Report. If there are any articles which you

O. V. Hull': Under Article 2 I move the recommendations
of Finance Committee be accepted and adopted,

C.A.Selden: Asks that Article 8 be excluded from'Finance
Committee's Report.
Moderator: We will discuss Mr. Selden's amendment that
Article 8 be now taken up.
C.A.Selden: Mr. Moderator, there are only two things in
Article 8 I want to refer to. None of them
have anything whatever to do with finances.
But Article 8 includes, as I understand it,
the reports of the Fire Department and the
Reports of the Police Department, and the con-
trast between those two reports is so striking~
it calls-for some comment and action on the
part of this meeting.
The Fire Department's Report is very ade-
quate and complete, and gives a complete
summary of all fires and work the Fire De-
partment has done thrqughout the year.
On the other hand the Police Department's'
Report contains no'such information. It just
states that an extra traffic policeman was
assigned for duty for protection of school
children, which is a very fine thing. ~ An
extra man on duty at the bathing beach. From
such a report the conclusion is that the Town
is 100% perfect in its behavior, or the Police
Department. is 100% negligent. No slightest
reference of'any arrests through 1935 or any
misdemeanors.
I do not think there should be any names
mentioned in Town Report, but number of arrests
and reasons should belong in report as fires
in Fire Department.
I do not think this report is fair to the
Chief. It is not fair to the men, who have
done some work, and it is not fair to the Town
which is entitled to information.
We do not want to wait until February 19~0 to
find out what happened in 1938.

In the name of the Commonwealth of Massachusetts you are
directed to notify the inhabitants of the Town of Nantucket,
qualified~to vote in T~wn Affairs, to meet at the LEGION HALL~
in said Nantucket, on ~0NDAY, FEBRUARY 20th, 1939,~at
9:00 O'clock in the forenoon, then and there to act on'.the
following articles:
~Article 1--And on Monday, February 20, 1939, to bring in
their votes all on one ballot for a Moderator, five selectmen,
a Collector of Taxes, a Town Treasurer, a Tree Warden, six
Con~tables, all for one year; a member of the School Committee
to fill an unexpired'term for one year; an Assessor, a member
of the School Committee, a Siasconset Water Commissioner, and
a Sewer Commissioner, all for three years. The polls will be
open at 9:00 o'clock in the forenoon or as soon thereafter as
may be possible and may be closed at 5:00 o'clock in the
afternoon.
To the Citizens of Nantucket:
The Finance Committee of tt~ Town of Nantucket met in
American Legion Hall on Monday,.January 30, 1939, for hearings
on various articles in the Warrant for the Annual Town Meeting.
Again on Tuesday hearings were held and were well a'ttended.
On Wednesday the Committee went into executive session and work
on the warrant was started.
The Committee is grateful for all assistance given it dur~
the hearings and especially to town officials and heads of de-
partments, who were most helpful in giving information.
"~'~'Faced with a warrant containing onehundred and two articles
it was difficult to decide which to recommendl as all of them
have merit.
~i.,~ We are presenting"0ur Pecommendations with the.thought in,
mi~d that our fellow citizens do not wish the tax rate to be
any higher, than is absolutely necessary, and we have therefore
been obliged to not recommend many articles which we would like
to have recommended.
We here present the following recommendations$ ~
~ Article 2--To receive the reports of the vari6us Depart-
ments and Committees which shall come before the meeting.-

reommend the reports of the various departments and
c0mnittees be received.
~ Article 3--To decideon'the'mode'of'c011ecting the taxes
d~ring'the ensuing-year, to see if the Town will authorize the
Collector of Taxes to use all means for'collecting.the taxes
which a To~n Treasurer may use when appointed Collector.
": ~ We' recommend that the same mode of collecting tsxes be
adopted the coming year as heretofore, nameSy: That the
Collector be paid a specified salary and allowed costs and
charges, other than interest collected from delinquents; that
the Collector be authorized to use all means for collecting
taxes that a Town Treas~er may use when appointed Collector,
and that interest at a rate of 6~ per annum, dating from Oct-
ober 1st, be charged after November 1st on all unpaid ~axes.
~'~ ~ Article 4--To see if the Town will vote to authorize the
Tow~ Treasurer with the approval ~$ the Selectmen to borrow
money, from time to time in anticipation of the revenue of the
financial year beginning January l, 1939,' and to issue a note
or notes therefor, payabl~ within one year, and to renew any
note or notes as may be given for a period of less than one
year-,'in accordance with Section 1V, Chapter 44, General Laws. -
We recommend that the Town Treasurer, with the approval
of the Selectmen, be and hereby is authorized to borrow money
year beginning January:l,, 1939,'~.to an amount not.to exceed'
in the aggregate Two H~u~dred'Thousa~dDollars~($200,000.00)
and to issue ~ note or~,notes~therefor, lpayable.within one,year
and to renew any note ~ notes as-may be'giVen
of less than one year, in accordance with Chapter 19, Section

nuisance not only to Siasconset but to all parts of the island.
It is earnestly recommended' that a proper appropriation be ~ade
to eliminate them at ali seasons of the year.

police box in Siasconset Square,' so that when the police officer
is out of hearing of the telephone he will know upon him return
that he is expected to call police headquarters.

a fish warden under the amendments of 19~.to the Acts of 18~0,

on Sea Street.

troughs in the old filter beds at Surfs~de, the old troughs
having been destroyed by the hurricane of last September.
