~PECIAL TOWN MEETING'
Legion Hall
~eptember 19, 1945
"I will call'the meeting to order, the time having ar-
rived. In the absence of the elected Moderator, I will
dall for nominations for a Moderator to be elected from
the floor."
Mr. ~overino: "I would like to nominate Roy E. ~anguin~tti."
Voice: "~econded"
Clerk: "Any further nominations? Nomination has be~n made and
seconded. All those in favor --"
Clerk: "Those opposedl~-"
Mr. ~anguinetti: "Thank you ladies and gentlemen."
Moder~t0r: "The Clerk has called the meeting to order at the
scheduled time. And if the Town Clerk will read the
warrant --"
]lerk read warrant.
Moderator: "You have heard the reading of the warnant. Under
~ ~ .'Article i -- To receive reports from Committees which
shall come before the meeting.~ Are there any reports
to come before the meeting?"
epo t of Finance Committee presented by Harold Killen.
Moderator: i~,Article E -- To see if the Town will vote to trans-
fer the sum of four thousand dollars from the Excess
and Deficiency Account to the Madaket Bridge Account.,
Recommendation --'We do not recommend., Article 2 is
before the floor." ''
M~. ~overino: "~,~. Moderator."
Moderator: "Mr. ~overino" ."~ :-
~. ~overino: "I believe that the people who travel to Nadaket
across the Creek, either for the day or.summer season
or the year round, deserve-a suitable roadwayS- The
Town has already appropriated what we were given to
understand was our share for the construction of the
bridge which would afford safe travel. Through some
error, the engineer underestimated ~the cost. The con-
tract has already been drawn up and'awaits the signa-
tures of the ~electmen. We need the additional fou~
thousand dollars to complete our share of the increase~
cost. I hope that the people present will see'fit to
transfer the amount as requested. If it is in order,
I would like to move that~the sum of four thousand dol-
lars be transferred from the Excess and DeficiencyAc-
count~to~the Madaket Bridge-Account.,
oice: "I second the motion." .............
Z.L.B. 'Fishe~: "Mr. Moderator. I would like to Offer an amend-
ment to the motion., I.would like to amend it by ac-
cepting the Finance Committee's report and adopt thei~
recommendattoh."
~oderator: "Mou move to amend motion of Mr. Soverino so that
t~....~:~<~?~the~reCommendation of the Finance~Commibtee is adopted
¥~. Hardy: "Mr. Moderator. 'Is that an amendment to Mr. Sove-
.rino~s motion?"
Moder~tor'i ."The only motion on ~he floor up to the present
'~time is Mr. soverino's motion that the sum of four
- thousand dollars be transferred from~the Excess and
..... . Deficiency Account to the ~adaket Bridge account
a~d that has been amended by ~r. Fisher.~'
H.P. smith: "Mr. Moderator."
Moderator: ~ "~. smith."
H.P. Smith: "I think we need this bridge and I hope the
. ~ voters will see the advantages of having it and vote
for the small amount necessary to supplement the pre-
vious appropriation.
"The Finance Committee ~havesseen fit to disprove
the article calling for the additional appropriation.
Why, I do not know. I cannot see why anyone cannot
realize the advantages in having a permanent bridge
across Hither Creek instead of ~bmakeshift affair
that is liable to wash away in every heavy storm we
have and then it will have to be built up again at
more expense to the taxpayers. Not only is such a
temporary affair an expense, it is also unsafe. I
~ .-have heard.'people say that they would like to take
'the ride to the point but would not on account of
.the risk in crossing the creek. The citizens and tax-
payers of the town residing in that section of the
Island are entitled to adequate means of transporta-
~tion with safety; other taxpayers who are fishermen
not residing there need'this bridge in their occupa-
tion as such. A great deal of money is procured.from
fish and.shellfish taken from the waters at'that part
of the Island every.year by these men. ~ Also, summer
visitors would take the ride through that section of
the Island were a suitable bridge built for them to
get to the'other.side of the creek in safety, affording
.-.them a very pleasant ride.
'~' :." "NO doubt, more building would be done~if access
could be had by way of this bridge, meaning more
taxable property and revenue for the Town. I believe
the citizens of Nantucket are acceptable to'progress
that brings beneficial results. Mr. Glidden, R.~. Tice
and myself went before, the Commissioners of Public
~orks in Boston and succeeded in getting from them
approval of a ~tate appropriation if the town would
furnish their part. The town accordingly vo~ed the
necessary amount at out.last a..nnual tov~ meeting
thought necessary for the purpose, 'She Finance Com-
mittee having approved the article in the warrant
relative to the same. Now it is found necessary to
ask for the sum of four-thousand dollars to supplement
the previous appropriatelon to be available for any
expense.incurred not comtemplated at that time. The
Finance Committee approved the original appropriation
and the people of the town voted for it. They wanted
the bridge then, why not now? I hope the people, will
vote for this bridge."
Moderator: "Any further discussion?"
W.D. Glidden: "~. Moderator. ~ For many years I have heard
that ~the ~e~ectment never tried .to'get anything from
the ~tate. This time we did try. We got a promise
of eighteen thousand dollars. The state is paying
its share, now is the time to complete our share."
Fishe~: "Mr. Eoderator. I object. There is not income
enough from that part of the~island~to warrant it,
The only income from that part of the town is about
$800.00 taxes.'~I think it~is entirely up to the~ ~:;i
~tate. Who is going to own this bridge~after we
build it? Is the town going to own it or is the
.~,?State going to own~it? ~And the insurance --~who is ~
going to pay the ins~ance?~ It will be a bill of
expense. Next thing~you know, they,ll be asking
for a bridge~across Further Creek; then maybe .across
to Tuckernuck." ~ ~
Er. Hardy: "~uestion on the amendment."
Moderator: ·"The amendment has not been~ seconded.
If~you are
ready for the motion -- the motion is that the sum
-~ ,of four thousand dollars be transferred from Excess~
~ ~ ~and Deficiency Account to'the Na~aket Bridge Account.
And that motion has been made and seconded. ~
All those in favor say aye."

Mr. Hardy: "Where is that land? Who inserted the ~article?"
Mr. Soverino: "The article WaSm inserted ~t t~e request of
., ~the ov~er. The only particular advantage that I can
,. see is~that if the time came when the Historical
Society wanted to take.over the County Jail,' it might
be an asset to them."
