The meeting was called to order at 5:05 PM by Chairman E. Foley Vaughan with the following
Commissioners present: Vice Chair Sheila O'Brien Egan, Carl D. England, Jr., and Dual A. Macintyre, Jr.

Also present were Airport Manager Al Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant
to the Airport Manager Janine Torres and Finance Director Tina Smith.
The Commission unanimously M1S/P approval of the March 13,2007 minutes with the following
changes to the Noise Incentive Program section on page 2:
. Second sentence replace "stated" with "proposed".
. Fifth sentence, replace "has an" with "is" and insert "a portion of the" after "forgive".
. Add new sentence to the end, "It was agreed that the incentive would be one-third (1/3) of the
landing fees for the 0600-0800 period if an airline achieves the 85% compliance rate."
The Commission M1S/P to award the bid for the taxiway edge lights and fence fabric to the lowest bidder,
Fruean Utilities Construction, Inc. Mr. Peterson interjected the project itselfwas originally coming from
discretionary funds but can no longer due to our AlP funds not being spent due to the delay in the
terminal project. Chairman Vaughan asked if there was any way to go back and have it reestablished as
discretionary but that is not an option.
Mr. Peterson continued to explain that the bulbs being used to replace the taxiway lights are LED and will
not only save energy but save the airport money as well. Chairman Vaughan reported recently reading an
article about airports in general and the push to make them more "green". Mr. Vaughan suggests a press
release announcing the use of the LED lights to show how we are contributing to this cause.
Terminal
Mr. Peterson announced returning from yesterday's Massachusetts Aeronautics Commission meeting
with grant awards for both the taxiway project but also the grant award of $11.9 million for the terminal
project. The terminal grant will be spread out over the next three years. The 2007 portion, ending in
June, has already been spent and will include some of the restaurant renovations. The airport must spend
$4.5 million in the 2008 budget year. The Commission M1S/P acceptance of the $11.9 million State
Grant for the terminal project and $21,205 State Grant for the Taxiway Edge Lights and Fence Fabric
project.
Jim Stanislaski gave a brief overview of the latest terminal plan, "Plan Coo which still requires HOC
approval. A public meeting as well as a stakeholder meeting will be planned in the near future. Christine
Silverstein from the audience asked about the FAA Tower. Mr. Peterson explained the new tower was
originally earmarked for 2007 but the federal government's lack of a '07 budget will push the earmark to
2008. If the earmark comes thru, the tower will be re-located and the current space will be refurbished
and utilized somehow.
Mr. Peterson also explained he has adjusted the CIP (Capital Improvement Plan) by eliminating a water
rescue building with a new ARFF (Airport Rescue Fire Fighter) building. This will allow the current
ARFF building to eventually become the FBO (Fixed Based Operations). This will eliminate the need for
the flat roof building.
Restaurant
Mr. Peterson reported the renovations are moving along with a mid-May opening still in place. A few
leaks occurred around the new vents with the recent storm. Some rot was found around the sills of the
restaurant and the arrivals area. A fried outlet was found and found the wall board charred when the
range hood was moved.
Summer Plan
Mr. Peterson announced the temporary trailers were supposed to arrive on Tuesday but the nor' easter has
delayed their arrival by one week. The tent is ready to go once the trailers are installed. Phone bids have
been received on building the deck/ramp to the trailers.
Mr. Peterson explained the trailers have been rented for two years for use during the terminal building
process; but, will have to be moved to another location once the terminal project starts. A Phasing Plan
will be developed for the terminal project and the trailers will be utilized during the renovationlbuilding
process. Chairman Vaughan announced a goal completion date of summer '09.
Mr. Peterson briefly explained the parking plan on the North Ramp to accommodate the four seasonal
airlines that will be working out of the trailers which includes displacing a few tie down holders.
Land Status
Mr. Peterson reported the Commission is negotiating to settle the Shaw case.
Financials
The Commission having no issues with the Draft Financials FN 6/30/2006 and 2005 M1S/P approval.
Environmental
Jack Wheeler reported year-to-date (YTD):
. Operations - 26,231. Down .88% from last year.
. Enplanements - 46,419. Up 16.67% from last year.
. Freight - 600,000 lbs.
. Noise - 88 complaints. Up 214% from last year.
. Early morning compliance averaged 76%. 938 flights were looked at with 226 being non-
compliant.

Mr. Wheeler gave a synopsis of the new Incentive Program which went into effect on April 1 st. Mr.
Wheeler will be giving a Noise Abatement presentation to Cape AirINantucket Air's annual pilots
reoccurring training program. Mr. Peterson noted filming the presentation to share with other airlines.
Mr. Wheeler presented the names of the newly formed Technical Advisory Committee as required by our
conservation permit. They are Ken Blackshaw, Don Schall, AI Peterson, E. Foley Vaughan, Bob Gardner
and Michelle Ricci.
ODerations
Mr. Peterson reported:
. The airport did not sustain any major damage in the past weeks storm.
. Maintenance has been busy preparing for the new summer plan
. HDC has approved the new retaining wall near the fuel farm
. Rent-a-car companies will be using an area within the fence for pre-season/late season storage of
excess cars.
Mr. Vaughan congratulated Mr. Peterson on being named the Boston area Manager of the Year.
Mr. Macintyre read a portion of memo from Cape Air's chief pilot, Steve Phillips to their pilots. "Let's all
give our best efforts and be the leaders in the voluntary noise abatement incentive program". Mr.
Peterson added Doc Mosby, Hyannis airport manager, asked for a copy of the incentive program to share
with their commission.
Mr. Vaughan asked where Hyannis stood on the PFC issue. Mr. Peterson reported Hyannis, as part of
their new terminal project, is required to put in a new access road. They are seriously considering
installing a PFC to help pay for this new road. Discussion took place on how detrimental a PFC could be
to the air taxi business. Mr. Vaughan noted we need to go on record with their commission strongly
opposing the PFC.
At 5:41 it was M1S/P to adjourn to executive session to discuss land issues and not to reconvene in
regular session by the following vote:
