In the OFF' c..e: summer of 2005 the Urban Harbors Institute (UHI) was hired to help develop the update to the 1993 Harbor Plan. The new Plan was submitted to the state Department of Environmental Protection (DEP) which likes the plan and its objectives. There need to be no major changes, but the DEP will be suggesting some modifications which bring more specificity to the aspects of the plan which involve the Ch. 91 regulations, providing more teeth to the DEP's process of enforcing the Plan. The Harbor Plan Implementation Committee (HPIC), in conjunction with the UHI, will be responsible for proposing the final wording of the plan to be sent to the state for adoption. In the meantime, the HPIC can begin work on prioritizing the objectives and seeing that work begins on implementing them.
