Commissioners in attendance were Alexander Craig and E. Foley Vaughan. Also in attendance were Manager Jo-ann M. Norris, Airfield Supervisor Bill Welch and Secretary Myrtle Eldridge. The Minutes of August 8, i989, and the Warrant were approved as presented. Regarding the approval and execution of the deed for the land swap with NANTUCKET ELECTRIC COMPANY, this item was tabled for a future meeting. A motion to accept David Watts' low bid of $15,100 for a TEMPORARY HEATING SYSTEM for the terminal building was made by Commissioner Craig and seconded by Commissioner Vaughan. It was unanimously voted to accept this bid, as the proposal indicates the heating system/materials would be reusable at the time of the Terminal Rehabilitation. The system is expected to be in operation by October 17, 1989. A recommendation for a month-to-month lease, at the termination of their present lease, for UNITED PARCEL SERVICE was approved for a three-month period, at 55 cents psf. Restrictions to be implemented in the month-to-month lease is that they no longer use the Holmes Field Gate and taxiways as a means of "short cuts" for delivery purposes. Mr. Hal Crampton, Director of Island Operations for COASTAL AIR, presented a proposal to construct and office/dorm complex in the frontal area of the former Jones Hangar and to sublet a portion of the existing hangar to United Parcel Service. COASTAL AIR also proposes to develop an FBO operation on this leased land, and, in the future offer emergency maintenance for aircraft. page 1 of 4 MEETING AUGUST 22, 1989, continued Chairman Mayhew stated the FBO criteria had been set and must be adhered to, as written, unless a revision is made. Until such time as a revision is made, the current criteria must be followed in order to enjoy a lesser rental rate psf and to be entitled to any FBO privileges. Commissioner Craig indicated he felt the Airport could not subsidize COASTAL's venture and not receive exactly what the Airport requires, which is maintenance, under the auspices of an FBO. COASTAL was given permission to lease the property at the fair-market value of 55 cents psf and to be able to sublease to United Parcel Service at a higher rate for the use of COASTAL's hangar. Mr. Crampton stated he made his presentation to primarily see if the Commission would be ,receptive to this proposal. Mr. Crampton was informed that COASTAL is currently "grandfathered" as a charter and flight training service in the Main Terminal, and there may be some unforeseen problem with this status under a new lease and transferring this operation to their new location. Manager Norris will see if the Town Report of 1984-1985, granting an FBO a 30-year lease is applicable for any FBO or is only applicable for the original applicant. Mr. Ben McElway of the Conservation Commission, requested use of the Airport grader and operator to continue the clean-up of abandoned boats, etc from the area near the temporary fuel pipeline, down to the creeks. Commissioner Vaughan indicated this would be an excellent example of inter-departmental cooperation. permission was granted providing Mr. McElway be responsible for supervising and coordinating this project. Manager Norris reported on the lack of response from the last certified correspondence to lessees in the T-hangars (formerly Mike Lamb's hangar) and questioned if the Commission wanted her to proceed with eviction notices. The motion was M/S/P and was then modified by Commissioner Vaughan, stating a preference to taking these accounts to Small Claims Court. This modification was seconded and passed. A motion was M/S/P to terminate the hangar lease currently held by AIRLINE REALTY TRUST, effective September 30, 1989, in order to provide cover for Airport equipment and accommodate a similar request from the Fire Department. In lieu of payment of a rental fee, the Fire Department will reciprocate by providing services which will be better defined at a later date. The review of the Agreement and Lease for TOSCANA was postponed pending approval of the FAA and MAC. Manager Norris was requested to contact Pat Church (Secretary for the County page 2 of 4 MEETING AUGUST 22, 1989, continued Commissioners) regarding placement on their agenda to determine responsibility for the maintenance of the County Road, once TOSCANA completes the paving project. It was M/S!P to authorize the Airport Manager to sign the weekly payroll. A copy of this authorization is included with these Minutes, as a matter of record. Commissioner Craig stated a need for the operations crew to be reminded to dispense the NOISE ABATEMENT literature to the pilots as they arrive in the Operations Office. pilots are not receiving this literature and ATIS does not always carry the message. The September Meetings are scheduled for the 12th and 26th. The motion to adjourn this Meeting at 6:35 pm was M/S/P.
