HomeMy WebLinkAbout1989-11-28 Town of Nantucket NANTUCKET MEMORIAL AIRPORT Macy Lane Nantucket Island, Massachusetts 02554 Office of Airport Manager Phone: (508) 228-1255 MEETING November 28, 1989 The Meeting of November 28, 1989, was called to order by Chairman Charles Mayhew at 5:03 pm. Commissioners in attendance were Alexander Craig, Ronald Russell and E. Foley Vaughan. Commissioner Ronald Santos arrived at 5:10 pm. Also present were Manager Jo-ann M. Norris and Secretary Myrtle Eldridge. The RESTAURANT BID Committee reported they were not prepared to make their recommendation at this time. They requested time to interview the three (3) highest bidders and would then announce their decision at the December 12th Meeting. It was determined that all bidders would be interviewed" with Manager Norris included in making the final decision. A letter was read by Manager Norris from John A. Morgan of AERO MANAGEMENT ASSOCIATION. Mr. Morgan's proposal has been reviewed by Manager Norris. Chairman Mayhew would like to meet with Commissioner Santos and Manager Norris to review some conflicting figures. Chairman Mayhew stated the importance of ascertaining that the current Commission will not be financially strapping future Commissions by awarding the fuel concession to an FBO. Discussion ensued regarding the contracting out of services. The Commission requested Manager Norris check with Barnstable Municipal Airport regarding the number of personnel and how their duties are delegated in comparison to our operation. In a letter, TOSCANA requested the Commission allow them "use" of an additional three acres adjacent to their current leasehold until the water supply problem can be resolved. It was suggested Mr. Jelleme contact Albert Johnson, III or ARC (Augie Ramos) regarding the possibility of subletting their unused lease area to cover this inconvenience. Manager Norris offered an alternate solution to the water supply, for fire coverage, in the Bunker Area. Donald Holdgate can supply a pump which pumps 480 gpm for less than $50,000. The Manager will ascertain if this quantity and pump will be acceptable to the Fire Chief. It was also suggested the Planning Board be approached regarding bending the I MCD permit process to assist TOSCANA. page 1 of 3 MEETING NOVEMBER 28, 1989, continued A letter of response to the Conservation Commission's additional Order of Compliance from Joe Forns (TEMPORARY FUEL PIPELINE TRANSFER SYSTEM) was read by Manager Norris. A motion was made, and seconded to accept the original Order of Conditions only. However, after a lengthy discussion, Commissioner Craig amended his motion to indicate Chairman Mayhew will contact the ConCom to discuss each individual change requested and work out a compromise. The amended motion was voted and passed. Correspondence from the Board of Selectmen's office was read concerning a log of the use of Town Counsel and a confirmation of permission to utilize NANTUCKET RENT ALL services, which cannot exceed $2,500 per year. Bond Counsel, PALMER & DODGE, submitted written approval of Airport ARTICLES 8 and 9 for the Special Town Meeting. Manager Norris reminded the Commission of the Special Town Meeting on December 12. The Airport Commission meeting, scheduled for the same evening, will have to adjourn prior to the Town Meeting time of 7:30 pm. Commissioner Craig complemented the Operation Employees, who worked the Holiday, on the great job done clearing the airfield of snow and therefore, permitting the Airport to be opened by 2:00 pm. However, concern was indicated regarding the poor condition of the areas leading to the terminals. The proposed 1990-91 BUDGET was approved, as amended. It is duly recorded that Commissioner Vaughan was opposed and Commissioner Russell abstained from the voting. Manager Norris reported that insurance certification was still lacking for Albert Johnson, III and ARC (Augie Ramos). Mr. Johnson is to be notified of termination of lease and the Commission requested Manager Norris investigate the law suit between Ramos/Mooney and verify ARC's lease does not specify use of leased land for an asphalt plant. At this time, pending the outcome of Manager Norris' investigation, the ARC lease will be terminated for lack of insurance certification. Commissioner Santos requested management reinstitute the policy/program to identify time utilized on each job, by each employee, on their time card and to maintain a record total hours for each classification. page 2 of 3 MEETING NOVEMBER 28, 1989, continued The voucher to pay J.K. SCANLON's Payment No.4, was not signed as the roof leaks and the Commission feels the Certification by Engineer Frank Bagge was premature. Manager Norris informed the Commission that she will investigate this matter and will resubmit a voucher for payment when the work is completed. Commissioner Craig proposed that a meeting between the County Commissioners, George Rezendes, Jack Gardner and Richard Smarg be arranged to hopefully resolve the NOBADEER BEACH problem.
