AIRPORT COMMISSION MEETING
Tuesday March 13, 2007
The meeting was called to order at 5:03 PM by Chairman E. Foley Vaughan with the following commissioners
present: Vice Chair Sheila O'Brien Egan, Dual A. Macintyre Jr., and Carl D. England Jr.
Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the
Airport Manager Janine Torres, Finance Director Tina Smith, Environmental Coordinator Jack Wheeler, and
Administrative Coordinator Yolanda Maxwell.
The Commission unanimously M/SIP approval of the minutes from February 13, 2007 with a few typographical
errors to be fixed as stated by Commissioner Macintyre.
Airline Detailing
Steve Duro made a proposal to Mr. Peterson on a waterless detailing business. Mr. Peterson recommends that
we let him go ahead and try his business as long as he's willing to pay the business fee. Mr. Duro has a mobile
truck that goes right out to the planes for interior and exterior cleaning. Mr. Duro will have to dispose of any waste
himself. He will have his own staff that will be required to go through security, in order to get a badge. Chairman
Vaughan would like Mr. Peterson to check out Mr. Duro's references along with checking on the noise from the
vacuum system they will be using. The committee approves Mr. Duro's business proposal subject to the references
and noise issues.
Project Updates
. Terminal- Mr. Peterson reported he submitted the new plan, plan C, to the FAA FAA reported
about 75% of the new addition would be eligible for the funding. Secretary of Transportation met with
MAC yesterday and said he supports our project. If all goes well we could be on MAC's April
agenda. If this happens we could get 1.1 million in 2007 and as much as 9 million in 2008. Once
you get the vote from MAC they vote on the total amount of money even though you don't get the
remaining balance until 2008. Chairman Vaughan has recommended we cut our relationship with the
lobbyist. Chairman Vaughan would like to get authorization from the board to give 2 weeks notice to
the lobbyist if he needs to. Mr. Peterson will caliO'Neil and Association and let them know the
Commission's disappointment of their efforts and communication. The Commission voted to give
Chairman Vaughan authorization to cut all ties with the lobbyist firm if he feels ifs necessary.
. Restaurant - Permits are in place, foundation is poured and framing starts tomorrow. Everything
seems to be progressing nicely. They are hoping to be open the middle of April.
. Summer Plan - Williams & Scottsman out of Providence got the trailer bid. They can be delivered
mid April. Permits are in place. The tent bid is closing on Friday. Jeff and his crew have already dug
the holes for the fence. Jet Blue was supposed to be here today but they rescheduled for the 26th.
Bunker RFP
Mr. Peterson reported the results of the RFP on 4.8 acres of land in the bunker area. We had two bidders, Atlantic
Aeolus and Brant Point Marine. Atlantic Aeolus meets the qualifications of the Lulu. It is primarily a construction
company that houses material and equipment. Mr. Peterson recommends we consider them as one of the
candidates and award lots V & U to them. Atlantic Aeolus made a proposal of 90 cents a square foot plus
participation. It would be a 5 year lease plus 5% gross. The Sub-Committee does recommend this. The
Commission unanimously M1S/P to grant the lease to Atlantic Aeolus.
Environmental Report
Operations are up 6.54% from January 2006. Enplanements are up 22.78% year to date over last year. Noise
complaints are up, we have had 54 complaints year to date that puts us up 157% prior to last year. Compliance for
the month of January, on the Eastern Shoreline it was 75%, the Western Shoreline 61 %, and combined for a total
of 68%.
Mr. Wheeler has arranged for a noise meeting for May 14, 2007 at 4:00 PM at the Nantucket High School. This is
a tentative date until he gets confirmation from the attendees. Mr. Wheeler has invited people from the Regional
FAA, Tower, Island Air, Cape Air, and any other representatives they can get.
Mr. Wheeler reported the Army Corps of Engineers is doing a study of the Bunker area which will be taking place
within the next few weeks.
Noise Incentive Program
Commissioner Macintyre reported on the draft that was submitted for some incentive for cooperation on the noise
issues. In the report it is proposed to give some financial incentive to those Airlines who are complying with the
noise abatement. They are proposing instituting a trial beginning April 1 51 and continuing through November of this
year. We are looking for compliance in the early morning hours between 6:00 AM and 8:00 AM. If a company is
85% compliant the incentive would be to forgive a portion of the landing fees for the following month. Mr. Peterson
feels this is too generous of an incentive. Vice-Chair Egan recommends the incentive should be 50%. There
should be an incentive for the pilot as well as the Airline. We should put this on a chart and have it displayed in the
terminal. Mr. Peterson has sent this proposal to the FAA and the Tower and he has not heard back from either of
them. Mr. Macintyre will work on the incentive numbers and come up with another figure. Mr. Macintyre and Mr.
Wheeler will work on this together. Mr. Peterson will set up a meeting with the chief pilots to discuss this matter.
It Was Agreed that the incentive would be 1/3 of the landing fees for the 6:00 AM - 8:00 AM period if an airline
achieves the 85% compliance rate.
Operations
. Mr. Peterson reported he attended Mama on the Hill day which had a good turnout. Representative
Turkington also attended the meeting and was impressed with the FAA paying 95% for most of the
capitol projects.
. Mr. Peterson reported on the letter he wrote to TSA regarding the police officers at the airport and what
our costs are. There was a meeting yesterday with Russ Webster and Bill Pitman regarding the
$300,000.00 dollars it cost the airport for the officers of which we get about $78,000.00 dollars back. Our
contract with TSA goes until 2008 they don't think there is any more money available, we are considering
using summer police officers. The police department puts the airport out to bid that is why we end up
paying the highest amount of money along with overtime. TSA requires the police officers to be armed
and there is some question as to whether pepper spray is considered armed. TSA only pays for one eight
hour shift they do however pay other Airports 100%. No resolution yet but Mr. Peterson is working on it.
. MAC is working in their budget a revenue item they call motor fuel which includes all Av gas and Auto
gas. This produces 674 million. Less than % a million dollars goes into aeronautics.
. We are starting union negotiations on March 26, 2007.
. The FAA and a group of teachers are running a summer camp called Ace camp which encourages kids to
become involved in aviation and learn about it. It is sponsored by the FAA and Department of Defense.
The Airport as well as N.E.A.P is also sponsoring this program.
. Mr. Peterson talked with Dan Wolf this morning and agreed to pay the 3 cents a pound on the postal
contract. Mr. Wolf asked us to review our pricing on the Av gas. Mr. Peterson will be coming up with a
proposal on that.
It was M1S/P to adjourn to executive session and not to reconvene in regular session by the following vote.
