HIGH SCHOOL CONFERENCE ROOM MINUTES OF JULY 20, 2001 MEETING 1. The second meeting of the current ACNVT was convened by the Vice Chair Howard Blitman. Five of the 9 appointees were present: Howard Blitman, Sue Mueller, Ellen Roman, Bill Sherman, and Terry Sutphen, a quorum. The member list, copy attached, was updated. 2. The committee confirmed the election of Chairman Roger Ernst, Vice Chairman Howard Blitman and Secretary Bill Sherman. Minutes ofthe July 11, 2001 meeting were approved. 3. Preference was indicated for a morning meeting either August 3 (when the Chair will be on island) or August 17 (when the Vice-Chair will have returned). Since the Town Building conference room is committed Friday mornings, the ACNVT Secretary is to arrange for an alternative meeting site to allow a meeting time of 10 - 11 a.m. (Absent an alternative site, the Friday meetings would continue at 2 - 3 p.m. in the Town Building conference room.) After the Chair has determined with the Vice-Chair the date for the next meeting, the Secretary will send out timely notice together with the minutes. Members will be given a reminder call before the meeting. 4. Ellen Roman distributed her draft of alternative ACNVT mission statements (#1 and #2) for discussion. Concern was expressed that the ACNVT remain mindful of concerns ofthe year-round population in fulfilling the mission. Upon motion duly made and adopted, version #1 was adopted with the words "and advise" inserted, to read: To work with and advise the Board of Selectmen on any issue of concern to non-voting taxpayers, including but not limited to taxes, fiscal policy, growth, traffic, quality of life; and to assure that any concern is voiced through Town Meeting and Board of Selectmen meetings. 5. The committee expressed a wish to have a definite accomplishment result from its year of service, one that could be written up for inclusion in the Town's annual report. The ACNVT spokesperson at Town Meeting preferably would be seated with the main assembly - per request to be made to the Town Moderator. 6. As focus for the committee's efforts, the question of continuing the building cap beyond year-end was seen as more urgent than fairness issues linked to traffic growth management or real estate taxes. For the next meeting, the committee thought guests pro and con on the question would best be able to assist in developing an ACNVT position. Ellen will contact Neil Parent.
