AIRPORT COMMISSION MEETING
December 4, 1990
The regular Airport Commission Meeting of December 4, 1990 was
called to order at 5:00 pm by Chairman Ronald Santos. Commission
members present were Joseph McLaughlin, Ronald Russell and Charles
Mayhew.
Also in attendance were Airport Manager Fred H. Jaeger and
Commission Secretary Myrtle Eldridge.

Three WARRANTS were presented and executed for payment.
Commissioner Russell recommended that on future project billings,
Manager Jaeger contact our provider/consultant for a breakdown of
each "job" and the fees each entail.
Manager Jaeger presented a PROPOSED POLICY FOR TEMPORARY BUILDINGS-
TRAILERS ON AIRPORT PROPERTY. On a motion made by Commissioner
Mayhew and seconded by Commissioner McLaughlin, this policy was
passed, as amended, with Commissioner Russell voting opposed. As
a matter of record, a copy of this policy is attached as ATTACHMENT
A.
WILLIAM HUTCHINSON presented a proposed addendum, as required by
his financial institution, for his RESTAURANT LEASE. This document
was amended to provide continuous service to airport patrons and
executed by the Commission, subject to the approval by Mr.
Hutchinson's bank. The document (in triplicate) was then returned
to Mr. Hutchinson to present to his bank for final approval.

The 5-year review of the McGRATH/ROCK HANGAR lease resulted in rate
increase to .08 cents per square foot, per the CPI-W rate, on a
motion by Commissioner Mayhew. The motion was seconded by
Commissioner Russell and passed. Mr. Wilfred Rock was present and
accepted this increase on behalf of himself and Mr. McGrath.
CORRESPONDENCE:
The Commission voted to support the American Association of Airport
Executives (AAAE) by submitting a payment of $250.00, for the 1991
Airport Assessment for professional services. These services
include political contacts that act in the best interests of
airports and airport projects.
Manager Jaeger informed the Commission of his correspondence with
DOVE AVIATION, INC./DAVID FUSELIER, dated November 22, 1990,
regarding the fuel sales tax issue. As there has been no response
from Mr. Fuselier, the Commission requested the original letter be
copied and resent with a follow up (certified, return receipt)
letter, indicating a time limit for receipt of this payment.
Mr. Jaeger also wrote the CLEAN TEAM OF NANTUCKET (Pauline Petty),
indicating the Airport's dissatisfaction with the work being done
under their present contract. Commissioner McLaughlin suggested
that Manager Jaeger contact Tower Chief McGrady, inquiring of any
improvements in the cleaning service.
OPERATIONS:
Chairman Santos has been approached by Bill Mc Guire, of the CIVIL
AIR PATROL, proposing to donate the time/materials required to
refurbish the portable classroom building, in exchange for usage
for their meetings. The Commission indicated their interest in
this proposal and requested that Mr. Me Guire submit a formal
proposal for the Commission's action.
Manager Jaeger presented a draft of proposed 1991-1992 Budget, for
review prior to the next regular meeting.
Commissioner Mayhew did question the Nantucket Bank's ATM
percentage payments, on monthly transactions. Manager Jaeger will
investigate this matter for him.
Commissioner Mc Laughlin recommended a "press release" on any
project/function undertaken by the airport, stressing the
importance of good public relations. Manager Jaeger reported that
he has several speaking engagements since becoming airport manager.

Manager Jaeger reported on the response for the terminal
rehabilitation Designer Selection applications. Chairman Santos,
Commissioner Mayhew and Manager Jaeger will meet in Mr. Santos'
office on Thursday, December 13, 1990, at 10:00 am to review the
applications received. Any applications received prior to the
deadline date of December 12, will be forwarded to Chairman Santos'
office.
Manager Jaeger was requested to determine the bonding limit of the
airport, to prevent the bonding amount from exceeding the airport's
revenue.
A proposed POSITION DESCRIPTION, AIRPORT MANAGER, NANTUCKET
MEMORIAL AIRPORT was given to each Commissioner with a request that
they review and indicate any additions or deletions they may
desire. The Commissioners were also encouraged to discuss this
document with Manager Jaeger, when convenient for them.
Manager Jaeger reported that he will be off-island Thursday,
December 6, for a meeting in Boston with MAC. He will continue on
to Burlington for an FAA Meeting on Friday, December 7.
Mr. Jaeger also reported that Joe Forns has s ta ted that the
Groundwater Study is near completion, with the updating of the
tenant listing, before the end of January. Copies of the FEIR, for
the pipeline facility, are expected to be received this week. Mr.
Jaeger also contacted John Stackpole about the progress being made
on the proposal to use Harbor Fuel Tanks for the Airport's Jet-A
fuel storage. Mr. Stackpole stated that estimates are corning in
from three sources and when received will present his proposal.
Some progress has been made by the Airport in the movement of the
trailers/storage containers to the rear of the Aero Management
Associates leased land, out of sight of the main terminal. The
Commission again stressed the importance of the development of this
land lease, as agreed, as soon as possible.
Commissioner Mc Laughlin's motion to adjourn this meeting at pm was
seconded by Commissioner Mayhew and passed.

PROPOSED POLICY
TEMPORARY BUILDINGS-TRAILERS ON NANTUCKET MEMORIAL AIRPORT
DISCUSSION: In the past, on an individual basis, trailers have
been allowed to be used as a supplement to permanent buildings for
a variety of purposes. These units are usually justified as a
"temporary" solution to space needs and tend to become permanent
parts of the airport landscape. They are not a positive influence
on the appearance of the airport. Prior to construction of
permanent buildings, they can be supported to provide space for
construction personnel, plans, phones, equipment, and supplies.
POLICY: It shall be the policy at Nantucket Memorial Airport that
trailers, or temporary buildings not on permanent foundations which
do not have design approval of the Airport Commission, shall not be
erected or placed on the Nantucket Memorial Airport. On a case by
case basis, such units as are needed to support construction or
alteration of structures, under a valid building permit, of the
airport may be authorized by the Airport Manager for the period of
actual construction and a short period, not to exceed ten (10)
days, before and after, for mobilization and shut-down of the
project.
Those trailers/temporary structures authorized in the past may
continue in use for a period of two (2) years until December 1,
1992, or until the current named tenant vacates the current lease,
whichever is sooner.
