Commission Members preset were Alexander Craig, Ronald Russell and Ronald Santos. Also in attendance were Acting Manager Jo-ann M. Norris, Director of Operations John J. McDonald, III, and Commission Secretary Myrtle Eldridge. The MINUTES of the May 7, 1990 Meeting were approved as presented. The WARRANT was approved for payment after Acting Manager Norris explained to Commissioner Santos the reason for the high telephone bill. Due to problems with the FBO telephone installation, calls were being charged to the Airport. Acting Manager Norris has forwarded a copy of this bill to David Fuselier, requesting prompt reimbursement for the FBO's telephone call charges. A MONTHLY TIEDOWN FEE proposal was discussed with Acting Manager Norris making a recommendation of a $75.00 fee, per month, or, an alternate proposal of an unspecified quarterly fee. The Commission elected to table this proposal until February, 1991, at which time the Airport fee structure will be reviewed in its entirety. The AIRPORT MANAGER'S JOB DESCRIPTION, on a motion by Commissioner Santos, was approved subject to review/changes by the Massachusetts Aeronautics Commission. It is duly recorded that Commissioner Russell was opposed. CORRESPONDENCE CONTINENTAL EXPRESS issued an invi ta tion to the Commission to attend an open house in Brewster, Massachusetts, on May 24. Chairman Mayhew and Commissioner Santos will be attending. 1 t/:I 'cc )u7<f t~ /iftJ '-# #;;;7 ;?J;1 ct~?{ AIRPORT COMMISSION MEETING, May 22, 1990, continued MOHAWK AIRLINES wrote to confirm their interest in the space currently available to "TravelAir. The Commission consented to maintain their request on file, pending receipt of monies due and the proper paperwork. JOHN BOND responded to Commissioner Santos' previous statement, as it appeared in "The Beacon", that he saw "one employee polishing a personal motorcycle on Company time" stating he was polishing the motorcycle but was off duty at the time commissioner Santos made his observation. TONY YATES wrote indicating his concern regarding the condition of the Bunker Road, leading to his leased land. The Commission was in agreement with Acting Manager Norris, stating that Airport personnel could grade this area and put in some hardener. Commissioner Santos requested Acting Manager Norris write the Nantucket Electric Company, reminding them of their agreement to maintain this road, per the conditions of the special permit they had received. OPERATIONS A discussion of the percentage figure on vending machine sales, by the Commission and William Hutchinson, was resolved by a motion to approve the proposed RESTAURANT LEASE, subject to amending the vending machine (for two (2) soda machines) percentage to 5% of gross profit, for a period of one (1) year. The motion was seconded and passed, with a review at the end of the one (1) year period, permi tting the use of actual sales figures, instead of projected figures, as a base for any subsequent percentage rate. The Commission executed an Agreement for the WE PORTER COMPANY to supply a portering service for the corning summer season. Town Counsel supplied the NANTUCKET ELECTRIC COMPANY land lease/deed for execution by the Commission. Commissioner Santos pointed out the lack of compliance with the agreement for road maintenance but Chairman Mayhew indicated that was not the issue being presented at this time. Also, the "road problem" is that of the Zoning Board, and it was Chairman Mayhew's feeling that Town Counsel would not present these documents for execution if there was any potential problem in the future. Acting Manager Norris informed the Commission that an advertisement for a CUSTODIAL SERVICE had been placed in both local papers. A cost comparison can then be conducted comparing Airport personnel vs paying a professional contractor. 2 AIRPORT COMMISSION MEETING, May 22, 1990, continued Commissioner Santos requested a print out be provided to the Commission, showing the breakdown of time spent on the employees current duties as compiled from their time cards. Acting Manager Norris then reported on a staff meeting that was held this morning. She indicated we do not have sufficient manpower to cover work that is now required by the changes in the rules and regulations on security, field inspection, and ARFF response. Chairman Mayhew requested the Commission receive a chart of the employees and their jobs/tasks that have to be addressed. Commissioner Craig questioned the budget having sufficient funds to employ two (2) seasonal men and Acting Manager Norris reported the budget was fine until the new fiscal year, but since the payroll item was reduced by the Commission for next year, it would involve having to make a transfer of funds at the next Town Meeting in the Fall. Commissioner Craig made a motion that there would unauthorized vehicular or passenger access to the South without an escort. The motion was seconded and passed. be no Ramp, Acting Manager Norris was requested to write MARINE HOME CENTER (AERO MANAGEMENT) regarding the new requirement for utilizing the South Ramp Gate and recommend they utilize this gate for access to their leased property. Acting Manager Norris will also canvass other airports special training, for other than Airport personnel, access to the field. Commissioner Santos requested inquire if a pilots license is sufficient "training" areas. regarding requiring tha t she for these Commissioner Santos informed the Commission of an employee (John Grangrade) having a newborn that was transferred to Boston for special medical attention. A motion was made to permit Mr. Grangrade to take 3-4 days emergency leave, if necessary, with pay, to permit him to be wi th the child. The motion was M/S/P with Commissioner Russell abstaining. The Commission requested Acting Manager Norris get input from the FAA and MAC on a headhunting firm in regards to Airport Manager candidates. Commissioner Craig then recommended Acting Manager Norris use her discretion in placing advertisements for this position. 3 AIRPORT COMMISSION MEETING, May 22, 1990, continued A motion was made to amend the MINIMUM STANDARDS AND PROCEDURES FOR CONDUCTING AN AIRCRAFT FUELING/TRANSIENT PARKING AND TIE DOWN BUSINESS (EXCLUSIVE OF THE AIRPORT) AT THE NANTUCKET MEMORIAL AIRPORT, Page 3 of 5, and insert another paragraph (4.6) under Section 4. A copy of this amendment is attached as a matter of record. The motion was M/S/P with commissioner Russell abstaining. The motion to adjourn this Meeting at 6:25 pm was M/S/P. Respectfully submitted, Secretary Approved 6/13/90 4 COMMISSION MEETING, May 22, 1990 FUEL/TIEDOWN Minimum Standards continued i. Names. addresses and qua~ifications of key manage- ment personnel who will be involved with the day-to-day operations of the business intended; and 3.4 The Commission shall set all insurance coverages required, as well as the limits of each, as minimum standards for the fueling/tie down business. 3.5 The Commission shall notify, in writing, all applicants of its decision regarding all applications. Section 4: License Aqreements 4.1 No person, firm, corporation or other legal entity shall be granted a license to conduct any fueling/tie down activity on the Nantucket Memorial Airport until such time as that person, firm, corporatLon or other legal entity has provided the Commission with a Certificate of Insurance as provided for in the requirements following or as may otherwise be established by the Commission from time to time. 4.2 It is the policy of the Commission to offer license and/or operating rights to qualified applicants who, as prescribed in Section 2, make application for said rights and have said' applications approved by the Commission. 4.3 It is the intent of the Commission to expeditiously execute all license agreements with approved applicants. 4.4 No approved applications or executed license agreements shall be transferable without first obtaining the written approval of the Commission. 4.5 The Operator shall provide the Commission with an annual. audited statement of revenues and expenses certified by its independent accountants or include a certified copy of its annual ~ report form. .4.6 It is the policy of the Commission to offer licensing and/or operating rights to qualified applicants who meet all the terms and conditions of the "Minimum Standards and proceedures for The Conduct of Business of an FBO (Exclusive of the Airport) at the Nantucket Memorial Airport; especially those categories described in Part A, Section 3.7, Fixed Base Operator. page 3 of 5
