The meeting was opened at 4:15 p.m. by Chairman Robert Allen with
the following Commissioners present: Norman Beach, Alexander
Craig, and Thomas Giffin.
The Minutes of the June 2 and June 16, 1986 meetings were
unanimously approved as written.
A space request was read from Al Perry, on behalf of Around
Nantucket/Budget Rent-a-Car, for the suite of offices directly
behind their counter in the Tower Building. On a motion by
Commissioner Craig, seconded by Commissioner Giffin, it was
unanimously voted to rent this space to them on a month-to-
month basis, as soon as it is vacated by Nantucket Inn.
On a motion by Commissioner Giffin, seconded by Commissioner
Craig, it was unanimously voted to inform the users of our
Airport by letter and request their cooperation in a study of
new departure and arrival procedures being conducted by HMMH.
A slight change to the text was recommended by the Chairman and
will be implemented. Any questions from the public should be 0
directed to HMMH.
After some discussion on the requests received from vendors for
permission to service the Airport's Nobadeer Beach, it was
agreed to have the Chairman and the Manager get back to the
Planning Board member who suggested it, and inform him that the
Commission is willing to turn over to the Town, for $1.00, the
area of beach and the existing parking lot, at Nobadeer.
Regarding signage for the new parking lot, it was suggested
that Mr. Creglow contact the government agencies and see if
there was any problem in substituting handmade signs for the
ones agreed upon in the contract. He was also instructed to
attend the next Historic District Commission meeting and submit
an application for these signs, in order to speed up the paper
process. When prices and installation are available on the
parking gates, the Commission will review them. On a motion by
Commissioner Craig, seconded by Commissioner Giffin, it was
unanimously approved to have our maintenance crew build the
new control house for the parking lot.

Mr. Holdgate informed the Commission that the tenants on Bunker
Road are in need of telephone service to their leased areas and
are requesting the Airport act as their "bank" during the
installation of the main line. On a motion by Commissioner
Beach, seconded by Commissioner Craig, it was unanimously voted.
Mr. Holdgate also informed the Commission that the government is
requiring us to have the radio-controlled lights 3-staged, in
order to conform to their approach lights to runway 6. The
Commission wanted to know what equipment is needed and what it
would cost to implement this change before making any decision.
Mr. William McGrath requested permission from the Commission to
use the south side of runway 33 for grass landings. He was
asked to submit this request in writing before permission is
granted.
Mr. Holdgate informed the Commission that our Engineering firm
is consulting with the FAA on completing the new runup holding
ramp to 24,with asphal~ in order to accelerate the completion
of this project. On a motion by Commissioner Giffin, seconded
by Commissioner Beach, it was unanimously voted to go ahead
with this proposal.
Johnsen Excavating was granted a 20-year lease for a ~-acre of
land next to Tony Yates', on Bunker Road. On a motion by
Commissioner Beach, seconded by Commissioner Giffin, it was
unanimously voted, as stated above, with a 5-year increment
review of lease terms, at 10~ per square foot, and 30-day
cancellation clause by either party for a just reason. These
terms were also agreed to, for a piece of property to be leased
to Ted Strojny on Bunker Road.
On a motion by Commissioner Craig, seconded by Commissioner
Beach, it was unanimously voted to allow HMMH to use a minority-
owned business during their contract.
Mr. Bill McGrath updated the Commission on his counter space in
the Tower Building. Chuck Harris will be doing charter flights
from there and Mr. McGrath will be working with Mr. Holdgate on
better ramp access for the Business Express operation. Mr.
McGrath informed the Commission that the Gull Air hangar is up
for sale. The Commission stated this structure remain in a
aviation related business and would like to see it become the
central freight area. .
~r. McGrath requested a longer lease on the maintenance hangar
In order to continue making improvements to it. He also inquired
what uses he could use the large hangar for. He will work up

some acceptable figures and ideas to present to the Commission
on a 25-foot leanto he would like to erect to the large hangar.
He also requested permission to sell 80-octane avgas at the
Airport. The Manager will check with Harold Friedman, Hyannis
Airport Manager, and HAC on the ramifications of allowing this
last request.
Regarding the Confederate Air Forces request to display their
B-17G aircraft, Commissioner Giffin was directed to work with
the Manager to find a suitable place for them to tie down.
Regarding the development of the Delta property, Commissioner
Craig will contact Webb Collins to find out what arrangements
can be made to discuss this with his consultant in Boston.
