MEETING
September 12, 1989
This Meeting was called to order at approximately 5:45 pm,
following the Public Noise Meeting, by Chairman Charles Mayhew.
Commissioners in attendance were Alexander Craig, Ronald Russell
and Ronald Santos. Also in attendance were Manager Jo-ann M.
Norris, Airfield Supervisor Bill Welch and Secretary Myrtle
Eldridge.
The Minutes of the August 22, 1989 Meeting were approved as
amended.
Mr. Robert Lawrence, UNITED PARCEL SERVICE, attended to discuss
two possible relocation sites. A discussion followed regarding a
possible sublease from Coastal and/or leasing the land adjacent
to Coastal's currently leased land. Commissioner Santos informed
Mr. Lawrence that the administrative procedure for permits would
be exactly the same for either location. UNITED PARCEL's
sublease with Coastal involves 60% of the hangar; and Mr.
Lawrence inquired if a problem occurred regarding Coastal's
hangar purchase (purchased through a Sheriff's Sale) would it be
possible to continue their lease at a lower rate. Chairman
Mayhew indicated this problem would have to be resolved with the
"owner" of the hangar at that time. Commissioner Santos
recommended that UNITED PARCEL SERVICE be given a "first refusal"
on the land adjacent to the hangar.
Hal Crampton, of COASTAL AIR SERVICES, INC., question their
length of lease and felt, in principle, they had agreed to a
20-year lease. Chairman Mayhew stated the lease extension
depends on the type of services to be supplied to the Airport in

the aeronautic field. Commissioner Craig informed Mr. Crampton
that he is agreeable to a long term lease but wants terms in the
lease that COASTAL will provide maintenance, at least as good as
that presently being provided, if present facility is closed and
not replaced with another facility satisfactory to the
Commission. Chairman Mayhew then suggested Mr. Crampton sit down
and talk with the Commission about the FBO maintenance criteria
to determine what is exactly being offered and the requirements
of both parties.
Carl Jelleme, of TOSCANA, INC., requested a lease draft change be
made to allow his entire operation to be moved to the Bunker area
prior to completion of the roadway.
Chairman Mayhew stated the Commission required assurances that
the road will be completed as TOSCANA's first priority and not be
delayed by other commitments. Commissioner Santos informed the
Commission that the Planning Board requires a "letter of credit"
for an MCD Permit, which is assurance that the road would be
completed in the allotted time.
Commissioner Russell questioned TOSCANA being allowed to operate
his business in the Bunker area without the Airport having a
"Blanket MCD" permit, which can not be issued until the roadway
is completed. He also questions TOSCANA being allowed to operate
without their own MCD permit for their business in this area,
which can not be granted without the Blanket MCD permit. It was
explained that the Planning Board often releases a certain amount
of lots in order to fund an MCD. Commissioner Russell also
requested a response from the FAA leter of July 10, 1989,
indicating the progress made in addressing the concerns specified
in ,said letter.
Commissioner Craig made a motion to strike the lease paragraph
addressing this matter and allow TOSCANA to relocate their entire
business to the area, pending approval from the Planning Board.
This motion was seconded and passed with Commissioner Russell
voting against.
An EXHIBIT C - SCHEDULE OF CONSTRUCTION OF ACCESS IMPROVEMENTS
was presented by Mr. Jelleme for their approval. A motion was
M/S/P to accept this Exhibit C as part of the Agreement. It is
duly recorded that Commissioner Russell voted against this
motion. A copy of "EXHIBIT C" is attached as a matter of record.
Mr. Jelleme also proposed that when his sublease expires with B&M
DISTRIBUTING (whose sublease will expire with the Airport, in the
same time frame) for approximately 1-acre of land in the same
Bunker area, that this 1-acre be included with the proposed lease

and in exchange for 1-acre to allow the area to become more
uniform. The total acreage will remain at 8.3-acres. The
Commission appeared agreeable to this exchange.
A motion to execute the Intent To Enter Into A Lease, subject to
receipt of all permits, was made, seconded and passed. It is
noted that Commissioner Russell voted against this motion.
The COMPASS ROSE wishes to terminate their lease before December
31, 1989, if agreeable with the Commission. The consensus of the
Commission is for a termination date at the end of February,
1990.
Commissioner Santos stated a request for bids, for a restaurant,
should be placed indicating "available October, 1990, or sooner,
by mutual agreement and cooperation of current owner". The
Commission has requested a copy of the minimum standards for a
new restaurant for their review.
The renewal of the YATESr contract to haul fuel was discussed in
great detail. Due to the restrictions at the temporary fuel
pipeline site, the Commission recommended Mr. Yates' contract be
amended to indicate two tractors must be available for all fuel
transfers. This would permit fuel transfers to be completed
prior to tide/weather changes at the pipeline site.
Manager Norris recommended the fees for the T-hangar (formally
Lamb's Hangar) be reduced from $285.00 monthly to $200.00, until
March 31, 1990. She cited the fact that the tenant must obtain
his own insurance, as opposed to the Lessor providing coverage
for them, which was the policy followed by the previous owner. A
motion was M/S/P to permit this reduction.
The Commission was informed that the Airport was going out to bid
for crack filling, which will cost up to $30,000.
The next scheduled meeting will be September 26.
The motion to adjourn this meeting at 7:30 pm was M/S/P.

PUBLIC NOISE MEETING
September 12, 1989
In the absence of Airport Commissioner Chairman Charles Mayhew,
this meeting was called to order by Commissioner Santos at 5:00
pm. Commissioners present were Alexander Craig and Ronald
Russell. Also present were Manager Jo-ann M. Norris, Airfield
Supervisor Bill Welch and Secretary Myrtle Eldridge. Chairman
Mayhew arrived at 5:10 pm.
Ms. Adrianne McCalley, resident of the Academy Hill Apartments,
opened the discussion indicating her displeasure with the amount
of noise she must endure as a resident of Nantucket. She cited
airplanes as a great source of this noise. Ms. McCalley
recommended a limit on the number of private aircraft allowed on
the Island and to prohibit all aircraft from flights over Town.
Chairman Mayhew informed Ms. McCalley that the Commission is only
an advisory group and has no means to enforce a denial of access.
Commissioner Craig stressed that this problem can only be eased
through education and Commissioner Santos indicated Noise
Abatement pamphlets are given to private pilots.
Chairman Mayhew assured Ms. McCalley that the Airport is doing
their best to control excessive noise and will continue seeking
means for improvement.
Mrs. Barbara White, Pochick Avenue, Surfside, stated there has
been a great improvement over previous years, but did question
the correct procedure for filing a noise complaint. Manager
Norris explained a complaint is filed by calling 228-1255 and
answering a few questions to complete the complaint form. The
form is given to Management, who will follow up on the complaint
by contacting the offender and giving them a copy of the
complaint, along with a copy of the Noise Abatement pamphlet.
Chairman Mayhew recommended filing the noise complaints as close
to the time of the infraction as possible.
Manager Norris gave an update of the progress on noise control
since the last Noise Meeting.

Mr. and Mrs. Richard Jarrell, Surfside, also indicated there has
been much improvement over previous years.
Mrs. White thanked the Airport for being "a good neighbor".
This meeting adjourned at approximately 5:45 pm, to continue as a
regularly scheduled Airport Commission Meeting.
