The meeting was opened at 5:15 p.m. by Norman Beach, Acting as
Chairman in Robert Allen's absence. The following Commissioners
were present: Alexander Craig, Thomas Giffin and Charles Mayhew.
The meeting started late, as it followed the noise study hearing
with Andy Harris of HMMH. Minutes of this meeting are attached
and include a copy of memorandum of FAR Part 150 study.
Minutes of the October 10, 1986 meeting were approved as written.
On a motion by Commissioner Beach, seconded by Commissioner Giffin,
it was unanimously voted to enter into Executive Session:

EXECUTIVE SESSION
Mr. Bill Klein, of the Planning Commission, discussed land bank
issues with regard to requesting Airport Commission assisting in
land acquisition of the approach to runway 24.
Mr. William Benoit, labor negotiator representing the Commission,
reviewed his progress during the current contract negotiations.
Several issues were discussed, including pay raises for line and
maintenance personnel.
At 6:15 p.m., it was unanimously voted to return to regular session.
Messrs. Tortolano, Faro and Goodwin of Hoyle, Tanner and Associates,
Inc. made a presentation to the Commission indicating the strengths
and past accomplishments of their firm. Their presentation
included completion of groundwater studies and timely submission
of preapplications for ongoing and future engineering plans.
Mr. Faro, of HTA, discussed completion of groundwater studies and
its impact on fuel tank systems at the Airport. A fuel tank leak-
age monitoring system should be considered with eventual sequential
replacement of fuel tanks and piping of double-walled design.

Currently, all tanks in use are approximately eight years old and
appear to be in satisfactory condition. On another point, HTA's
representative indicated that for some construction projects, an
asphalt recycling plant should be considered when pavement
construction programs are being performed.
Bids were not submitted for installing heater units in McGrath
Aviation's hangar. The Manager received approval to find a
contractor for the installation of heaters, subject to legal
considerations.
Commissioners reviewed the records and qualifications of interviewed
engineering firms:
1. Dufresne-Henry
2. Edwards and Kelcey
3. Fay, Spofford and Thorndike
4. Hoyle, Tanner and Associates
It was M/S/P to retain Hoyle, Tanner and Associates as our engineer-
ing firm, contingent on approval by the FAA and MAC.
A letter from the Compass Rose restaurant was read. There was
indicated a loss in revenue during the period before and after,
APCOA, Inc. assumed management responsibilities for the airport
parking lot. It was M/S/P that the Manager would refer the Compass
Rose letter and lease agreement to Town Counsel and review the
competitive situation and parking lot initiatives with Sunny
Cesario, Manager of the restaurant.
It was M/S/P to table discussion of the airport project priority
list, Marine Lumber request to increase their lease from 3 to 5
acres, and development of a surfside aircraft parking area to the
next meeting.

It was M/S/P to have the Manager write to Ridder Enterprises
requesting them to activate their request for the Lynch parcel and
to present plans for their operation with regard to that land,
within 30 days. If no response is received within this time frame,
it would be determined that Mr. Ridder had declined to use the
property at our current rate.
Emergency use of the Yacht Club dock by the Airport and our fuel
supplier as a fuel offload location was discussed. The Nantucket
Yacht Club requested:
A hold harmless agreement
Use of Yacht Club dock only when necessary
No future long term use of dock intended
Notification prior to each use
A discussion of the foregoing in the Minutes of a meeting of the
Airport Commission

This was M/S/P as a policy of the Airport Con~ission. Furthermore,
if and when it is necessary to use the Yacht Club dock for fuel
offloading, the Airport management would also:
Give as much advance warning of requested use of such dock.
Have the Nantucket fire Department on scene with charged hoses.
Conduct fuel offloading in the minimum possible time.
The meeting adjourned at 7:30 p.m.
