Commissioners in attendance were Alexander Craig, Ronald Russell, Ronald Santos and E. Foley Vaughan. Also present were Manager Jo-ann M. Norris, Airfield Supervisor Bill Welch and Secretary Myrtle Eldridge. The following RESTAURANT BIDS were opened and publicly read: John L. Michelsen Lemberg & Son, Inc. William L. Hutchinson Susan E. Handy and Jeff Worster Condon & Son Diane & Walter Flaherty $11. 73 psf 25.50 psf 31. 00 psf 38.40 psf 18.00 psf 22.00 psf-lst floor 9.00 psf-basement All bids were turned over to Manager Norris and Commissioners E. Foley Vaughan and Ronald Russell. This Committee will review all bids and make their recommendation to the Commission at the next meeting. Chairman Mayhew requested copies of these bids be made for the Commissioners and any interested bidder. Roger Jette submitted the only COMPUTER BID. Commissioner Vaughan indicated the bid was high and questioned the necessity of the equipment requested. The bid was tabled until Commissioner Vaughan can meet with Accountant Tina Smith to assess the computer needs for the Airport. The approximate bid was $11,671.90 from Mr. Jette. The Minutes of the October 24, 1989 Meeting were approved as amended. Mr. Richard Smarg reviewed the problems of erosion and trash at the NOBADEER BEACH. He recommended the Airport continue their fencing at the end of the Bunker Road (Weweeder Avenue), blocking that access to the beach area. By blocking this access, the Airport would be protecting the dunes at the end of r/w 6, and, page 1 of 3 MEETING NOVEMBER 14, 1989, continued the ILS instrument area. The Commission was in agreement and on a motion by Commissioner Craig, voted unanimously to extend the fencing the 60 feet necessary to protect that area. Commissioner Vaughan then strongly recommended that each Commission member visually check this area prior to extending the fence as proposed and seconded. Airfield Supervisor Welch will assess this area with each Commission member. Mr. Smarg's request to fence in the Airport's bounds abutting Nobadeer Avenue met with opposition and no action was taken at this time. The Commission reviewed the ARTICLES for the Special Town Meeting scheduled for December 12, 1989. A rough draft of th~ proposed 1991 BUDGET was also discussed. A more detailed BUDGET will be given to the Commission for approval before submission to the Town. Manager Norris reported on the status of the tenant insurance certificates on file. In a reversal of a previous agreement between Albert Johnson and airport management, the Commission determined that Mr. Johnson's leased property must carry liability insurance despite the lack of any development of the property. A motion was M/S/P that tenants that have not responded to the previous certified notice are to be called and informed of termination of lease, if current insurance certification is not received, in two weeks. Another certified letter, confirming this telephone conversation, will then be mailed out. The Conservation Commission has issued another CONTINUING CONDITIONS ON THE TEMPORARY FUEL PIPELINE TRANSFER SYSTEM. Commissioner Craig made a motion to follow the original Order of Conditions, and it was seconded by Commissioner Santos. Commissioner Vaughan recommended Manager Norris review the Original Order of Conditions and submit copies of this data to each Commissioner prior to writing the Conservation Commission. A request to place "Missing Persons" posters in the Airport Terminal was discussed. As these posters do not reflect commercial advertising, which is against Airport Policy, the matter was referred to Manager Norris for her discretion. A Memo from the Board of Selectmen was read by Manager Norris requesting written reports be submitted by personnel attending conferences. Another Memo from the Board indicated a change in the fee structure for Town Counsel, based on a decrease in fees for the Town after reaching a maximum of $200,000. page 2 of 3 MEETING NOVEMBER 14, 1989, continued Manager Norris inquired as to the possibility of reducing the insurance coverage for T-Hangar tenants from $1,000,000 to $300,000 keeping the coverage in line with the tie down insurance requirements. The consensus of the Commission was that hangars constitute a greater risk and insurance coverage should therefore be greater. The TOSCANA Bunker Road project is at a standstill due to the fire protection problem. The Commission feels this problem can only be resolved by Mr. Jelleme and Fire Chief Bruce Watts. However, Bill Welch was requested to research a larger well and pump to satisfy the Fire Chief's requirements for this development. Commissioner Russell questioned the Nantucket Electric Company's G-1 rate being different amounts on each of their billings for the Airport's services and felt that this rate should be uniform. The WARRANT was executed with a request that management check out this billing question with the Electric Company. The Commission has requested that Town payroll transmittal sheets be done in ink and that the payroll clerk indicate "Hours submitted verified by: (signed by payroll clerk)" on the transmittal, prior to obtaining a Commissioner's signature.
