MEETING
March 1, 1989
The Meeting was called to order by Chairman Charles Mayhew at 4:30
p.m. Commission members in attendance were Alexander Craig,
Ronald Santos, and E. Foley Vaughan. Also in attendance were
Manager Jo-ann M. Norris, Airfield Supervisor Bill Welch, and
Secretary Myrtle Eldridge.
The Minutes of the February 15, 1989 Meeting were presented and
approved as written.
Attorney David Moretti represented TRIPP TRUCKING in their request
to extend the time limit to cure their default. This request was
denied by the Commission. Attorney Ken Gullickson, representing
B&M Distributors (a subsidiary of Nantucket Holding Company) was
unsure of ~he primary stockholders/principals of either company.
Commissioner Vaughan has requested Attorney Gullickson to contact
his clients instructing them to notify the Commission, in
writing, the description of the current usage and proposed usage,
along with the names of the primary stockholders and principals.
Upon receipt of this information, the Commission will consider
the assignment of this lease.
Dick Perreira, President of all airline operations of EXPRESS
AIR, met with the Commission to discuss their operations at the
current time. Under new management they are working closer with
the Airport Management~ and as of February 9, 1989, they are a
certificated commuter airline. Manager Norris indicated her
confidence in Mr. Perreira's management. The Commission was
assured that should a problem occur, payments would be made in
advance. Currently, EXPRESS AIR is planning shuttle flights from
New Bedford to Nantucket.
Leo Asadoorian of Nantucket Surveyors, Inc., presented his plans
for the Bunker area (approximately 70 acres). Permission was
granted for presentation to the Planning Board on March 13.
Carl Jelleme of TOSCANA was present to discuss possible rental
fees on his leased parcel, after the paving of the Bunker Road.
It is recorded that Commissioner Vaughan abstained from this

discussion. Mr. Jelleme will present a proposed cost of
development, at which time a fee structure will be set. The
following rates have been suggested for the TOSCANA parcel:
20 cents psf = until road is completed
25 cents psf = until total reimbursement for work
completed, is paid, at which time he will
pay the going rate.
Mr. Jelleme was informed that the Environmental Study forms
(Massachusetts General Law 21, Ch. E ) must be completed prior
to beginning of the contract and at the completion of same.
Gretchen Lindley submitted a request to lease the former Annie
and The Tee's space to operate an import item gift shop beginning
April 15, 1989. A motion was M/S/P to accept this request, as
there was no aeronautical interest in this location.
John F. Mannix wrote the Commission regarding McGrath Aviation no
longer providing maintenance service to pilots and reminded the
Commission of their responsibility to provide services. Chairman
Mayhew suggested a form letter as a response, indicating Mr.
McGrath is no longer selling aviation fuel, but McGrath Aviation
is still in operation.
Manager Norris read a letter from Steven C. Davis, Assistant
Secretary Environmental Impact Review, Commonwealth of
Massachusetts Executive Office of Environmental Affairs,
informing the Airport that it still has an emergency situation
and allowing the Airport to proceed with their construction of
the TEMPORARY FUEL TRANSFER SYSTEM. It was M/S/P to allow
Chairman Mayhew to sign the contract, allowing for reasonable
adjustments. Final approval must be received from MAC.
Manager Norris informed the Commission that recently the heating
system, in the main terminal, was lost due to porous pipes
leaking and bursting. Emergency back up plans are being set to
cover impending loss of the system.
It was noted that average T-hangar rates are $230.00 to $275.00,
which will be considered in setting rates when the Nantucket
Aviation hangars revert to the Airport on June 1. The Commission
felt the present rate of $285.00 is equitable and that the
present tenants should be given first option to lease.
Michael Bachman requested to purchase loam from the Airport.
Manager Norris suggested bartering for items that are badly
needed, as opposed to cash payments. Mrs. Norris had spoken with
Town Counsel regarding this possibility and was told it would be
permitted, with the recommendation an advertisement for the sale

of loam be placed in the paper. The Commission has requested
that this approval be submitted in writing from Town Counsel.
The sale price was set at $15.00 to $20.00 per cubic yard, with a
minimum of 100 cubic yards. The Commission then voted to approve
Mr. Bachman's proposal, after receipt of written approval from
Town Counsel.
Bill Welch reported on the recent storm coverage. The Commission
commended Bill on the use of the new equipment, airport
personnel, and the excellent job done.
The cost to temporarily repair the Navy hangar was estimated at
approximately $6,000 by Bill Welch, provided he was permitted to
handle the job himself and hire part-time men just for this job.
Mr. Welch stated to put the work out to bid to a contractor would
double the cost.
Manager Norris requested a determination from the Commission on
the sub-letting of leased property. The Commission agreed to
sub-letting, providing the sublessee pay the Airport directly.
The NANTUCKET ELECTRIC COMPANY will have their hearing with the
Planning Board on March 13 regarding the 1-10t subdivision
request. A motion was M/S/P to write to the Planning Board
requesting they obtain a letter of credit or a copy of the
agreement ~ith a contractor stating the work, as specified under
the MCD, is to be completed by April, 1989. This letter to the
Planning Board will also inform them of the Airports expectations
prior to the approval of the subdivision.
The motion to adjourn at 6:50 p.m. was M/S/P.
