express fencing on the front ramp to the far edge of the former screening area, on the north ramp. The cost is to be reimbursed to the Airport. It was agreed to inforre the Historical District Commission that we are proceeding with this fencing for safety reasons and that the paperwork for the per~it process would follow. The draft noise abatement handout will be reviewed by the Commission, some aircraft owners, and the Tower personnel and will be discussed at the next meeting. Sears Roebuck and Co. submitted a proposal for replacement windows for the upper floors of the Tower Building. Commissioner Santos was appointed to review this with the engineering firm and actually inspect these windows before the Commission proceeds any further. It was agreed that the Hoyle, Tanner & Associates management contract be allowed to expire. The Manager informed the Commission thac the Airport has the opportunity to acquire a sm~ll CJ-7 Jeep, which could be used for snow plowing, carrying an ansul fire fighting unit. etc. It was M/S/P to acquire this vehicle. The Commission agreed to the Lawrence Lynch proposal to lease land along Old South Road and set the rate at 34-1/2 cents per square foot. Commissioner Craig inquired whether UPS had moved their fence. The Manager stated that they had not responded to this request but they were keeping the gate locked.
