','~ the matter 6f~aving ~own money in which we~all are interested~ ..... /~ ~ ~ ~ .~.. ~i;~ This finance committee report~'i~ a:splendid · ,~ ~piece~of~work. It starts out with a preamble~,~ ~ 'concerning ~thei~ar And-the war-'time necessity of economy and'then practices what it preaches by .. ~ ,giving.us genuine~economy in'its.recommendations. There is'also another suggesti6n from the report or,the Finance Committee, consideration of which ~by this~meeting would be worth while.~-I wish to ~ i~iii 'read a paragraph in the~report of t~Finan~e~ ~ ,~Committees~public hearing as~publish~d~in the ~Inquirer and~Mirror of~January Gl. It.says: "Of ~ ~ ~ ~" ~the $33,000 appropriated· for the Welfare Department .... last year Mr. Ramsdell~saved over $5,000. Town Clerk: Whereas the efficient service of Marcu's Ramsdell as ~-the Dispensing Officer of the Welfare Board has saved a considerable sum Of the Town's money and V~ereas the Chairman of the Finance Committe~ has publicly .... commended the work or, this Dispensing Officer and ~declared that He'deserves the th~nks of the Towns- people. , .... , Be. it resolved, and it hereby ~i~'~es~lved, that it is the. sense of this Tovm Meeting that Mr. Ramsdell ~ ' ~'~'should ontinue this work'ahd it is also the desire of'this.Town'Meeting that he be heappointed to the ~ .~'i.~i!?0ffice'of~Dispenser by. the' Board of Selectmen ac~ing ...... in their capacity as the Board of Public Welfare. Selden: I move adoption of resolution. 0. Hull: There is no article in War~ant about this. It cannot ,.., come.up as an article. I do.not like to be on floor and be against Dhe majority of voCers. Fisher: That .was because so many of them did not get silk,.~ i~stead of cotton. · W. Glidden: Would you object to my making a little explanation? Ladies and gentlemen of the Town Meeting, I was elected to Board of Selectmen ~in 1941. I sat on ~every Board of Welfare. I think it needs a little explanation. There were some savings and Mr. Ramsdell .and Mr. Pease were not a part of it. Some men received compensation. They might have gone to the Welfare if they had not received that compensation. .i£ there '~"~?~ ~'--;~ is~any saving from people who' received'compensation ~-;~:.'~-~' -'-,~that'is~a saving to~Welfare.~':~nst~nces where people .... might be on Wel£are one year and anothe~ year would ~ ~,' receive~part aid from Town for dependent children. ~ ,~ ~,i~c ~% There was a great deal 'of economy in Nantucket lh~t year~'~ I do not like bo allude~to this as a matter of ~ .... ~'~ ,~- saving it was another instance~of not having to ~ake ,~ ~ ~' ~ ~ care of so many. people. For instance where Selectme~ requested Mr. Tic~ to give work to men who were on Welfare. As I remember in 1940 there was something ~,~ ~ ~:~ like'$~8,000 a~propriated ~d~$~5,000 8verdrawn~ Last year appropriated SG~,O00 and $~,000 turned ~ back. If anybody thinks Of any people that come to ,~ ~'~ Welfare~For assistance, if they~think that Mr. Pease and Mr. Ramsdell can sa~e Town $~,000 they ought better to ~form themselves. C. Selden: I was careful not to mention any amount, but he save~ '~ '~ ~s°mething.~ 'Think~that Mr. Glidden's reply~is irre£ levant. Resolution just a vote of thanks if he has done anything. W. Glidden: ~It occurs~to me I not unf~iendlywith anyone on Island. A matter of $400 or $500 one year saves another year.~ Mrs. W. Voorneveld: Has this motion been seconded? C. Seldon: I understand and ~r. Hull confirms it more or less that Mr. Ramsdell has a r~p~tation~of~being very unp0P~lar. He has the Sob because he has a good mind if unpopular. Everyone is unpopular at some time with everyone, right at this time I am unpopula~ with Mr. Glidden. I think we should vote~ on.his efficiency. W. Glidden: All due respect to Mr. Jones I do not think he knows all about Board of Welfare any ~ore than Abraham Lincoln or~ George Washington. Dr. Cochran: Certain amount of animosity stirred up~ in connectio~ with this resolution. I do not know what is behind it'all. I do not see why Mr. Glidden or Mr. Hull should want to kill a resolution of thanks. I do not see why this motion not impose a'fair vote of thanks. That resolution involves something more, it makes it possible for the Selectmen to be in a mood to favor .Mr. Ramsdell for this office. 0. Hull: Dr. Cochran has submitted certain right to Selectmen, wants to dictate. C. Selden: Cannot get dictate out of word desire." It is a desire. Moderator: Everything that is before this Town Me'ting in Warrant has been voted on. Nothing left in Warrant. Only a consensus of meeting. W. Glidden: I would like to s.ay I was born on Nantucket and my father and his father before him. I would like to say, this in regard to Dr. Cochran talking about animosity. I have not any, 0. Fisher: I think everybody understands Mr. Selden's resolu- tion, It is not the first resolution that has been before the meeting on this floor. Mr.~Hull has made several.
