AIRPORT COMMISSION MEETING
October 9, 1990
The meeting was opened at 5:10 pm by Chairman Ronald Santos, with
the following Commissioners present: Charles Mayhew, Ronald
Russell, Joseph McLaughlin*, and E. Foley Vaughan**. Also in
attendance were Acting Manager Jo-ann Norris, Director of
Operations John McDonald, and David Sylvia, recording Secretary.
The MINUTES of the September 25, 1990 meeting were unanimously
approved as written.
Attorney Rhoda Weinman, representing AIRPORT CAR WASH, addressed
the Commission seeking approval for her client to expand his
business usage. They anticipate the use to change to a small
grocery store or combination package store. After obtaining
permission from the Commission, they will proceed with a Planning
Board permit for a change of usage. It was M/S/P to allow the
change of usage to a grocery/package store provided all other
necessary approvals are granted by the Town. Rhoda Weinman will
draft an amendment to the lease reflecting this approval. It is
noted, for the record, that Commissioner Joseph McLaughlin was not
in attendance at this time. Chairman Santos stated that it is duly
recorded that, had Commissioner McLaughlin been in attendance, the
Commissioner would have abstained from the discussion/voting in
this matter to avoid a possible conflict of interest.
Mr. David Fuselier, DOVE/NANTUCKET AVIATION, INC., attended the
meeting to discuss items concerning his FBO business. He requested
site approval for his proposed 10,000 square foot hangar building.
The final location chosen is between the first and second light
pole fixtures on the South Ramp, near the AMA access gate. Mr.
Fuselier informed the Commission that the FAA and MAC had given him
approval for this site, contingent upon the favorable
recommendation from the Airport Commission.

*At 5:20 pm, it is recorded that Commissioner Joseph McLaughlin
entered this meeting.
It was M/S/P unanimously to approve the designated site contingent
on Nantucket Aviation not using any of the South Ramp or present
vehicle access way for his own business use, other than as a pass
through.
**At 5:36 pm, it is recorded that Commissioner Vaughan entered this
meeting.
It was M/S/P to allow Nantucket Aviation four (4) additional weeks
to obtain a proper FCC license for a radio frequency. The
Commission asked Mrs. Norris to write the FCC for a written
clarification on this subject. Commissioner Mayhew voted against
the motion and Commissioner Vaughan abstained from voting.
Regarding Class II drivers' licenses, Mr. Fuselier informed the
Commission that all of his employees have taken the written
examination and that all employees will be properly licensed by
5:00 pm, October 10, 1990, by the Registry. They are all currently
driving on Class II Permits, per Manager Bryan King.
Regarding the five-year security background check to satisfy the
FAA, Mr. Fuselier will send a letter stating that a policy of Dove
Aviation is to conduct a five-year background check on all
employees prior to hiring. He will also supply a current fueling
supervisor certificate, to be kept on file. Bryan King is
responsible for the fuel handling training for all of their
employees.
It was M/S/P, with Commissioner Russell opposed, to send a letter
of reprimand to MRS. BERTHA O'NEILL, Taxicab owner/driver, stating
that we have regulations regarding refusal of a fare. A copy of
the original complaint and her statement will be sent to the Board
of Selectmen. The Complainant, Mr. Martino, will be apprised of
the action taken.
A motion was M/ S /p to run our DESIGNER SELECTION PROCEDURE by
Walter Linberg, Town Finance Director, for his review, prior to the
Commission's acceptance.
It was unanimously M/S/P to grant STEVE MURPHY an unpaid leave of
absence from October 31 through November 9, 1990.

Regarding AERO MANAGEMENT ASSOCIATES (AMA) land lease, it was
M/S/P, with Commissioner Russell abstaining, to request the Manager
send a letter requesting AMA to comply with Airport security
requirements in the usage of their perimeter gate and have their
employees certified with;l1. _ one (1) week to drive inside the
security fence. Commissioner Vaughan requested a summary of AHA
actions since issuing their contract. He also requested a copy of
their contract be placed in the next Commission packet.
A letter was read from TRAVELAIR, INC., informing the Commission
that TRAVELAIR, INC. will no longer be servicing Nantucket with
scheduled pa.ssenger service to Newark. It was M/S/P to send a
certified return-receipt letter to TRAVELAIR informing them that if
a certified check, or a wire transfer, is not received within ten
(10) days, we will take them to small claims court for the balance
due after deducting the small security deposit. They are to also
be requested to remove their equipment/supplies and if not removed
we will continue to hold these items until we receive a judgement
from small claims court.
A letter from Lee Bourgoin, Secretary to the Board of Selectmen, to
Chairman Ronald Santos, recommending the proposed Pipeline Article
be withdrawn from the Town Meeting Warrant at this time, was
circulated to the Commission members.
The letter from the JOHN J. WOFFORD family, requesting an easement
was M/S/P, with Commissioner Mayhew opposed, to be turned over to
the Right of Ways Committee for their recommendation.
OPERATIONS
Acting Manager Norris presented a flow chart to the Commission on
the requirements and time elements for funded projects.
Commissioner Vaughan indicated this was a "conceptional flow chart"
and indicated the information he had requested was an indication of
how our projects are progressing according to this chart. Mrs.
Norris explained exactly where our rehab project position was on
this flow chart.

Regarding the revised wording for applying landing fees, the
Commission requested Mrs. Norris include a copy of the FAA Advisory

circular in their next Commission Meeting packet. Commissioner
Mayhew made a motion to suspend action on this matter until the
next meeting. The motion was seconded and passed.
Regarding the request for four (4) truck loads of loam from the
RECREATION AND PARKS DEPARTMENT, it was M/S/P to provide them with
the loam and they are to provide the transportation of it from
Airport property.
Mrs. Norris informed the Commission that Bill McLean, owner of NEW
ENGLAND REFRIGERATION, would like to give up one-half of his leased
garage space, prior to the~expiration of his lease on March 31.
The Commission agreed to assist in finding a prospective lessee.
Regarding the draft FEIR on the TEMPORARY FUEL TRANSFER SYSTEM, the
Commission had no comment at this time and indicated that they
would review this document prior to the next Commission Meeting.
Mrs. Norris 1nformed the Commission that MAC notified us that there
may be a chance of receiving 5% funding on our two current
projects, totaling $84,825. We have already submitted the required
documentation to MAC, and Mrs. Norris will be personally attending
the MAC Meeting on October 18, to support these requests. From
there, she informed the Commission, she would be attending the
Annual Massachusetts Airport Managers Association (MAMA) Meeting in
Burlington. She extended an invitation for any interested
Commission Member to attend this meeting with her.
At 6:27 pm, it was unanimously voted to enter into EXECUTIVE
SESSION, for Airport Manager contract negotiations and will not
return to open session.
