The Commissioners in attendance were Alexander Craig, Ronald Russell, Ronald Santos,' Manager Jo-ann Norris, Airfield Supervisor Bill Welch, and Secretary David Sylvia. The Minutes of the May 17, 1989 meeting will be presented at the next Commission Meeting for approval. Mr. Neil Murphy, representing COBBLESTONE VILLAGE, told the Commission that the loam, fill and hardening materials that the Airport would be receiving from the excavation would be about 10-12 thousand yards, or about 700 truck loads. Mr. Murphy will send a letter with a proposed estimated cost of what COBBLESTONE VILLAGE is willing to pay the Airport for the use of the two access roads. Manager Norris informed Mr. Murphy that as their proposed construction was in the direct line of R/W 15-33, there would be aircraft noise exceeding 65-75 decibels. Tenants must be made aware of this prior to leasing, to avoid noise complaints. The FAA 7460 Form must be approved and on file in the Airport office. Mr. Robert Lawrence, representing UNITED PARCEL SERVICE was present at the meeting, to request the relocation of the present UPS lease area to the former 1-acre Lawrence Lynch area, off of Old South Road. UPS is willing to landscape the front part of the lot with a 4-foot berm, landscaped with shrubbery and trees. UPS would also like to put up a temporary building in the area. UPS would also like to install a 12 to 14 foot wide gate in the surrounding security fencing for vehicle access to the aircraft that brings in their airfreight. The Commissioners would like written into the lease that "it would be a violation of the lease, if UPS trucks were beyond the gate and out on Airport property for other than unloading the aircraft". Mr. Craig moved for an approval on a 5-year lease at 55 cents per square foot with an annual inflation increase review, based on the CPI-W. ~ ~/3,/7crl ~t/~ I~~ page 1 of 5 MEETING June 7, 1989, continued The lease agreement was unanimously approved, pending local approvals by the Zoning Committee, the Building Inspector and the HDC. Mr. Gary Saunders of COASTAL AIRWAYS was present to notify the Commission that the Jones hangar had been purchased by COASTAL AIRWAYS at the Sheriff's auction. Mr. Saunders would like to initiate a short-term land lease. Commissioner Santos requested that Mr. Saunders set up a meeting with the FBO subcommittee in reference to incentives for setting up a future FBO. A short-term lease, for 1-year, at the price of 13 cents per sq~are foot was unanimously approved by the Commission, with the details to be worked out with the Manager. A letter was read from Nantucket Surveyors, concerning TOSCANA CORPORATION'S bunker MCD Permit. Nantucket Surveyors would like to brush cut the proposed lease area and the surrounding roadway area. A motion was made to proceed with the brush cutting, except on any leasehold property. Commissioner Santos requested to see the overlay of the Sasaki plan to see if they are different in any way and would like to have Nantucket Surveyors attend the next meeting to explain the differences, if any. The motion was passed with Commissioner Russell opposed. Manager Norris will notify the attorneys to include in the lease a 21E Study prior to and after lease ends. The Commission also agreed that the improvements to the roadway should be completed within one-year from Planning Board approval and award of the MCD Permit. The janitorial bid was unanimously awarded to CLEAN TEAM OF NANTUCKET, INC. (Pauline Petty) pending they meet all of the Town liability insurance and workmen's compensation requirements. The Commission voted for a 1-year contract at $25,000 a year, with the stipulation that the cleaning crew will return to perform a midday clean up. Bill Welch presented a plan for the leasing of the Walters ARFF truck to Barnstable Airport for the summer. The truck will be leased for 3-months at a rate of $1400 per month. The truck will be sent as is and shall be returned that way with full product. Barnstable will pay for transportation. In the event that our new Oshkosh fire truck incurs a maintenance problem, and we were to need the Walters back on island, Barnstable would be given 2-hoUTS notice and the truck would be shipped on the next available boat. It was also agreed that Barnstable would conduct routine maintenance and if any major maintenance needed, the cost would be split 50/50 with Nantucket and Barnstable Memorial page 2 of 5 MEETING June 7, 1989, continued Airport. Any damage due to negligence will be corrected by Barnstable. Approval to lease was M/S/P with Commissioner Santos opposed. Under Operations, Peter Boynton attended the meeting to discuss cutting an 8-foot wide swath for a temporary bike path along Nobadeer Farm Road, through our Delta property. The question raised on the Airport's liability was said to have been nonexistent as the liability will be covered by the Town's general liability insurance policy. The Commissioners requested that the bike path, which runs through the Airport's property, be set 35 feet back from the property edge to allow for future road widening. This motion was unanimously approved. In correspondence, a letter was read from TRI AIR. The information requested will be forwarded to their Attorney. A letter was read from Timothy Snow from CONTINENTAL AIRLINES, that they will continue servicing Nantucket with a 737 equipped with hush kits, on Monday mornings, beginning July 9. This met with Commission approval. There was a nice letter written by Jean Sherman of Surfside, thanking all the pilots for obeying noise abatement rules during the Memorial Day weekend. The Board of Selectmen will have District Attorney Phillip Rollins on the Island to discuss the open meeting laws. In other Operations news, the Nantucket Airport Disadvantaged Business Enterprise Plan was approved by the FAA. Commissioner Craig brought up the parking lot finances and inquired how unpaid bills were handled. Manager Norris informed the Commission that these bills are turned over to the Town Parking Clerk for collection. Commissioner Russell spoke of the good neighbor policy in reference to sand being tracked out through the Old South Road gate by heavy trucks. This is causing a potential hazard to vehicles arriving and departing the Rainbow Motor area and also causes the drainage system in this location to clog. The Commission agreed to notify Carl Jelleme to clean up the sand within a week's time, return the Old South Road gate keys, and in the f-uture, use the Bunker Road for transporting materials. He will also be informed he has 30 days to complete the clear zone project. The Commission agreed to CONTINENTAL assuming all maintenance responsibility for the former PBA building and a $4, $5, and $6 per square foot rent, in 5-year intervals. The Commission would also like Article 6 to remain as written. The Commission agreed to allow Article 17 to read that "Lessee may cancel this agreement upon thirty (30) days written notice to the Lessor". The hangar lease for NANTUCKET AVIATION was also discussed. The Commission agreed to take the stand that this hangar belongs to the Airport until proven otherwise. All Commissioners agreed to keep the rent prices at the same $285 per month, paid in advance. This fee will remain until the end of the dispute with Peter Hull. . /i ill :' / /1<. "i,f /l ! "'<.
