The Minutes of the August 11, 1986 meeting were unanimously approved as written. A letter was read from Fa~ Spofford & Thorndike informing the Commission of the final inspection on the parallel taxiway and parking lot projects. Commissioners Craig and Mayhew will try to make this inspection on Thursday. After reading a letter from the AARP requesting special consideration in assessing parking fees, it was M/S/P to write Mrs. Coggins that it was too early in the operation of the parking lot to be able to make any concessions and the matter would be taken under advisement. It was M/S/P to accept from the Osceola Foundation, $107,992.50, as their contribution to the beautification of the parking lot. The Manager was requested to write them a thank-you note. Bids were opened for supplying luminaires for the interior of the parking lot. Richard Hardy bid $53,650. and the Nantucket Electric Co. bid $50,750. It was M/S/P to accept the lowest bid. Mr. Dave Champoux of Sherburne Associates informed the Commission that the Osceola Foundation has contributed another $100,000, through the Board of Selectmen's office, for the rest of the trees, planting of the trees, and the irrigation system. Due to an oversight in his estimate, there are approximately $11,000 worth of irrigation expenses required over and above the $100,000 that was contributed. It was agreed that the connection from ~he pump house to the irrigation system and the supplying of the valve heads would be put out to bid by the Airport. The Manager was asked to contact Johnsen Excavating and inform them to stop using the Old South Road gate as access to their leased land. It was M/S/P to discuss the following terms with Tripp Trucking for leasing a piece of the bunker land: a 5-year lease for 2 acres of land at 10~ per square foot; no unregistered vehicles on the property, Page 1 of 2 - ~MEETING AUGUST 18, ~J86 continued a 30-foot buffer zone on the front of the property and an angle access through the trees. If they are in agreement, the lease will be drawn up by Town Counsel. In discussing Chester Barrett's bus company and others using the Airport without obtaining a permit, it was agreed that after confirmation by a legal opinion, we should inform Mr. Barrett that he must pay the yearly fee in order to pick up passengers at the Airport. Mr. Bill McGrath updated the Commission on the parking lot construc- tion progress. It was agreed to install a stop sign at the end of the egress, at the intersection of Macy Lane. It was also agreed to get a price on split-rail fencing to go along the Macy Lane property line, in front of the new parking lot. Commissioner Craig reviewed some proposed terms for the management and staffing to operate the cashier's booth in the parking lot. He will finalize the specifications with the Manager. It was agreed by the Commission to appoint Joe Reis to the pier Committee. The Commission requested Miss Teasdale be informed that her customers must pick up their orders from her retail site, not from the dye plant. The Manager will obtain a price on providing an access road from Macy Lane to the pit parking area. Regarding expending a freight business on the North Ramp, out of the old lineshack, the Commission informed Mr. McGrath that this area should not have any more vehicles conjesting the aircraft ramp. A temporary spot will be designated for the Federal Express operation to unload. Regarding the staff's difficulty in receiving radio transmissions, the Acting Manager will look into repairing or updating the portable radios.
