MEETING
April 3, 1989
The meeting was called to order at 5:02 p.m. by Chairman Charles
Mayhew with the following Commissioners present: Ronald Russell,
Ronald Santos, and E. Foley Vaughan. Also in attendance were
Airport Manger Jo-ann Norris and Airfield Supervisor William
Welch.
The Minutes of the March 15 and March 22, 1989 were unanimously
approved as written. The Minutes of the March 27 meeting were
unanimously approved with the following changes: On page 1, the
paragraph pertaining to the discussion with Toscana, add that the
excess material from the excavation must be used on the
development of the interior roadways only. On page 2, the price
for loam is per square yard.
The Manager explained to the Commission that until she receives
definite word from Holiday Air, it is uncertain as to whether or
not they have changed principals and assigned the lease to
Clinton Industries, Inc.
As Tri Air, Inc. was unable to send a representative to the
meeting, it was agreed that the Commission would not entertain
any further requests for counter space from that airline until
the next meeting and after Tri Air is actually honoring its
certificate requirements.
A letter was read from Continental Express regarding the
rewriting of terms for a lease. It was agreed to have them
attend the next meeting with their proposal.
The next regularly scheduled meeting, now set for April 18, will
be postponed until the next regularly scheduled meeting May 2,
1989, at 5 p.m. The Commission has agreed to meeting on the
first and third Tuesdays of the month.
A letter was read from Nynex regarding the assignment of the
Jones' hangar lease. The Airport Manager will request Nynex to
attend the next meeting and make a proposal and presentation to
the Commission of how the building will be shrubbed and their use
and layout of the premises.

A letter from Hyannis Air Service informed the Commission that
Dan Wolf would be interested in some or all of the FBO services
available at our Airport. It was suggested that a meeting be set
up between Mr. Wolf and the subcommittee.
As Commissioner Craig left word that he would be unable to attend
Town Meeting on April 28, Chairman Mayhew stated he would be
responsible for covering that meeting.
Attorney Gary Nickerson and Peter Hull of Nantucket Aviation
attended the meeting to discuss the termination of their 20 year
T-hangar lease. Manager Norris was requested to research the
l1inutes of 1969 and 1972 regarding the Lamb hangar in order to
determine the intention of the Commissions at that time, since
there are two leases, both of which are improperly executed. Mr.
Nickerson requested, on behalf of his client, to have the right
to run the hangars as a concession in the future. Chairman
Mayhew asked him to make a proposal for this at the next meeting.
Manager Norris informed the Commission that Gretchen Lindley will
not be leasing the space formerly occupied by Annie and the Tees.
In discussing setting a monthly tiedown rate, it was agreed by
the Commission to continue with the annual rate only.
Regarding the Gull Air Chapter 11 of 1987, the Airport has been
notified that the $20,000 that was received on the Gull account,
just prior to their filing bankruptcy, will have to be returned.
The Manager has forwarded all information to Town Counsel for his
review.
Manager Norris informed the Commission that the terminal heating
system is now completely shut down. As the weather for the next
couple of weeks will be mild, she felt that using the electrical
heating systems in the Annie and the Tee's area and from Busex's
lobby would suffice. An alternate, temporary heating system for
the fall is still being researched.
Regarding the sales of loam, it was confirmed that the issue has
been tabled.
At this point Commissioner Santos brought up the fact that our
new loader and grader are being used excessively and wanted an
accounting of the time that it is in use. The Manager explained
that we recently graded the access road on Airport property to
the Weweeder Avenue subdivision. The Bunker Road, which has in
the past been graded by the lessees, was recently graded as a
public relations gesture, knowing that shortly the roadway would
be stabilized by Toscana. The Commission, after lengthy
discussion requested a noontime meeting at the end of April to

review the Airport property and future projects in order to set
up a schedule of projects that need the heavy equipment. The
Manager informed the Commission that this was a management
decision and should be left up to her. The Commission, however,
felt it was a commission issue and a date will be set to tour the
Airport.
At 6:40 p.m. it was unanimously voted to enter into Executive
Session. The individual votes were as follows:

EXECUTIVE SESSION
The Manager reviewed the Union demands for their contract
renewal, effective July 1, 1989. The final results were that we
agreed to three requests, negotiated as follows:
1. Percentage wage increase of 9% the first year, 7% the second
year, and 7% the third year.
2. The regular workers title would read "Fireman/Maintenanceman
3. The Airport will provide uniforms in addition to foul weather
gear.
These were agreed to by the Commission and will be submitted to
Town Counsel's office for review and incorporated into the Union
Contract.
