Commissioners in attendance were Alexander Craig and Ronald Russell. Also in attendance were Manager Jo-ann M. Norris and Secretary Myrtle Eldridge. It is duly recorded that Airfield Supervisor Bill Welch arrived at 5:20 pm and Commissioner Vaughan arrived at 5:30 pm. The Minutes of the June 21 and July 5, 1989 Meetings were approved as amended. A Noise Advisory Committee Meeting was held and ~s reported on Page 4, of these Minutes. Attorney Green, representing TRI AIR, was unable to obtain documents needed to present to the Commission at this meeting. He has requested postponement until a later date. The COMPASS ROSE submitted a written request to operate an ice cream cart (supplied by Hagen Daz) in the area outside the rampside door, on the asphalt. The Commission stated this would be no problem, provided it did not conflict with Nantucket Air. Manager Norris proposed rent be set at $600.00 for the season. Commissioner Craig made a motion to grant permission, with details to be determined by the Manager. It was M/S/P. Under correspondence, the FAA notified the Airport that the Capital Improvement Program indicated several projects to be undertaken in the next five years. Commissioner Mayhew inquired if the funds could be carried over to the next year, after it was noted that State funds may not be available and the Airport would have to fund the balance after receipt of any FAA funds. It was indicated that centerline lights could increase our enplanements, and Chairman Mayhew moved that this item be moved up on the list of items desired by the Airport. The Commission was in full agreement. ~ ~ /y;///~ ~~ M~~~ page _ of 4 MEETING JULY 19, 1989,continued Commissioner Craig requested that a taxiway be proposed from 15-33/12-30, which could eventually become a parallel runway to 24 be added to the "wish" list. Commissioner Russell noted r /w disrepair and indicated the need to review for repairs. After discussion, Chairman Mayhew requested Airfield Supervisor Welch pursue data on obtaining equipment to repair small r/w areas. ROBERT BOYLE gave a verbal request to Manager Norris to construct another bank of T-hangars, being Phase II of his original proposal. As Mr. Boyle was not present, it was recommended he secure all permits necessary and submit the plans covering this phase at a Commission Meeting. COAS7AL AIR also gave a verbal request to obtain the consensus of the Commission for the construction of a concrete two-story building near his recently purchased hangar (formerly the Jones Hangar), to provide pilot services and employee housing on the second floor. Chairman Mayhew indicated he was not against such a proposal, but the Commission must be presented with a total proposal beneficial to the Airport and that "employees" must be limited to COASTAL employees. Legal advertisements have been placed for a temporary replacement heating system for the terminal and will be opened August 10, 1989, at 2:00 pm in the Manager's office and will be awarded at the August 16 Commission Meeting. A telephone consulting service (US TELE CENTERS-GRACE HEALY) was referred to Manager Norris by Mort Donahue, the Town Business Administrator, as an extension of the Town phone renovation. This new service would require all new telephones with multi services. The cost would be $1,000 installation fee to the Airport and the airlines and a monthly charge to the Airport of $260.00. Chairman Mayhew requested more information be submitted to the Commission. The FAA has requested an appraisal of the 8-acres of land, after improvements, and an engineer's appraisal of the cost of the roadway as proposed by TOSCANA. Manager Norris stated this information is forthcoming. A verbal request to provide ground handling for the Trump Shuttle arriving in Nantucket was received from PBA/CONTINENTAL EXPRESS. Two flights are expected, July 28 and July 30, 1989 and may possibly be a 727 aircraft. Assuming they will be working as a "charter" they will be charged for landing fees. This request was approved; however, it was requested this data be confirmed, in writing, prior to July 28, with more specific data. page 2 of 4 MEETING JULY 19, 1989,continued Manager Norris informed the Commission that a disaster drill is scheduled for November, which is in compliance for the certification of the Airport. Airfield Supervisor Welch reported he is clearing the primary area of r/w 24 and expects the work to be completed at ~he end of this week. Com~issioner Craig stated he could sympathize with Mr. Smarg and the HOBADEER BEACH problem, however, this is a Selectman/Police problem. Manager Norris advised the Comn1ission she is having our employees pick up the trash periodically. Town Counsel has recommended the Airport wait until the end of July before taking further action with the T-hangar tenants. The COMPASS ROSE restaurant lease expires October 31, 1990. The Commission requested Manager Norris compile a list of data for guidelines in making up new lease terms. Commissioner Vaughan suggested an analysis of the business hours, menu, number of employees (full time and seasonal), price psf, equipment currently in use, see if there is anything to add or subtract that would better serve the flying public and then, using this data set up the criteria required of a new tenant. It was also recommended to place a notice of bid requests 6-months prior to actual expiration date of current lease. One complaint was received by Commissioner Craig regarding the lights at the miniature golf course on the Nobadeer Farm Road. No other complaints have been received. Com~issioner Vaughan questioned kites being a potential hazard to aircraft. He was informed that the Tower does notify the police when the problem occurs. Manager Norris reported on the status of the TEMPORARY FUEL TRANSFER PIPELINE. A practice run with all agencies involved is to be conducted prior to putting the fuel line in service. The Meeting adjourned at 6:20 pm. Respectfully submitted, 7/kA /h/ a ' . secd't:::;- ~ page 3 of 4 MEETING JULY 19, 1989,continued NOISE ADVISORY COMMITTEE MEETING July 19, 1980 A Noise Advisory Committee Meeting was held prior to the regularly scheduled Airport Commission Meeting. Members of the Committee in attendance were Robert McGrady, Jack Sullivan and Thomas H. C. Giffin, as well a the Commissioners, Chairman Charles Mayhew, Alexander Craig, Ronald Russell and E. Foley Vaughan. It was noted that the FAA has agreed to placing noise advisory statements on ATIS. Airport Manager Norris indicated several compliments regarding improvement in noise control over last year. When Complaints are received, it is recorded and the offending airline (if known) receives a copy of the complaint, along with the Noise Abatement pamphlet, to be given to the pilot guilty of the infraction. Manager Norris indicated that the cisco area may still be a "noise" problem area. Mr. McGrady responded to Commissioner Craig's inquiry of some aircraft still flying low, stating that they are generally sightseeing aircraft or general aviation. Commissioner Craig then noted that the recent military aircraft noise incident had been resolved, and this was confirmed by Mr. McGrady. Mr. McGrady spoke with various military personnel and was assured of their cooperation in the future. Commissioner Craig wrote a letter to Manager Norris, with a copy to the Board of Selectmen, regarding the problem with seaplanes. Mr. McGrady stated the FAA had no control over them. Chairman Mayhew recommended these seaplanes be identified, if possible, and the Noise Advisory Committee send them a letter concerning the noise. Liability for seaplanes landing in the ponds and flying close to the beaches is under the jurisdiction of the Town. Manager Norris will make arrangements for another meeting in August. page 4 of 4
