Attest: To the Citizens of Nantucket:: The Finance Committee Of ~the Town of Nantucket met in American Legion Hall on Tuesday, May 16, 1939, at V:30 P. ~. for hearings'on various articles'in the Warrant ~0r the Special Town Meeting We are presenting our recommendations with, the thought in mind that our fellow,citizens do not wi~h the tax rate to be any higher than is~absolutely necessary. We here present ~he' following recommsndations: Article 1--T& receive ~ep~rts from Committees which ,shall come before the meeting. We recommend the reports of the various Committees be received. ArtiCle 2~- To see if t he,Town will vote~to raise and appropriate the sum of Four Hundred ($400.00) dollars-for Election and Registration. We recommend the sum of Four Hundred ($400.00) dollars be raised and appropriated for Election and Registration. Article~3--To~see if the Town will v6te to'raise and appropriate the sum of One Thousand ($1,000.00) dollars for the Health Department. .~ ¥~e recommend the sum of Seven H~,~ndred and Fifty ($V50~00 dollars .be raised and appropriated for t he Health Department. Article 4k--To see if the Town ~ill' vote to raise and appropriate,the sum of~Fi~e Hundred ($800.00) dollars~for' the Assessors', Department. ~ · ~ ~ V~e recon~nend the sum of Five Hundred' ($500.00) dollars be raised and appropriated for this article. Children enter school' at September 1st and we wish to move the ~ entering age, and knorr many mothers will~ · feel badly about .this. We cannot, blame' mothers for wanting to get'children into school as soon as they can. We will tkke' .:,'.:. .. them into k~dergarten at the &ge of five~ and they will develop and grow.' Child ~:...- cannot grow up without guidance, 'and .... cannot grow up without care. 'Most can be .,-_. : ~ done. with children at a young age. Mr. Kimball:: If any citizens have any questions I hope they will be asked at this time. Mr. Harry Smith: ~at would be the advantage of a kind- ergarten over the private one~ Mrs. Griek~- No advantage over the private kindergarten; it is fine, but there are many children who ~ '~ ~ I cannot afford Mrs. Pease's class, and they · ' 'need it m°st.' '~ ' '~ Nr. ~A~fred~Smith:~' What benefit it~might~be'to'the'People wh8 ~, cannot afford to send their~children to kindergarten. '~' .~ ~'~,There~are'a'great many,people ~whose dhildren ought to ' ~, ~,~go to kindergarten. A~great benefit to the middle · '~class.,~'A little child in my family,'~ it has cost ~.~'~ ..... to send'the child~to ~Irs. Pease.~The parties who sent ~that child could not afford to pay $40.00, but for .~ the benefit of,that child it did go.~ Nany years ago " we had a kindergarten and~it did a lot of good, and it seems to me with all the waste of money there is in Nantucket,' we should not'cut down on educating,i children. I do not know why the Finance Committee turned this down, but I hope next year at Annual Town ? ~ Neeting it will be finally accepted~ ~ 'i.~ ..... ~ 0. V. Dr. Congdon: .I ~ not'against this kindergarten, but I would like to know what we are~spe~ding some money for and ~the Government is spending some money~~ We have a school -,<at the'Island Home, the attendance is very small, and ~ ~onder why. They have.tried to get more children in I understand that it is~not a kindergarten~could it ~ ~>~ not at next Town Neeting be used as a kindergarten~ Nrs.~,Griek: ~ It is-a pre-kindergarten school and is for younger children. ~ They have taken~six older children, but as far as,a kindergarten'is concerned it ~ too far for the north children to come. Dr~. C~ngdon: ~¥~y could it not be worked out this way as it ~i~ not working out as it is supposed to? I think that was on our minds. This thing came up in the middle of ~i~ the'yea~ when we had figured on appropriations and taxes, and we hate very ~uch to increase that because it is going to'be enough. Perhaps if this tax we receive from~the State, and I think it may be $18.~00 from the gasoline tax; if it'comes thn~ou~h our taxes may not ~1 be as much as in previous years.~Every time there is ., a Special' Town ~eting we~fell~against it as~there ~'are several other article, S'that come into it.Everybody ~, ,begins to.t~ink of~s0me article they'could put in when ~ ~, a ~Special Town NeSting comes up and upsets the figures we try to keep to.~' Nr~ Charles TAylsr:' The school that has been'referred to is ~ ~ ~, the W.'P.~A..Nurs~ry School Project from~ ~ to 8 years ,'~ ~of~age. ~As it has been pointed'oUt it is~not a~kinder g~rten but a nursery school to'provide a place where ~working mothers could leave their children dur ng the ,~' day so they could work.~ It~is~definitely a working project, so many teachers for'so'many children, one worker for ten pupils, etc.~I have not had figures on enrollment for ~two or three weeks, but there has.been an enrollment ,~ , ~ of BO or ~4,.and there is one teacher and one cook. The Federal Stipulation is there must be one worker ,, and one cook~ 'The six children who will enter school were entered.in the~nursery~school when they were and stayed'on.~The cost of meals and place must be supported by Town,ill,there is~such a project here. I wonder if the attendance has been as low as ~ or $ unless on stormy days. Ny figures'have been 15 or ~o~ They vary according to sickness or'weather;~ The rooms -~ will not handle more than ~0~or B4~'and according t8 ~1 Federal regulations,they cannot handle more than Dr. CongdoN~ I am'-very glad to hear there'is such a good ~ attendance. ~I talked to one'of~the relatives of one of the teachers, and~I-understood the attendance was ten to.twelve and two might have been according to w~ather.
