AIRPORT COMMISSION MEETING
May 7, 1990
The Airport Commission Meeting of May 7, 1990, was called to order
at 5:03 pm by Chairman Charles Mayhew. Commissioners in attendance
were Alexander Craig, Ronald Russell, Ronald Santos* and E. Foley
Vaughan. Also in attendance were Manager Jo-ann M. Norris,
Administrative Assistant II John J. McDonald, III, and Commission
Secretary Myrtle Eldridge.
The approval of the MINUTES from the April 24, 1990 Meeting were
held pending the arrival of Commissioner Santos, who was attending
a Pre-Town Meeting prior to the Airport Commission Meeting.
The WARRANT was held pending review/approval by Commissioner
Santos.
Due to a lengthy discussion of the FAA Report and Job Descriptions,
the summer plans proposed by BAR HARBOR were presented as the next
item on the Agenda.
Mr. Richard Rushmore, Vice President/General Manager of BAR HARBOR
introduced Hyannis Manager Mike Arno and Station Manager Diane
Duffy_ Nantucket's Station Manager, Kathy Riley was also present.
Mr. Rushmore indicated that with the addition of the Brasilia and
Aeritalia ATR-42 aircraft to their fleet, their volume of service
will be increased as follows:
4 round trips to Newark
6 round trips to LaGuardia
6 round trips to Boston
2 round trips to Martha's Vineyard
2 round trips to Hyannis,

and the 737-300 jet to LaGuardia will leave Nantucket on an early
morning Monday flight. There will be 3 aircraft, overnight, for
early morning flights.
Summer occupation in the North Terminal entails renovations
including carpeting and ceiling tile. This will be a cooperative
effort, with Manager Norris, to possibly encompass the full first
floor on this project.
An advertising campaign to "kick off" the season is planned, along
with a reception on May 24th at their Hyannis Terminal. The BAR
HARBOR presentation was closed by providing everyone in attendance
wi th gift packs of snacks, calendars and Ii terature covering
Continental Express aircrafts and their flight schedule.
*It is duly recorded that Commissioner Santos arrived at 5:15 pm.
The FAA INSPECTION REPORT discussion followed. Each infraction was
discussed in length. Commissioner Russell provided a two-page
listing of the discrepancies, with an area for comments on each.
This form is attached, with comments, as a matter of record.
Proper training to recognize problems, correcting them and
providing a proper paper trail appeared to be the most flagrant
problem. Manager Norris stated the runway check has been revamped
and 3-checks are now being done, daily. Training sessions and VCR
tapes do not appear to be working, so a new method of training
enforcement on a one-to-one level has been instituted.
Commissioner Santos questioned the competency of the crew and made
a motion that after two (2) letters of reprimand, on inspections,
the employee will have a hearing before the Commission. The motion
was seconded and passed with Commissioner Craig voting against.
Chairman Mayhew stated it is the Manager's responsibility to
determine the requirements of the FAA and to verify that these
requirements are being followed. Commissioner Craig indicated this
matter should be put in prospective and determine what our
comparison is with other airports. He also stated that one person
would have a full-time job keeping up with PART 139. Manager
Norris agreed and informed the Commission that John McDonald has
already been assigned this duty.
The proposed JOB DESCRIPTIONS did not cover the Commission's
desires, but, on a motion to approve the descriptions, subject to
review and revisions by Town Consultant, Caroline Williamson, it
was M/S/P with Commissioner Russell opposed. The consultant is due
on the Island this month. The Commission requested the job
descriptions be re-reviewed in July.

The motion was M/S/P to change the job ti tIe of Administrative
Assistant II (the position currently held by John McDonald) to
Director of Operations. Manager Norris' recommendation to appoint
Mr. McDonald as acting manager in her absence, was tabled. The
Commission requested the Manager to speak to MAC about licensing
Mr. McDonald.
The execution of the ELECTRIC COMPANY land deed was tabled as the
document did not arrive in time for this meeting.
The review of BILL WELCH'S fuel account was deleted from the Agenda
and Mr. Welch was assured he would receive a written response to
his letter.

WE PORTER
Requested permission to institute a portering
service on a gratuity basis. A motion was M/S/P to
accept this proposal, subject to dress code and
code of conduct be written, should other persons be
interested in providing the same service. Their
request for exclusive rights was denied.
MAIN TERMINAL TENANTS Requested the erection of a bulletin board
in the Main Terminal baggage area, which they agree
to maintain. This request was approved.
FUELING
The Commission accepted Manager Norris'
recommendation that, upon receipt of the State Fire
Marshal's letter regarding fuel transport, all
documentation regarding the fuel transporting
problem be collated and request a meeting between
the Board of Selectmen and the Airport Commission
to discuss aviation fuel transportation.
FAA
(1) Recommended that our consultant (Edwards &
Kelcey) be informed of the requirement in upgrading
runway 24, and that they must include improving the
safety area.

(2) Rehabilitation funds ($1,550,000) are in
jeopardy if the grant can not be accepted by June
30, 1990. Nantucket Land Council has entered an
objection due to the disturbance of the Regal
Fritillary Butterfly and the Birds foot violets.
OPERATIONS
Charles Balas approached Commissioner Santos regarding the
cleaning of the Airport's Nobadeer Beach area, at no cost to
the Airport. The funds t.o be used for payment for such
service is derived from a Room Tax, which is designated for
such public services. A motion was M/S/P to accept, with
appreciation, this kind offer.
Al though the advertisement for bids to provide an " EXHIBIT A"
Map has been placed, Manager Norris recommended Edwards and
Kelcey be authorized to handle this matter to forestall any
possible delay on our FAA funds. A motion was M/S/P to accept
the Manager's recommendation. Edwards and Kelcey has already
been selected as the Airport's engineering firm, through a bid
process.
The OCEOLA plaque presentation has been scheduled for the end
of June, 1990, in recognition for the beautification of the
parking lot.
Kevin Murphy, of Cobblestone Village, informed Manager Norris
they will be providing $20,000 worth of fencing, a new
accessway and security access gate, and 700 truck loads of
fill. Chairman Mayhew indicated he understood the original
proposal encompassed larger figures. Manager Norris will
check past negotiations.
Commissioner Santos stated he wants a new access road,
completely installed and paved, along with the new access gate
and fencing, prior to dismantling the Holmes Field Road and
gate. A security bond, or letter of credit, was also
requested. These items were presented as a motion, seconded
and passed.
Manager Norris notified the Commission of the ASOS meeting
scheduled for May 9th at 9:30 am, in the Tower Meeting Room.
Manager Norris was authorized to lease DOVE AVIATION various
items until their equipment arrives. Recommended fee for the
golf cart was $350.00 per month, and the van at the "average"
leasing rate.

MOHAWK AIRLINE is aware of- the fees due prior to commencing
operations. It was also recommended all documentation of
licensing/insurance be in place before the Commission's
approval would be granted.
Manager Norris requested support from the Commission and
requested they keep her totally informed prior to releasing
information to the press. Chairman Mayhew stated he had no
objections to the Manager taking a vacation, but, did object
to her leaving when the airport was dan'gerously low on their
fuel supply.
Chairman Mayhew then indicated his displeasure, with a local
reporter, regarding being miss-quoted in an article concerning
the Fire Chief and Fire Marshal.
Commissioner Vaughan presented his report on the proposed
RESTAURANT lease. The CPI rate change, scheduled for January
1, 1991 was changed to January 1, 1992, with approval of the
Commission.
Also approved were the following changes:
Exclusivity of food services in the terminal area only.
Pay Airport 25% of gross sales from soda machines.
1/2 hour free parking, in the parking lot, should fees
be reinstated.
1-hour free parking, with validation from restaurant.
Employees granted free parking in pit area.
The Commission declined the request for a 30-day default
period on rent.
It was recommended that the 6-month review of the Manager's
performance (in reference to missing airfield inspection
reports) was revised to 3-months, to assure the same
Commission members will be present for the review. No motion
followed, but it was indicated this recommendation was
acceptable by the Commission. Manager Norris was not drawn in
on this discussion.

A motion that a hearing date be scheduled for May 21, 1990 at
5: 00 pm, to discuss steps- to be taken, or action, if any,
against the Airport Manager. The motion was seconded and
passed with the following vote duly recorded:
