DECEMBER 10, 1987
4:05 P.M.
Board of Selectman Chairman, Rogers Cabot, called the meeting to
order stating there was no agenda for the meeting. The purpose
was to be a discussion of the FBO/Airport position at this time.
The following Airport Commissioners were present: Herbert
Cabral, Jr., Alexander Craig, Charles Mayhew and John Sullivan,
as well as the Assistant Airport Manager, Jo-ann M. Norris.
Members of the Finance Committee were also present with the Board
of Selectmen.
As a member of the FBO subcommittee, Commissioner Craig gave a
brief summary of the responsibilities of an FBO, including the
fueling and tiedown of transient planes and the financial impact
to the Airport.
The question of job security for the linecrew employees now
employed by the Airport was presented by Mr. Cabot. This
question, answered by Mr. Craig, indicated some layoff of
personnel, but, unsure of the number. It was noted, that should
the new FBO hire the employees dismissed from the Airport, the
employees would lose all Town benefits.
Phillip Bartlett, of the Finance Committee, firmly stated the
Airport wanted to be independent and has done so, for years. He
also indicated his personal belief that the Town would not assist
the Airport with any financial difficulties they may incur and
that these problems are internal problems to be resolved by the
Airport. Mr. Norman Lanman interjected that under enterprise
accounting, any cost overruns of the Airport are a responsibility
of the Town.
Assistant Manager, Jo-ann Norris directed a response to Mr.
Bartlett's assessment of the Airport wanting to be an independent
enity by stating they were more than co-operative with all the
Town Departments and that our administrative salaries are well
below those of other departments.

Airport Commissioner Chairman, Charles Mayhew revealed the
Commission was not in total agreement on the responsibilities of
an FBO and revenues to be available to the Airport as a result of
delegating current services from the Airport to an FBO. Emphasis
was placed on the fact the results must benefit the public as
well as Nantucket.
It was recommended by Norman Lanman that when an FBO was
selected, the Airport must still maintain control. He also
stated it may be wiser to look for a more competitive process as
an approach, instead of such a long term committment.
Selectman John McLaughlin had several questions regarding the
guarantee or net income, should fuel and transient tiedowns be
relinquished. Correspondence was read from the FAA, MAC, and
Plymouth Airport indicating serious consideration should be
given to possible consequences should another option not be
investigated as an alternative solution. His final remark was to
question if it would not be better to forget the whole thing,
rather than forfeit Federal funds.
Airport Commission Chairman Mayhew stated any agreement would
also have to subject to approval by the FAA and MAC.
Airport Commissioner, Herbert Cabral, Jr., recommended all the
data be collated, along with the proposed agreement for the FBO,
and presented at another meeting, dealing with factual data that
is in preparation stage by the Airport Auditor.
This proposal was agreeable due to lack of communication between
those involved and the questionable information on the financial
data that is currently available. It was agreed that the Board
of Selectmen and The Finance Committee would have an opportunity
to review the FBO lease before it is finalized.
The Chairman of the Board of Selectmen adjourned the meeting at
5:05 p.m., with a proposal to schedule another meeting when the
data collecting process is complete.
