Town Clerk Coffin: The hour having arrived, I will call the
meeting to order, and in the absence of the elected moderator
I will call for nominations from the floor ~o~ a moderator.
Mr. Soverino: I would like to nominate Mr. Roy sanguinetti'.

Clerk: Mr. Roy Sanguinetti has been nominated as moderator for

Moderator: Thank you, voters. Before we start to take up
what is properly before the meeting, there is a question-I wbuld
like to draw to your attention. There is a by-law where ~he
recommendations of the Finance Committee shall be publisheA seven
days before the meeting. · ...... '
,The bUsiness at hand is not to,appropriate, but is J6st a
question of transferring funds. The by'law appointing the
Finance Committee goes on to say that there shall be a finance
committee and defines the ~uties of the finance committee:
"The duties'of the Finance Committee shall be'to thoroughly'-inL
vestiga~e all-articles of the 9arrant of~the.annual and. special
town'meetings and have their decisions or recomm~pdation~ of
approval~printed on the warrant~' to be published at least one.
week before the town meeting." That'is under where it..is the
duties of~the Finance Committee. -There is also'a by:lag.of the
town whereby a special town meeting can be called :' "A town,~.~'
meeting'can be called within'forty-eight hours notice;'namely,
by ringing and crying through'the'street." The by-law
meetings?are legally called by ringing:the bells and:catting ,.t
through'-the-streets and forty-eight hours public n~tice-shall
be giv~n~
· ' Since this law clearly states that a special town meeting
can be called on forty-eight hours public notice and the'other
by-law requires the recommendations of: the Finance Committee to
be.published at least seven days before the meeting.therelis a
I think that the instruction about,the publishing &f~he~:
recommendations of the Finance Committee where it says_that,they
shall.be published seveq days~in advance Of the~meeting--~s~s6me-
thing'that does not affect the iegality of the town meeting..
The legality governed~by:_your'general~aws,_.~the ommission,of .the
Finance. COmmittee to-publish their recommendations within seven
days is ~ot something~that goes, you could say, to the
a regularlY called meeting, as the statute reads "to carefully~
investigate~" suppose somebody says'that the Finance Committee
did no~ investigate thoroughly. :It does not go to the core~of
the matter.
......... I am ruling that the meetiAg is properly 'called and'that
it is proper for a vote to be taken on any of the articles before
it. There can be no question if this meeting is unanimous in

having this matter to be ~eard~ 'Then th~'e can be'no question
at all. So, before we proceed with the meeting, is it the
unanimous consensus of opinion Of the inhabitants of Nantucket
that we continue with this special town meeting? All those

Parks, Ma~uring Debt, Chap.' 90 Maintenance, Public Welfare
Dept., General Repairs Highway, and the recommendation of.
the Finance Committee is: "We recommend that the amount of

Pursuant to Warrant the Inhabitants of the town of Nantucket
met'in the'American'Legion'Hall, March 10, 1947 at 7:30
A.M. Monday March 10, 1947.
Wesley A. Fordyce was sworn in as Warden.
Cards of instructions to V0ters,'penaltY cards~ voting
lists and specimen ballots were'posted outside the guard
rail. Instructions to Voters and Penalty cards were posted
in the booths.
The following Ballot Clerks were*sworn in: Edward P.'Ti6e,
Ira W. Appleton,. John j. Driscoll, and Charles H. Blount.
The Official Ballots in three packages said to contain
2000 Official Ballots were delivered to the Ballot Clerks
and their receipt taken therefore.
Constable Lawrence Fi l~0oney presented the Official
Warrant of the. Meeting to Warden, Wes!ey.A..For~YCe~_
The Ballot box was inspected by/Franklin S~ Chadwick~
Edward P~ Tice~'John J.'Driscoll, Charles H. Blount and'
Wesley A.'Fordyceand found to'be empty. -The'register
the ballot box was Set at 0000, th& ballot'box locked and
the keys turned over to Franklin S. Chadwick, Constable in
charge. ........
At 7:30 A.M. the Warde~ called order and read Article
of the Official Warrant. ~Upon motion of Irving A. So~e~in(
duly 2nd.'it was VOTED that the polls close at 8:00 P;M~
and that when this meeting adjourn it b6 until 7:30 P.M.
Monday, March 24th at Dreamland Theatre.
The Warden'the~ declared the Polls open and voting
started at once.
At'l~:15 A.M~ the register on the ballot box standing at
400, the'ballot box was'opened and the'ballots removed to
the Emergency Ballot Box by'Franklin'S.~Chadwick,~C0nstabl~,
Edward-P~ Tice'and Wesley A.' FOrdyc~.~This ~s-~epeated at
3:06 P.M. the regisher, then. standing at-80~,' ~ .
At-~O0 P.~, the'polls were declared closed. People
inside the guard rail Were given ten minutes in which to
complete and cast their ballots.
The register'on the ballot*bo~ s~anding at 103~ the ballol
box was opened by Constable, Charles C. Chadwick and the
ballots removed.

The Absentee Ballots were then'voted. There Were 20 men
and 31 women, a total~of §l, giving the total of 1083 on
the ballot box register.~
The ballots were sorted and counted and' foUnd to be 1032
and the Absentee ballots 51 a total of 1083.
The ballot'clerks at the gate and at the ballot box
checked their lists'and found 599 men and 484 women
voted,-a total of 108~.
At 8:30 P.M.'the canvas of,the votes having been'~c6mplet~d
the following results were read by Warden, Fordyce.
