HomeMy WebLinkAbout2001-9-19 ADVISORY COMMITTEE OF NONVOTING TAXPAYERS MEETING CONT'D TO 10/10/01, 10 AM., LAND BANK CONFERENCE ROOM MINUTES OF SEPTEMBER 19, 2001 MEETING 1. Meeting was convened by Chair Roger Ernst at 10: lOin the Landmark House conference room. Present: ACNVT members Ernst, Mueller, Sherman, and Sutphen; plus Helene Weld. The minutes of9/14/01 were approved. [Those present expressed concern about ACNVT members unable to attend.] 2. Recent hearings on STM cap-extension (Richard Loftin) Article 4 by the Planning Board (2:2 tie, no recommendation) and FinCom (all but 1 for favorable recommendation) were reviewed. Uncertainty was expressed whether Building Commissioner Jack Dunn currently takes applications out of the cap backlog if the applicant no longer wants to pursue a new building permit. While that would be the proper course under the Zoning Code, his practice may instead be to put the permit application in a "hold" status, to come up again under the cap without going to the end of the queue. Terry Sutphen volunteered to attend the Planning Board meeting on Sept 24 to learn what, if any, further decision the Board might take on Article 4. He also undertook to draft a letter for signature by the Chair to the Board of Selectmen. By motion duly made and seconded, that letter would be copied to the Town Moderator, the I&M and the Growth Management Committee (John Pagini), bcc information copies to the Cape Cod Times and to Kate Stout at the Map & Legend [and to Richard Loftin]. It would express the ACNVT recommendation in favor of Article 4. Also, it would stress the importance to the island of continuing the cap beyond the end of2001 and express the hope that voters would turn out to vote at Special Town Meeting. 3. Terry will remain on island until Nov. 15t but other members present will be leaving the island at various times between now and October. Accordingly, Terry was asked and agreed to speak at the 10/10 Special Town Meeting on behalf of the ACNVT. 4. After discussing the possibility of some type of meeting between now and year end when the 2002 Annual Town Meeting warrant starts to take shape, motion was made to continue the present meeting until 10 a.m. on October 10th [to be held at the Land Bank meeting room, 22 Broad Street in the rear. The ACNVT Secretary noted the continuation to Town Clerk staff on 9/19.] That will provide an opportunity further to discuss what might be said by Terry at the 10/10 STM on behalf ofthe ACNVT. Meanwhile, hope was expressed that efforts be undertaken for a good voter turnout.
