HomeMy WebLinkAbout1989-03-15 vi -t!t T own of Nantucket NANTUCKET MEMORIAL AIRPORT Macy Lane Nantucket Island, Massachusetts 02554 OffIce of Airport Manager Phone: (508) 228-1255 MEETING Harch 15, 1989 Chairman Charles Hayhew called the meeting to order at 4:35 p.m. Commissioners in attendance were Alexander Craig, Ronald Russell, Ronald Santos, and E. Foley Vaughan. Also in attendance were Manager Jo-ann Norris, Airfield Supervisor Bill Welch, and Secretary Myrtle Eldridge. The Minutes of the March 1, 1989 Meeting were approved with the addition of "after receipt of written approval from Town Counsel" at the end of the top paragraph on Page 3. TRIPP TRUCKING was again represented by Attorneys David Horetti and Ken Gullickson, respectively. The sole stockholder of B & M is Peter B. Seaman with Lawson H. (Bud) Billings as General Manager/Director and John Stackpole as a Director. B & M intends to operate their trucks in the same manner as Tripp Trucking, with some increase in vehicular traffic in the summer months. A motion was M/S/P to permit TRIPP TRUCKING to sublet to B & H DISTRIBUTORS, INC. Robert T. Walsh, of NANTUCKET TELEPHONE COMPANY, presented a proposal to install and maintain Town-owned equipment at the Airport, with no cost involvement to the Airport. In return for this service he requests that he be awarded the telephone/communications concession at the Airport. The Commission requested a breakdown of current rental costs along with written permission from the Town to utilize their NEC 2400 switch in our operation. Correspondence from Timothy Snow, Manager of Contracts and Facilities for BAR HARBOR AIRWAYS/EASTERN EXPRESS/CONTINENTAL EXPRESS, notified Manager Norris on March 14, 1989, that effective March 11th, BAR HARBOR AIRWAYS began servicing the Nantucket Airport as CONTINENTAL EXPRESS. Airport Legal Counsel was unaware of this development and recommended Manager Norris be given authority to begin an eviction process if negotiations are not progressing. Commissioner Santos made a motion to accept Counsel's recommendation. This motion was seconded and passed by the Commission. page 1 of ;3 MEETING MARCH 15, 1989 continued Commissioner Santos informed the Commission of a breach in the MCD permit governing the transport of fuel for NANTUCKET ELECTRIC COMPANY to their Airport site. Manager Norris is to write the Planning Board indicating the ELECTRIC COMPANY should be required to participate in the paving the the Bunker Road. Mr. B. R. Slocum, TRI AIR, wrote the Commission requesting rental space in the main terminal area. Manager Norris reported that Mr. Slocum had spoken with her several times during the day (March 16) and that she had offered TRI AIR temporary space in the baggage area of the terminal, as there is currently no counter room available in the area Mr. Slocum desires. Mr. Slocum did not appear before the Commission to discuss his request further. Due to the rejection of the area offered and the lack of space desired by Mr. Slocum, Manager Norris recommended TRI AIR remain at their present location in the Tower building. A motion was M/S/P to back Management's recommendation. Ernest W. Culkins, CULKINS WASTE OIL, INC., gave a lengthy description of problems involved in the removal of abandoned underground fuel tanks and the problems with contaminated soil removal. He informed the Commission that any contaminated soil remains the property, and responsibility, of Nantucket Memorial Airport. Copies of all required permits for removal of tanks/contaminated soil will be give to the Airport for their records at the completion of the work. The estimated cost of removal is $8,030 for the removal of two (2) tanks within a time frame to be completed by April 30, 1989. Due to costs involved, the project must be put out to bid. Mr. culkins warned the Commission of substantial increases in costs each day that they delay in this matter. Town Business Administrator Mort Donahue informed Manager Norris that our insurance costs are beyond what was anticipated. Mr. Donahue is to meet with Manager Norris to discuss this problem. The proposed ABANDONED VEHICLE LOT on the right hand area, off the Bunker Road, was presented for approval. Chairman Mayhew questioned the visual impact. The Commission granted temporary approval, subject to being able to relocate should another location be more feasible. Chairman Mayhew voted no on this proposal. Manager Norris reported on the deteriorating heating system problem in the main terminal. The system is getting progressively worse and she indicated it may need to be shut down any time and an auxiliary system installed for the balance of this heating season and next winter. Bill Welch reported the current system is very close to being non-existant and is a page 2 of 3 MEETING MARCH 15, 1989 continued potential safety hazard. The commission indicated management inquire into alternative systems to be installed for next winter but do nothing further at this time. Bill McGrath of McGRATH AVIATION stated to Hanager Norris that he will be honoring his current contract for aircraft repairs, at 40 hours per week, with no plans to ask for an early termination of his lease. Commissioner Craig and, newly appointed to the subcommittee, Commissioner Santos will meet with Mr. McGrath regarding the FBO service and will report on available options. Fred Holdgate spoke with Manager Norris regarding his aircraft requiring a larger hangar than what is specified in the remote hangar area. The Commission felt it would be no problem to extend the 50 square foot areas to accommodate Mr. Holdgate's larger aircraft. Channel 3 will interview Manager Norris and Commissioner Craig, March 18, 1989, on the Articles submitted by the Airport for Town Meeting.
