Committee to the Moderator.

can:give us any information as to how this is to be expended
just so we can get a little light on the subject?"

walt'er Glidden: "Our manager, Mrs. Jean Cook has the figures."

Mrs. 'Cook: "I have the running figures of,what it has cost up-
to-date to maintain the airport for the first six weeks., The
exact figures sre high because we have had to start it up and
stock up, and fix mowing machines which are a vital thing.
"To'date we have had tO spend $1,270.05'--that'includ6s
salaries.~ I can break down'every figure if You want to hear
Mr. Tice: "Yes, if you please."
Mrs. Cook: "The first item is electri.city. We have an electrLc
pump for all the water,,and that with the lights is $51.40.
Installing meters, $11.13 hangar; $2.92 Manager's office~, ~$14 58
Garage and fire house. The phone bill for the month is $0.00~
We had to refill all the fire. extinguishers which the Navy
playfully'extinguished'as they left. ~ This cost $25.32. ~ Lime
for marking the field $3.00. 'Signs to be made : $5. 40. '~ '~ Welding
the mower $3.50. Drum of oil for chan[ng oil for trucks.and
machinery $50.20. Water ~ipe $2.00. Locks for all buildings~
40.92. Paint and brush $3.42. Hardware--equipment and supplies
14.35. The ,office equipment total was $93.53 which includes
chairs and everything--furniture, stat_[chary, btllheads etc.
The work on the airport before maintenance was all for mowing.
We have to keep the grass cut or planes can't land. -Donald
Allen has 210.hours at $1;00 an hour.' Parts for the mower-''
were $2.20 and $1.50. Gas for trucks, Jeep, and mower $44;68.
Salaries--this is after maintenance came--two men at $42.50 per
week, manager $45.00 per week. That made a total 'of '.~l,lOb.05.
A night watchman at $170.00 a month is $,1276.05~. Of course,
most of that is starting expense. They were absolutely essen-'
rial things that had to be done to start with.
"The cost of moving the building for Northeast Airlines
came to a total of $1970.24.~ The cost of installing lights~
was $210.17; plumbing $165.47; moving of the building across
~he f~eld $045.00. The carpenters' tzme to conso.truct the
building w~s $208.00 for Burchell and ~Putric~.~-Hardware and
nails $1~.O1; pain't $49.55; hardware ~o8.35; lumber ,~32~'.~9~'
which makes the total of $1970.24. ' .

Mrs. Cook: "We have not spent absolutely any more than we
-could to get hings' started and have it as it must be.to~.'

certain things thst just have to be done to comply with rules
for airports."

Mr. Tice: "What is the average income ? What is taken on the
landing field from Northeast? , " ~',·-.~'./'- ~
Mrs. Cook: "I hell'eve the lease has not been signed'with North-
east but they are to pay about $3,000.00 per year bssed on
scheduled landingsFper month. They have a $2500.00 gusrantee
but according to the scheduled landings that are s-e~ up now
they pay $51.00 for each of the first five landings per month
and .$35.00 for the next six, seven, and eight. They have
four scheduled landings a day which would bring it up to the
figdre which is $2948.00 per year.. ., :~, _,~
,"Nobadeer Air Service--Aliens end Larsen--pay operating
fees according to the number of ships they have end according,
to' the weight. The fee-is $10.~30 for light,planes and ,.$15.00
for heavy. They have two light.planes now and a'hesvy one is
expected later so now they pay ~20.00 a month operating fee.
"Nantucket Flying Service,.Holdgate, pays the same for~
his two ships.
!'New England Central Airways pays $50.00 per mbn~h based
on a flat rate of $50.00 plds scheduled landings which comes
to, $56.60. ~. ,. ·
: ~."Air 0hurter Ass'ociates works~with Holgate and pay $50~.00
a month~for operating,out of here. They may not stay for more
than.a ~onth or so.
"Then we have the rental of a Quonset hut which amounts to
$2'5.00. T~is is' rented to one of the personnel at the Weather
Bureau.. The white house that used to be Dave Raub's is rented
to Holgate for $150.00 a year.
"On the hangar Donald Allen pays 40% of his storage income
per month. We received $25.20 in June, but of course that was
when 'things were gettiBg started. Probably for an all year
average we can count on $25.00 a month, while in the summer
the average would be somewhat higher.
"Transient cha~ter fees for visiting ships with business,
not private pleasure mshiDs, will probably bring in an average
of $30.00 a month d~ring the year. We have collected about $75.
so.far but 'heavy ships came in over the fourth of July that
we couldn't usually count on. The rate is based on the weight
of the ship which lands. Most airports don't have these landing
fees.~' We s. re practically the only ones that do except for
Providence ~d Worceste~.
"Then there is a gas concession for Mr. Hardy that is
~25.00 per year. We c~'t have any gas concession from Allens
~ecause'they are on our own property. The s~e will be true
of the restaurant concession when they have their restaurant
there.
"The total approximate income based on these figures
would'come to $3027.10. That includes every income we have at
the moment but that is~just a guess for six months based on
what we have collected for the last month or so.

Mr. Tice: "I understand Northeast paid about $2,000.00 for~
the privilege of landing here.. We scent practically .~2,000.00
moving the buildings and putting them'in first class condition
for a terminal, installed toilets etc; so the income has been
practica._ly all expended to equip the airport the way it should
be equipped. We have 'a half a million dollar investment that
didn't cost the.town.very much. ' We are fortunate that we have
got it. As I told the Finance Committee last year, and then
some of. them s~ilad rather skeptically, I believe,, inside of
five years that there are'going to be more people land out~ther~
than there are on the steamboat wharf. The country is becoming
air-minded. I believe they say that for the month of August
everything is sold out. Nantucket is a hard place to get to by
the old method. When people want to get here quickly they are
going to fly.
:':. ~"Maintenance has got to be taken care of.~ I don't ~now a
great deal'about what will be needed but snow will have to be
'plowed in the winter so.that.the planes can land. 'They are
asking for $12,500.00.. I don't know whether that is. excessive'
but they certainly have got to have some money, and it seems
to me it would be an'act of stupidity on the part 'of the town
not to give, them some money to keep it in first class condition'.
I don't know whether we ought to have a committee to iuvestigat~
how much it would, cost but I am for the airport one hundred per
cent. We are fortunate to have it and I think we should see
that they get what they want.

Mr. Glidden: "One of the speakers spoke about lack ~of in-
terest. I don't think that the selectmen would spend until
half past twelve~at meetings for any lack of, interestS.'~'
They have a decided 'interest. 'In the ,summer we don't always
have a chance to read the Inquirer and Mirror. I depended
on some of the committee to notify me. I didn't figure to
miss this meeting, r,I don't think any of~them intended to
but they are all pretty-busy with their own businesses.
I don't think there is a one of them or the Finance Comm~ ,~
ittee but what has ,to make a living. They don't all depend
on the town. '
"On the other hand, we perhaps don't know 'just ,what it'
will cost to run the airport; end I don't .know after running
the fl. sh business for thirty years what it is going to cost
to run the fi~ business for the next six months. However,
we know it m~yl be necessary to have $12,500.00. ,.-,
"In reference to the facilities for Northeast Airlines,
if we couldn'~ have them come in we would have had to charter
everything. All we would have would be individual private
"planes. We didn't know what. it was going to cost.. We had
to try to get someone to move the building. .~ter,we got
it moved we had.to do this~and that to furnish proper..
facilities and we didn't know what it was going to cost.,
There isn't any one of us that knows everything outside of
our own business. There aren't any Abraham Lincolns among-,',
us"~and i never saw one in Nantucket. We do the best we, can,
and that is all anyone can do. The figure we got was ~hat-
we thought we might need. I don't think you need an inves-
tigation or anything like that, I think they can handle
the airport. , ,

is going to be a direct appropriation. Haven't we got some
money on hand that this could be transferred to the airport?"
Moderator: "I think the Town Accountant is here.I If you

additional raising of revenue will be involved. All this
evening's business can be taken from the Excess, and

Mr. Dunham: "Probably I must be one of the most interested
persons in the airport because my b~siness~is derived from~
its transportation. Almost avery day I make a trip out there
and I do see the amount of trsffice and landings·
"I think our manager of the town airport has, given, you
a most comprehensive'report and as good a report as I
have heard from any department at s Town Meeting. If ~'~,
$1~,500.00 is necessary, for the running of the ~irport I
think ii.should be appropriated. 'If it isn't all spent-I ,
know ?very penny will be accounted for. ~

Mr. Jaeckle: "Seeing you are an attour, ney also perhaps you
would like to answer it."

Mr. Jaeckle: "Well, anyway, the selectmen publish the warrant
and when the Finance Committee sees the warrant ghey immedlatel-
know they have bo have a hearing. They don't wait for anyone
to notify- them. They publish in bhe_p~per the date of the
hearing. Io isn't their duty to notify the selectmen, it is
their, duty.to publish it in the paper as prescribed by law.~
Mr;'~Glidden:' "That might'be all ~rue but when everyone is busy
£~ wouldn't do a,ny harm if a notice came from the secretary of
the Finance Committee because you could forget. I don,t'think
I have ever failedr'to a~send a Finance Committee meeting. I
don't know why the others failed to show up but I have given
you.. the. reason ,why I didn't attend--I didn't read the paper."

Mr. Hardy: "We have various overdrafts due to one reason or
another. One of the overdrafts is Finance Committee $150.O0--
maybe they will explain that. One is Selectmen's Department,
where all unforseen things are taken from and we have asked'
for ~500.00 more bo pay your bills. Sconset and Town dumps
should have had appropriations made to clean them up. ~',300.00
will take care of those, so the public won't be ashamed of them.
Sweeping the streets--this year we seem to have more tourists
and more dirt.,, so .~500.00 more is needed fo~ that. ' '

Mr. Fish, r: on't think the town is called upon to
appropriate 4~3500.00 for the abutments of that bridge. I
think the abutments-belong.tp the contractor to finish his~ ~
job and I hope the ~bwn won't appropriate another dollar
until it is finished and finished right. We are supposed
to have a wooden bridge but what we have is a disgrace tom
the town to have anything like that.. I don't know what,'
arrangements have been made with tb~ contractor-in regard to
the bridge and the length but anyone knows it shodld' have-'
been from high water mark on one side to 'high water mark on'
the other. The abutments ,belong to the contractor to finish
his job, not ~o aha ,town." .:

Nr. Tice: "I will agree t..hat ~4r. Fisher's argument for 'a
pile bridge, from high water mark to high water mark is
sound but we were at war.when the contract was let and the
Federal Government insisted that the minimum amount of lumber
be used in the bridge. However, that was the best we!could',
get unaer the conditions. Nothing called for the contractor
to hard surface the approaches. It will be a good dirt
surf. ace road for eight monuhs. I have used that material-for
a great many years, but when ~he frost starts at all you won't
~drive an automobile over that road. We have an investmenu,of
;$~0,000.00, let's fix it so the people in ~4adaket can use it.
I hope the town will make that appropriation to hard surface
the approaches.

we have to put concrete on. if you wait another year you know

surfac~e in another year than right now when they throug~ puttin

According to Webster, abutment is the end of a bridge and-
approach is the ro'ad leading up to it.!'

Mr. Dunham: "This bridge which is nearing completing about
$30,000.00 to county, state, and ~wn is similar to the story
of the man who was going to buy a car and thought he'd get
all the things to dress it up. Finally he bought so many
access0ries he didn't have money enough to pay for,the-car.
It's-the same idea here, we've got the bridge, now let's.get
to it..~-;I think we should appropriateethe money.

with the jail keeper's house without gett~ing into trouble.
You have to have a keeper or something or can we board a
keeper at the Island Home?' Does anyone know the legality

House of Correction. Counties that have no jstl can make'

ant saiR they needed this and that., and we don't question why.
I assumed that the Finance Committee had talked,to Mr: Barrett
and that they needed $150.00. That as far as we knew."
Mr. Jae~kle: "I think some of these things should~re~ly
, be explained to the public.'!
Mr. Hardy:' "That is true. AS a matter,of fact,it seems-,
funny that we can't get a better looking sheet than this. '
The Finance Committee ought to go out and'acquaint them-"
selves with the things they are asked to do and not wait

Mr. Jaeckle: "Mr. Moderator, when Dr. Congdon was~on'the
Finance Committee he used to haunt the town building and
looked up everything; he didn't have anything else to do.
I don't think any of us intend to do that and earn a
living. I think if I went down there they would throw L

Mr. Glidden: "The chairman talked with Mr. Putrick. There is
an old raft that needs moving and an old boat that needs to
be demolished, and some things that need to be cleaned' up..'
They took the figure from the cost of the work that should be
done; and while I overheard some of it I can't remember the
figures, but I imagine it was to better condition, s at the beach.
Two years ago the Selectmen decided that they should take that
beach over by right of. eminent domain. It does furnish enjoy-
ment to the people in the south part of the town. -Whatever
the. selectmen asked for is a justifiable amount. I can't~
remember.the figures. .'The Chairman has'.them and should be here
tonight, I don't know why he isn't but I know whatever was
asked for was Justified." ~

Mr. Soverino: "Mr. Glidden is right in every respect. The two
hundred dollars is the the cleaning up of the beach. The
figure was given by Mr. Putrick who is well qualified to estim-
ate that kind of work."

down set in cement so people won't walk off with them. People
get a great deal of enjoyment out of those settees'"- · ~
