Y. oderator:"Ladies a~d gentlemen, I wish~to thank you for electing me your Moderator and I will endeavor to conduct this Meeting in an impartial manner. There is an old saying 'United we stand; divided we fall' ~so let us all pull together with the'Finance~Com- ' mittee and the Selectmen for the best interests of Nantucket and keep up our work with the United Nations on the road to victory-and peace to all the world." Mr. Fisher: "Mr. Moderator, I move we take up Article 2." Vote - Aye William Waine presented the report of the Finance Committee for the year'1943 to the Town Clerk. I~r. Soverino: "I move we waive the reading of the Finance Committee's report." Vote - Aye Mr. Cart- wright: "Mr. Moderator and ladies and gentlemen, it isn't my idea to railroad anything through or to use any steamroller tactics, but I think we have all had a chance to read the warrant~as it has been published in the paper and I think everybody has had ample time to read and digest it. I think I might have recommended a little differently, but taking the warrant as a whole and under the con- ditions that we are living under today, I think the Finance Committee has done a wonderful job and it seems to me that most'people feel the same. I never was'at a Town Meeting where I ~aw so few as there are her tonight. If we accept every recommendation of the Finance Committee, we are going to lower our tax rate at least one dollar a thousmnd and I am going to move that the report of the Finance Co~mittee be accepted in its entirety." Nan- tucket, greeting: : ~ In the name of the Commonwealth of Massachusetts you are directed to notify the inhabitants of,the Town of Nantucket, qualified to vote in the Town Election to meet at the American Legion Building, Washington Street, in said Nantucket, on MONDAY, FEBRUARY 15, 1943, at 7:00 o'clock in the:forenoon, 'then and there to act on the following articles .~ Article.1. And on Monday, February 1~,~1943, to bring in their votes all on one ballot for the following: 1 moderator for 1 year; 5 selectmen for one year; 1 town treasurer for one year; i collector of taxes for one year; 1 assessor for three years; I water commissioner for three year: I sewer commissioner for three years; i tree warden for one year; 3 school comnittee members (1 for two years) (2 for three years); 6 constables--all for one year. To the citizens of Nantucket: '- The Finance Committee of the Town of.Nantucket met in the American Legion Rooms on Monday, Jan. 25, 1943, to .... · take.action on the articles in the Warrant for the Annual _ Tovm Meeting, called for Feb. 15, 1943. The members of this Committee wish to express their appreciation of the many balances turned back this year, and hope all departments will continue this good work. Our recom- mendations.this year, if adopted, will make.this task doubly. hard, will practically eliminate clerical assistance,' toll calls, etc.,.but we feel sure that the local merchants, busi- ness men, and taxpayers need every saving possibl~ in Town Government, and we hope that our "Off-Island"~ taxpayers will .show their appreciation of this reduction by new and continue~ patr6nage. ~:~. .... :~[' We regret.the increase in the cost of operating "but feel sure this will be adjusted as · "Our Island Home, ~ soon as possible. ..... We also regret that the Wannacomet Water Company refuses to make a voluntary reduction in'the rate charge for hydrant water, but believe something may be done about this. .~ ~ :.' ., We hope that henceforth some arrangements can be made whereby the taxpayers will receive their Town Reports before our Committee meets. We realize that some will not approve of our recom- mendations on every article, but hope that all will consider the Warrant as a whole, and feel sure that the new tax rate will meet with approval. .. ~ We therefore submit the following report.. To decide on the mode of collecting the taxes during the ensuing year;~to see if the Town will author- ize the Collector of Taxes to use all mesas for collecting the Taxes which a Town Treasurer may use when appointed~Col-~ lector. ,, We recommend that the same~mode.of collecting taxes be adopted this year as heretofore, namely; That the Collector be paid a specified salary and allowed costs and charges, other than interest collected from delinquents; that the Col-~ lector be authorized to use all means for collecting~taxes that a Town Treasurer may use when appointed Collector and that in- terest at a rate of 6 per cent. per annum, dating from October 1st, be charged after November 1st on all unpaid taxes° Voted by the Meeting as recommended by the Finance Committee. ~: Article 4. To see if the Town will vote to author- ize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the reve- nue~of the financial year beginning January l, 1943, and to issue a note or notes therefor, payable within one year, and~ to renew any note or notes as may be given for a period less than one year, in accordance with Section 1V, Chapter 44, General Laws. .:. , We recommend that the. Tovm Treasurer, .with.the ap- proval of the Selectmen, be and hereby is authorized to bor-~: row money from time to time, in anticipation of the revenue of the financial year, beginning January l, 1943, to' an amount not to exceed in the aggregate ~o Hundred Thousand Dollars~.'' To see if the Town will vote to change the number of members on the Board of Selectmen~.from five members to three members, beginning in the year 1944-- that the three members be voted for at the'annual~town election of that year as follows--one member for three-year term of office, one member for two years and one member for a one-year term. Thereafter, one member only to be elected each year and that member for a three-year term of office.
