MEETING SEPTEMBER 15, 1986
The FAR Part 150 noise hearing was opened at 4:36 p.m. by Mr.
Andy Harris with the following Airport Commissioners present:
Robert Allen, Norman Beach, and Thomas Giffin.
Mr. Harris informed the public that he would be reviewing the
test of noise departure and arrival procedures. He requested
the public have their input on aircraft noise and compliance
with the new procedures. It was generally agreed that PBA
was rarely complying, and that noise complaints were received
on more propellar planes than jets. It was brought up that
pilots are not being informed of the regulations and should
be included on the ATIS. Mr. Harris suggested looking at the
present procedures and alternatives, such as flying around
the Island and avoiding overland flights. When asked how to
enforce these regulations, Mr. Harris replied that they are
not regulations at this time but a voluntary procedure.
Mr. Harris presented the Committee with a working paper, which
he discussed in detail. Mr. Harris brought up land acquisition,
especially in the approach to Runway 24. Ashraf Jan of the FAA
suggested a noise contour map be provided persons purchasing
land on Nantucket. Mr. Harris said he would take the informa-
tion received here and continue looking at possible actions to
pull together the noise exposure map that best represents the
exposure here.
Mr. Harris stated he would have working paper number 2 ready,
and the Committee should meet and discuss it at the next
meeting November 17, 1986, at 3:00 p.m., in the court room.
