MEETING
December 12, 1989
The Meeting of December 12, 1989, was called to order by
Chairman Charles Mayhew at 5:00 pm. Commissioners in attend-
ance were Alexander Craig, Ronald Russell and E. Foley Vaughan.
Also present were Manager Jo-ann M. Norris and Secretary Myrtle
Eldridge. Commissioner Santos was off-island but arrived at
5:55 pm.
The RESTAURANT BID was awarded to William Hutchinson as it was
the Committee's consensus that, along with being the highest
bidder, he presented the best scenario to better serve the re-
quirements of an airport restaurant. Commissioner Russell made
a motion to accept the Committee's recommendation, which was
seconded and voted unanimously.
At the recommendation of Manager Norris, the low TOWER CAB HEAT-
PUMP bid was awarded to MULTITEMP, of Framingham. On a motion
made by Commissioner Craig, and seconded by Commissioner Vaughan,
the motion was passed unanimously. "
The MINUTES of the November 28, 1989, were approved as presented.
The lease for the AERO MANAGEMENT ASSOCIATION's 5-year review
was presented and discussed. The motion was M/S/P to increase
rental fee from $920.85 to $1,078.77 per month, reflecting the
compounded CPI-W rate for the past 5-year period.
It is duly recorded that Commissioner Vaughan removed himself
from the following discussion due to a possible conflict of in-
terest. Mr. Carl Je11eme of TOSCANA requested the use of 3-acres
for storage use, on a temporary basis, until the MCD permit is in
place. Manager Norris will request temporary relief from the
Planning Board's MCD permit ruling for a 12-month period to
accommodate Mr. Je11eme's request. Chairman Mayhew informed Mr.

Jelleme that the 'Commission was working to resolve the fire
protection problem and that possibly a large pump or a "pond" in
the protected area could be a solution. Ms. Linda Holland request-
ed that the Nantucket Land Counsel, Inc., be supplied with a map of
the proposed area and location of the pond. Chairman Mayhew reiter-
ated that this was only a possible solution and should the proposal
be acceptable to the fire department, she would be kept informed.
The UNITED PARCEL lease extension is due to expire January 31, 1990.
Correspondence from UPS requesting a change of plans from sharing
the Coastal Air site to the vacant lot adjacent to it along Old
South Road and a 3-month extension to April 30, 1990 at 55~ psf
was approved on a motion M/S/P.
Correspondence from Richard M. Smarg concerning the Nobadeer Avenue/
Beach problems was discussed at length and it was proposed that a
meeting be arranged between the County Commissioners, Marine Depart-
ment Superintendent George Rezendes, DPW Superintendent Jeff Willett,
Park and Recreation Commissioner Jack Gardner and Mr. Smarg.
Commissioner Vaughan stated he wished to make it clear that Nobadeer
Beach is "not my Beach".
In response to a request of the Commission at their meeting of
November 28, 1989 for a comparison between Barnstable Municipal
Airport and Nantucket, Manager Norris presented her report.
Barnstable is operating with 33% more employees, with less working
hours than Nantucket.
Manager Norris requested permission for the Annual Airport Christmas
Party to be held December 22nd at 3:00 pm to 7:00 pm. permission
was granted. '
Manager Norris reported on the three deliveries from the TEMPORARY
FUEL PIPELINE stating a seminar will be held for proper fueling
procedures together with a check list for same. She indicated that
weak areas have been indicated that this seminar will correct the
problem. Members of the Commission indicated their desire to attend
the seminar and will be notified when plans are finalized.
The next Airport Commission Meeting will fall the day after Christ-
mas. After discussion, it was decided to cancel the second December
meeting unless there was a problem that required their immediate
attention, at which time a Special Meeting could be called.
Bill Maguire's request for a meeting area, rent free, for the CIVIL
AIR COMMAND was turned over to Manager Norris to make her recommen-
dation at the next meeting.
Manager Norris inquired as to the goal for the information the
Commission was requesting be placed on the employee time cards. The

consensus was that a list of 6-8 categories be developed which
will provide the Commission with operational costs per category.
Mr. Ben McElway of the Conservation Commission spoke at the re-
quest of the ConCom's Chairman, Bill Willett, regarding the
accident at the TEMPORARY FUEL PIPELINE TRANSFER SYSTEM. Chairman
Mayhew questioned the use of the word "accident" as the sacrificial
pilings at the site are designed to give-way when struck. Also
questioned was the excess fuel remaining in the hose after a
transfer/blowout. The Commission agreed that the fuel should be
drained at the completion of a fuel transfer and not left in the
hose.
Commissioner Vaughan indicated that it is the Airport's responsi-
bility to drain the excess fuel and a paper trail is required to
assure the fuel transfer has been properly handled. He requested a
check list be developed and Manager Norris re-stated that the
seminar being planned will cover this matter.
Ms. Holland stated this project requires special care and she is
very concerned about the Airport placing the area at risk. The
Co~~ission was in total agreement with her statement.
Mr. McElway commented on the dye study made at the fuel transfer site
by the Airport was flawed, according to a critique by Dr. Aubrey for
the Land Council. Commissioner Santos requested the ConComindicate
where the studies differ, before another dye study is made. The
Airport will have an independent critique performed. Manager Norris
will provide a file for the dye study and the critiques for the
Commission.
Mr. McElway recommended the Airport write a formal letter to the
ConCom regarding the additional orders of compliance, indicating
those that the Commission will be able to comply with and those that
they wish to be amended.
Mr. Prentice Claflin of the NANTUCKET BOAT YARD requested permission
to lease two acres of land to accomodate the Boat Yard. As this
would require an MCD permit, he was referred to the Planning Board
with an alternate suggestion of trying to sublet the area from an
Airport Bunker tenant who is not utilizing the area they are renting.
This meeting adjourned at 6:30 pm.
