The first article to be taken up is Article 8, and before
taking up this article Mr. Jaeckd%, Chairman of the Finance
Committee has something to say."
"~r. Moderator, I just wish to make two corrections in Article
8, v~ich won't take but a moment. The first correction is
under Inspector of Petroleum, and dorm here it is
that should be $150., $100. for expenses and $50. for salary.
Also under Article 8, I would like to take up the School Depart-
ment budget, if you v~ll notice there was a sum of money trans-
ferred from the Polpis Road, and since this warrant ¥~as finished
and ~ublished it has been learned that a bill of $2000. was
outstanding against that road, so in order for the school
approoriation to be as it should be that ~2000. will have to
be added to the amount to be appropriated. ·
"The amount under the School Department is to be increased from
~71, OOO. to $73, 000., and then the other amendment to the report
of the Finance Committee is under Inspector of Petroleum ¥&ere
there should be added ~100. for expenses and $50. for salary,
making a total of $150. Those are the corrections that the
Finance Committe~ wishes to make.

"Ladies and gentlemen, the reason I ask for Article 2 t6 be
taken up, is that since the Finance Committee's report was
made an emergency has arisen. I put in the budget for 1948
a total I thought would be ample money to carry through the
year, but after the Finance Committee's report was printed
iu the paper the fire horn on the school house in 'Sconset
ceased doing business. We have had to order a new one and
rather than ¥~ait until along the end of the y ar and run over
our budget I thought where the Town !v~eeting was right at hand,
this would be the time to bring it before the people and get
it this way. I need $600., the cost of the horn installed.~ on
top of the school house, the old one isn't worth fixing, so I
ask the meeting if they vould raise that budget $600. more.

be appropriated. ~..
"It is moved to amend' the appropriation for the~Fire Department
under the Finance Committee's recommendation which is iu Article
8, the amount given as $18,000. and it is now moved that the

"I would like to take up the item of the Tax Collector. First, I
wish to,thank the voters for their continued support iu electing
me again as Collector of Taxes, and at the same time request that
they allow the Collector an increase in sala~r. In previous years,
1946 and 1947, if you check the reports you will find that practic-
ally every department head and the majority of the personnel in
those departments were granted substantial~increases in salary.
At none of these meetings was the Tax Collector granted any increase
It seems to me that the responsibility in that deoartment is as much
as in any department of the to~za, and also the cost of living ex-
penses are just the same for that official as any other. During
1947 there ~s committed to the Collector, taxes in the amount of
$406,000. Up until last night the amount outstanding for all pre-
vious years taxes was $6,9OO., and also last week the bonding com-
pany~under which I am bonded saw fit to remit to the to'~ $78. on
the oremium of my bond, v&ich testifies, I believe, to good coll-
ection. And on that report, Z~r. Moderator, and voters, I move,
that the salary of the Ta× Collector be increased fifteen per cent.

due to the fact that everything is high today we should give ·
the man an increase. How about giving the same. increase any
town employee receives, that's nothing but fair."

.~ Article 14 reads: 'To see if the Tovm will vote to have a quorum
'of not less than twenty per cent of the registered voters of the
Town at all regular or special Tovm }.{eetings and that there can
· be no appropriation of Town Funds unless by a vote of two-thirds
of the quorum attending such To~m Meeting. ~This according to a
proposal by the Hon. Henry F. Long, Tax Commissioner of the Contmol
wealth of -~4assachusetts, in an article on page 6, Standard-Times,
~of Dec. 5th, 1947. Furthermore,' if the above is not in proper
form to carry out same and make it a Town By-Law, that the Hon.
Frederick W. Cook, Secretary of the Commonwealth of Massachusetts

times at special tova~ meetings when twenty per cent will not be
present and it might necessitate calling several meetings before

no limit ~at present as to what constitutes a quorumS' If a meet-~

priate the sum of Five Thousand Dollars ($5,000.00) to dig at
Chatham Bend in Nantucket Harbor, and for maintenance of same.
Also, to have the Selectmen anpoint a committee of five for the
suoervision of same." The recontmendation of the Finance Comm-

"In connection ~W_th this article there is a report of a special
committee appointed at the last Town ~eeting. - The report reads
as follows: 'Opening at Chatham Bend, Committee's Re~ort. A
~.~eetiug was held on October 3, 1947 in the Selectmen's room, by
a committee aopointed by the Selectmen, to consider a plan to
make an opening at Chatham Bend from the Harbor to the Sound.
'The proposed opening is .for the puroose of increasing the flow
of water from the Sound to the Harbor, and thus increase the
propagstion of the shellfish, such as clams,, quahaugs, and
scallops.' This flow of water from the Sound to the }{~rbor would
tend to increase the circulation of water and change the bottom,
or in other words, clear the bottom of harmful settlings and
stagnation.
'The width of the land from Harbor to Sound is aooroximately 500
. feet. As an example of the benefit of an ooeni~ at this place,
we point out the results of the opening at ~aulover Beach when
the set of quahaugs at that time lasted around ten years.
'The opening was theresult of a storm. As you can see, after
the previous ooening closed at the head of the Harbor the flow
of food stopped and the shellfish ceased to orooagate to any
extent. · Because of these imoortant points brought out, w~
recommend that an ooening be made from the Harbor to the Sound at
Chatham Bend. -
'On Octob~er~23,' 19~7, William Winslow, Charles Blount, General
Hale, Representative Cyrus Barnes, and Ellison Pease made a trip
to Chatham Bend on Coatue in -~!r. Yersa's Boat, Island Lady, which
he kindly donated the use of for this puroose. Roger Dunham made
the trip there in his jeep.
.'The Committee e×amined the land where we decided vould be the
best place for this opening to be cut.' ?~e understood from Gen.
Hale that the state had no money available at that time for this
project. Rep. Barnes returned with -%!r. Dunham over the road.
'O~r ne_xt meeting was called to get an estimate on the cost of
Chatham Bend opening, by our committee on same. ¥~'e had ~r.
Rouns~ille with us, to give us an idea of the cost of same. As a
result of the meeting we drew uo articles 49 and 50 in the Town
Warrant. -
'~;-embers of our Committee have look up the land plans of Chatham
Bend which is Section 3, on Coatue..
'This Section 3 clan, starts from the center of Third Bend and
goes to Coskata, including all of Chatham Bend in so doing.
'The land has an assessed valuation of about one dollar per acre.

the amount of land necessary for the digging of this Chatham
Bend opening, and appropriate the sum of Five Hundred Dollars
(~500.OO) therefor.' The recommendation of the Finance Comm-
ittee is as follows: 'We recommend that this article be
referred to the annual Tovm Meeting.' So you are now discussing
Articles 49 and 50."

the U. S. Engineers in respect to how long this opening vould
stay open. If so~ what was their recommendation? . I studied a
bit of geology in college and from my limited knowledge it would
seem to ~e that the opening wouldH't stay open very long. Along
Coatue is a wave-cut shore and I doubt if it would stay open very
long. I would like to know if any inquiry has been made as to
how long it would stay open." ,~

"I don't know anYthing about engineers but I do know what they do
on the Vineyard. They open ponds and the head of the harbor and
they didn't have any engineer, they just went up and opened it.
It stayed open and they reaped quite a benefit from shellfish, it
seems to me that every time we want to do something here we have to
get an engineer and go through a lot of red tape and I don't see
why we have to go all through all that." :-
"I wou~d like to take up Article 50 ~ere we take the land by
Eminent Domain. I think we had better find out whether we can
get the land. I would like to make a motion that we take the
land by eminent domain or puchase ~or the purpose of putting
this through."
"Nr. ~derator, this proposition wants a good deal of study
before you vote for it. I think you are going to spoil the
antique part of Nantucket. Is it going to stop-if they get
that opening there. With a good northwest gale it will cut
· right through Haulover and it will be goodbye to Great Point.
My authority is~ look at Smith's Point. See what happened
there. %~en my father vas abboy you could walk right across
to Tuckernuck.. Laok at it today. Look into this thing well."

if there were a few antiques up there and he could get a few

"I '~ould like to clear up a Point. I am not against the open~mg.
~Frankly, it seems to me like a good idea. ~y point is that
$5000. isn't peanuts even these days. If it's to be ooened we
should have some assurance that it is wisely opened an~ that the
opening will stay open long enough to be of benefit to shell-
fish and scallops.,
Dunham: "Under Article 49, so far as the committee is concerned we have.
investigated as far as our authority would allow us having no

as to the feasibility of cutting an opening through and whether it
would stay is a question of doubt. There is a question of doubt,
but my feeling is that a question of doubt can work both ways. Fiw
thousand dollars,:does seem to some oeople like a lot of money. I
recall that we spent ten thousand d~llars on rutted roads. It§
.ourely an experiment and the committee called l.~or in the article
'to carry it out would not proceed v~_th this .until they were assured
that this would york out. General Hale came do~n to us and told
us that there was no state money available but if the to~m did put
. an opening through it is possible the state would have ~oney some-
~time in the year. As soon as au opening is there they will do thei~
utmost to assist us. It's a small appooriation, it really is sm&ll
to try and help Nantucket to propagate fish life.

I think it is a
The only think I
know about them is how to eat t hem. I really like them. I think
this rut t~ough Chatham Bend should be handled with considerable
caution. I have been flying to and from Nantucket for quite a
number of years and I have seen banks, sound and whole bodies of
water completely change all the time, and how long that cut up
there at Chatham Bend would stay ooen is a question of doubt, a
big doubt. There was a lot of sand oiled uo at Smith's Point and
in three or four weeks it disanpeared. I remember a few years
back, twenty years, we used to run over the bank at Surfside and
duck right into the surf~ and go s~rlmming. Now you have to walk
half a mile. The shore line is constantly changing, building up
, in one place and being taken away in another, and I'm. in favor of
anything that will benefit scalloping and fishermen but I really
think we should proceed with extreme caution in that cut at Chatham
Bend."
~"~ would like to speak, about that Article 4,9. A few years back
when I first was around here, 'I was engaged in scalloping and
sbellfishing. It v,~s almost twenty years ago in the summer of 1910
I was one of the scallooers in the area called hard bottom, and it
had a direct benefit from the opening, lTnen I had landed with a
couple of other fellows close to Coskata we were digging in low
tide' and found a bed so thick and for a hundred yards everything
was the same. They dug that bottom for fifteen years aft~z~vards
and I don't exaggerate %~en I say one hundred or one hundred fifty~
' th6usand dollars wo th of quahaugs were taken out of that spot
alone. There is another thing I found out from scalloping,: back
from Second Point to Wau~;~net you find a slLv~that settles to the
bottom and~ kills thousands of bushels of seed. -If the harbor is
flushed and stays open not more than three months I th~_nk the
benefits will be worth the five thousand dollars soen~. ! feel
we will get great benefits and I want to be on r ecsrd as in favor
of. the opening." ......... , ..... , .

regard to the taking of the land. ~ think we should act on it befo~'e

. "I would like to correct one thing. We weren't appointed by the
To-~u Meeting, we were appointed by the Selectmen. I would like
to say this:. It is different from Smith's Point/. There are no
shoals..~ I am in favor of this project. There is no guarantee,
we are~ just telling the truth. There is no guarantee of its
~ staying open, but I am in favor of the opening."
"I think we have found that a strong tide increase~ the size of
the eyes of the scallcps. There is no question a flow of tide is
necessary. Mr. Blount perhaps can tell you what amount ~was taken
in on scallops alone. It would only be a small percentage of that.
If it only stayed open a few months, even during the spavming
season it would help."

that except in the past two years most of the scallops came
.from the upper harbor. Some of them haven't been as large.
Better food makes ~igger scallops. :In regard to the income,
in the past fourteen months there was $108,000. from scallops
alone. That doesn't include quahaugs. That includes November
and December of a year ago and through January and February
this year.
"I don't know as it makes any difference, but I am in favor
of having a cut, but I rise to a point of infomation. Do
I understand that the Selectmen went to the Tovm Counsel and
asked whether or not in case a cut was made whether the tovm
would be liable for damages to property there, brought on by
having their means of access cut off. I think that is im-
portant."
"The committee did go tb the tovm building and' asked the Assessors
to show them the owners of property in this area. ~ The committee
was informed that estates and people who owned the land had it
recorded. Then we went down to the records in the Registry of
Deeds and asked to see a plan as to what was ov~ed. We were in-
formed that there is no plan of Section ~. It has been lost or
destroyed and isn't available. They would like to get it. They
don't know where to start on Section 3. They do know, however,
from First to Twenty-third Street or aporoximately 978 house
lots or close to 250 acres is assessed to one estate, and 125
acres to another. Of course, we would like to have that shovm
to us but they couldn't so we asked what the assessed value was.
They informed us that it was one dollar per acre. They don't
know how many acres are actually in Section ~, but the loss at
one dollar an acre is not very expensive, and the committee isn't
asking for much more than two acres to make this opening. If
this t~,vn ~otes to do this and at any time it looks as though
there might be damage to property I should be one of the first
to assist in closing it."
"Say we put that opening through at Chatham Bend, what's going to
happen if some man wants to build a house on Coatue. V.'l~at 'll

"Ail the people that have property there go by boat. There's
nothing bo bother them. ~ Every house owned there is approached
from the beach. Mostly the houses are on this side, and one or
,two small shacks almost to pieces. No one ever uses a car to get
to that particular spot." ' '~,
,I am in favor of this opening. ~As I understand it we are going
to appropriate five thousand dollars to make a cut through the
beach. Also I want to bring up the fact of State aid. Now I'm
assuming that five thousand dollars is sufficient to make that
cut. We mentioned State aid.~ Does that mean there is some idea
in the future of making some kind of bulkhead to keep it open
or are we going to build another bridge. ~. We started to build a
simpIe bridge at Madaket and got a $50, O00 bridge before we got
through." " ~'
"The opnion'of the property ovmers in that section that we could
contact was that the objections were very minute and some of them,
in fhct,~ said if the opening did make an island it would be bene-
ficial to them. As far as State aid is concerned, the State will
never~do an~vthing until something is done. They don't spend money
until something~ is created. After it is created they investigate
and if it is found worthwhile they would do something. General
Hale seemed hopeful of getting state aid as soon as money was
available in July?."
"What kind of State aid, building a bulkhead or something? We
don't know how long it will stay open, ~and I don't think any
engineer would stake his reputation on how long it will stay
open. We talk about State aid, does it mean a breakwater? If
they do, judging from they did on the Vineyard in one of the

you can make a channel through the beach and keep it open, I feel
it would be a fine thing. If State aid means building a break-
water or something it always means a barrel of money before we
get through."

the War Department about this channel?"

"The Committee has not asked the War Department.

The idea I thought, was to improve thee shellfish iu the harbor.
Go dig a ditch for five thousand dollars and let's see what
hanpens. If you have to ask the War Department, ask them. If
we can improve the fishing industry let's do it."
"I am very much in favor of this article. I can back up what
Mr. Egle has told you. i can remember when the old Haulover
was opened. It brought thousands of dollars into this to~n. I
hope the to~n will see fit to gi'~e it to them. Every time there
is an article for the fishermen it is knocked in the head. I
hope the town v~ll see fit ~ do this for the fishrmen."
"Ladies and gentlemen, I have been here in Nantucket quite a
number of years, and I will say .this, I have h~ard about the Haul-
over and everything and the fishermen have been hollering for this
cut. I say one thing, let's go ahead and give it to them and see
what hanpens then."
Norton: ':Question on the motion~ one more thing about the harbor. At the
present time there are a great many dead scallops killed by anchor
frost iu the upper harbor, a thousand bushels dead. In ~adaket
they are all alive, and that is caused, I believe, by the tide that
- runs through Madaket Harbor; have this tide through the upper har-
bor and it will mean thousands of dollars. I hope we get it."
