The Commission members also in attendance were Joseph McLaughlin, E. Foley Vaughan, and Charles Mayhew. Also present were Manager Fred H. Jaeger, Assistant Manager Jo-ann M. Norris, Director of Operations John McDonald and Commission Secretary Myrtle Eldridge. Chairman Santos requested that the Minutes reflect that Commissioner Russell would not be able to attend this evening as he was detained off-island. The MINUTES of the October 9, 1990 Meeting were approved, as amended. The WARRANT was executed for payment after Assistant Manager Norris explained various invoices. The Agenda item REVIEW OF THE FEIR document was revised to reflect a "report on the meeting with the Board of Selectmen" regarding the FEIR for the temporary fuel transfer site. Commissioner Vaughan reported on this meeting. The Selectmen recommended no changes in this report; however, they would like the Airport to consider an alternate site, if feasible, or possibly a contract with Harbor Fuel for the Jet fuel. Chairman Santos was to meet with the Fire Chief to see if the Chief would modify his position concerning the tank farm site and if Harbor Fuel had implemented the required safety procedures. A meeting has been set for November 7, 1990, at 9: 30 am, for further discussion. Commissioner Mayhew requested that this meeting be posted as he would also like to attend, if possible. Mrs. Norris will inquire if the Board of Selectmen's room will be available for this meeting and then notify all parties concerned. Commissioner Vaughan made the motion to accept the FINAL FEIR, as presented. This motion was seconded by Commissioner McLaughlin and was passed unanimously. 1 AIRPORT COMMISSION MEETING, October 23, 1990, continued The LANDING FEE CRITERIA was reviewed. It was determined that the guidelines of the FAA's Advisory Circular would be sufficient to control our operations. The MANAGER'S AGREEMENT was amended and executed by the Commission and Mr. Jaeger, with instructions for management to forward copies to the Board of Selectmen and the Town Accountant. CORRESPONDENCE TRAVELAIR wrote Assistant Manager Norris, giving the Airport an option to purchase various equipment to off-set the delinquency on their account with the Airport. The Commission determined that this matter could be left to the Manager's discretion. PARK AND RECREATION DEPARTMENT thanked the Airport for the 4-truck loads of loam that the Airport Commission authorized at their Meeting of October 9, 1990, and stated that this loam would not be required until next spring. OPERATIONS The Airport accountant's breakdown of Dove's previous tax issue was reviewed. Commissioner McLaughlin will stop by the office for further details. Manager Jaeger stated that we will supply a "margin picture" for the Commission, which should be helpful in clarifying this situation. Regarding the PROCEDURE FOR THE DESIGNER SELECTION, as submitted by our Engineering Firm Edwards and Kelcey (for projects over $100,000), the criteria matches those required by the Commonwealth of Massachusetts Regulations in brief form. The motion was M/S/P to accept Edwards and Kelcey's procedure. The documents submitted by TOSCANA, INC., in exchange for a lease assignment from Jamie Marks (in the Bunker Area), were discussed; and Commissioner Mayhew requested management contact the Planning Board and request a check list of the documents required for a MCD permit. When the Commission granted this exchange, it was with the understanding that proper paperwork was in place for this permit, with the exception of the required fire protection. Management is to verify that the paperwork received from Dick Earl will permit the Airport to pursue the MCD permit for the Bunker Road area. The standard license forms were received from the National Oceanographic and Atmospheric Administration for the ASOS weather observation system that is to be installed in 1992. A motion was M/S/P to execute these licenses as presented. Cables, recently 2 of 5 AIRPORT COMMISSION MEETING, October 23, 1990, continued installed for the ASR-9 radar, can also be utilized for this weather system. A surprise FAA security inspection was made during the week of October 7, and Assistant Manager Norris reported that the Airport's security meets the FAA's requirements/regulations. Assistant Manager Norris informed the Commission that she attended a MAC Meeting last week and reported Nantucket was successful in obtaining $84,825. for the current two A.I.P. projects and that we will submit another request for possible discretionary funds that may become available. Manager Jaeger gave an update on the progress of the r/w rehab project. He reported the paving required on r/w 6/24 is essentially complete and the painting/marking is almost complete. The leveling course on r/w 15/33 has been completed, with one full day of paving left - weather permitting. Manager Jaeger also stated that the Airport will be VFR operational this weekend. Mr. Jaeger also reported on a meeting that he attended on October 22, with a group of various business/civic groups, concerned with promoting tourism on Nantucket. The next meeting is scheduled for November 19. He indicated that he is going to continue with his support of this group and that he was surprised that the Island did not have a specific department, ie Board of Tourism, to promote tourism. On the same note, Chairman Santos requested the consensus of the Commission to grant the Boy Scouts permission to implement a PORTER SERVICE through the coming holidays. Their tips would be pooled and used toward Boy Scout projects. Bryan King informed the Commission that the Boy Scouts are insured by their sponsor (Harbor Fuel) and possibly a copy of the insurance could be obtained through Scoutmaster Robert Graves. Commissioner Vaughan moved to grant the Boy Scouts permission to do portering and the motion was passed unanimously. Scoutmaster Graves will be informed of the approval of this request. Also, the Commission granted permission for live Christmas trees (in barrels) to be placed in strategic areas, approved by the manager. The Airport employees will assist in placing the lights on the trees. The Commission agreed that this would be a cheerful welcome for the holiday visitors. Management is to contact Mr. Charles Balas for confirmation and to finalize arrangements. A small area has also been requested by this group, to distribute literature for the Christmas Stroll festivities. This request was also approved. 3 of 5 AIRPORT COMMISSION MEETING, October 23, 1990, continued Commissioner Vaughan forewarned the new manager of the persistent problems with the automatic doors in the Main Terminal, during the winter. He asked that Manager Jaeger attempt to resolve this matter before it becomes a problem again this corning winter. He then inquired about the heating problems in the Main Terminal and Assistant Manager Norris informed him that the terminal still has a "temporary" heating system, which appears to be working fine. Chairman Santos requested permission to cut up the broken tar, between the Airport's hangar to his hangar, to install a 2" conduit to install a telephone line. He will replace the tar when the work is completed. The motion was M/S/P. Chairman Santos gave Assistant Manager Norris a copy of the Town authorization, from 1954 and 1984, for a pier from which aviation fuel could be offloaded. The motion was M/S/P to move into EXECUTIVE SESSION, and not to return to open session. Charles Mayhew AYE E.
