I' . 1'.--" ----------~..__._"_."..- Nantucket Island, Massachusetts 02554 MEETING NOVEMBER 10, 1986 The meeting was opened at 4:30 p.m. by Chairman Robert Allen with the following Commissioners present: Norman Beach, Alexander Craig, Thomas Giffin, and Charles Mayhew. The Minutes of the October 20, 1986 meeting were unanimously approved as written. Mrs. Janet Hughes, Chairperson of the Fall River Airport Commission spoke to the Commission on her experience in leasing outthe fuel concession to the FBO and the legal ramifications which resulted. It was M/S/P, on Commissioner Craig's suggestion, to have our fuel financial background reviewed by the Town Auditors and obtain a legal opinion from Town Counsel on the exclusive right to handle fuel. Messrs. Rodney Plourde and ~dward Welch of Fay, Spofford & Thorndike made a presentation to the Commission with regard to remaining as consulting engineers on airport projects. They also discussed the closing out of projects 04, 05, 06 and 07'and the progress made on the groundwater study. Mr. Forns, sub- contractor for FST,stated that his work on this study would take approximately six months to complete. He stressed the fact that mid January is the final date for applying for this funding. After reading a letter from Colonial Car, it was unanimously voted to accept the termination of their lease and allow National Car to vacate their space in the Gull Air lobby'and move into Colonial's space. The Commission will not look favorably on another rent-a-car sublease in the Gull Air lobby. Messrs. Walter Lovett, Luc Carriere of Dufresne-Henry engineering firm and their subcontractor Mr. James Meehan of Reynolds, Smith and Hills, made an engineering presentation to the Commission and discussed some of the future expansion problems Nantucket will be facing and how to provide for them. Paul DeRensis, our New Town Counsel, introduced himself to the Commission and briefly discussed some of the Airport issues that have been turned over to him. Page 1 of 2 MEETING NOVEMBER 1u, 1986 continued Mr. Torn Romero attended the meeting to participate in the discussion of the agenda item pertaining to eliminating vehicular parking in the aircraft area. Mr. McCurdy informed the Commission of the FAA Security Division visit last week, which resulted in our receiving a warning for unauthorized persons having access to our Airport ramp area. He suggested a card control at all gates which lead to ramps, photo I.D., vehicle bumper stickers and security personnel to control personnel on the ramps. Back-up law enforcement officers would be provided by the Nantucket Police Department through tower or police radio. He suggested a police crystal be place in the security vehicle radio. Mr. McCurdy would also like to see the roadway leading from the hangar area to R/W 24 be placed on our list of FAA funded projects to be made into a regular taxiway. Regarding Federal Express' request to install a dish receiver, it was M/S/P to allow this request, the location and type of mount to be decided upon by the Airport Manager. Mr. McCurdy informed the Commission that several computer firms have been consulted with regard to providing computer expertise in choosing the software and hardware for our specific needs. Regarding the request from Tripp Trucking to erect a building on their premises and to sublease a portion of their land to a subcontractor. It was unanimously agreed to allow Tripp '1 Trucking to erect a building, after checking their lease to make sure appropriate provisions are made for this, and to allow them to sublease at the going rate of $1200 per year for conducting an additional business and to inform them that they may not charge their sublessee any more than Tripp is paying us. It was M/S/P to allow the Commonwealth of Massachusetts, Wildlife Division to use our garage as their deer checking station again this year. Commissioner Craig voiced his concern over all the requests for "freebies" from our parking lot. It was agreed that at this time, no discounts will be extended, until we see how well the parking lot financial issue is being resolved. It was M/S/P to table the matter regarding the photo I.D. for general aviation ramp tiedown spot owners/lessees and to look into other options, if available.
