the American Legion Hall February 16, 1942 at 6.30 A. M.

Cards of instructions to voters, penalty cards,~ voting
lists and specimen ballots were posted outside the guard rail.
Instructions to voters and penalty cards were posted in the

The following ballot clerks were sworn in:- Jack Driscoll,
Edward P. Tice; Ira Appleton, and William H. Barrett.
The official ballots in'five~packages were delivered to
the ballot clerks and their receipt taken therefore.

The'ballot box was inspected by Constable Franklin S.
Chadwick, Edward P. Tice, Ira Appleton, Wesley A. FordYce, and
Charles Clark Coffin, and found to be empty'. The register set'
at 0000, the ballot box was then locked and the keys turned over
to Franklin S. Chadwick, Constable. The Moderator called 0rder~
Upon motion of Wesley A. Fordyce it was voted that when this
meeting adjourn, it be until 7.80 P. M. Tuesday February 17th,
at Dreaml~n~Th~atre. . ~
· The Moderator declared the polls open and voting starte~
at once. 'The Moderator turned the meeting over to Warden Wesle~
A. Fordyce.
At 12:00 noon, the ballot box was opened by Constable
.Richard C~' Barrett,~Edward P. Tice,~ Wesley A. Fordyce and Charles
Clark Coffin, the register standing at 469.~ The ballots were re-
moved to the emergency ballot box, and both ballot boxes were
then locked and the keys thereof returned to the Constable.
~ ~'~At'4:56 P.'M. Warden, Wesley A. Fordyce'~declared the'Polls
W~uld Close in four minutes. At five o'clock the polls were ~ I
declared closed. People inside the rail were allowed ten minutes
to complete and'cast their ballots.
'~'~' '::~The~register on the ballot box standing at 1182, the
ballot box was opened by Constable Charles C. Chadwick, and the
ballots removed to the,emergency ballot box.

The official ballots were sorted and counted and found
to be 1182 and the absentee ballots 100,~ a total of 1282. ~
The ballot clerks at the gate and at the ballot box
checked their lists and found 66~ men and 615 women voted, a
total of 1282.

directed to notify the inhabitants of the Town of Nantucket, quali-
fied to vote in To,wn A~£airs, to meet at %he Legion Hall in said
Nantucket, on MONDAY, FEBRUARY 1~, 1942, at 6:$0 o'clock in the

The Finance Committee of the Town ~f Nantu'cket met~ in the
American Legion Rooms on Monday, January 28, 1942, to take action on
.the articles in the warrant for the Annual Town Meetin~ called for
February 18, 1942. The Committee would like to compliment the vari-
ous departments for havin~ keptwtthin their bud~e~s durin~ the cur-
rent year--especially the Welfare Department, which shows a very sub-
stantial savin~ over previous years. Last year for example the com-
mittee was confronted with overdrafts to~alling~'$2~,520.OO wH~le this
year,there were no~e. This gratifying result is due to the combined
efforts of,the Selectmen and Finance Committee and Departmental heads~
Under Article 8, our recommendations'for the Police Department
have been for the Full amount requested in their, budKet for the year
19~2. After many hours of consultation with the Police Commissioners"
and Acting Chief, we find that no apnreciable reduction can be made in
this Department under its present orzanization, but recommend more ~
careful supervision by those in authority in and over this Department.
We ~are now engaged in the ~reatest armed st~u~Mle in history. ,
Finances to provide ships, tanks, planes and ~uns are the first con-
siderstion of every American. This'~all-compelling force in the fore-
front of our every act ~nd deed has~ and will continue to necessitate
inc.reasinz costs of livinz, to~ether with mountin~ State ~nd Federal
ta~es.
~/ ~-Our recommended aporopriations for the various projects and civic
improvements are, therefore, just enouzh to protect and maint.in our
investments, and with these facts cordTrontin~ us, we place before you
our recommend.fiche. We ask your thoughtful consideration and trust
you may deem it advisable to f~vor the decisions made herein. IF this
is done, we offer you a tax ~,te which we anticipate ,rill' not exceed
$25.00. ~

· We recommend thnt the same mode Of coiiectina taxes be adopted
the coming year as heretofore,~ namelv: ,/That the Collector be paid a
specified salary and allowed costs and char~es, other than interest ,,
collected from delinquents; th.'.t the Collector be authorized to use
all means for collecting taxes that a To,~n Treasurer may use when ap-
pointed Collector, and that interest at a rate of 6% per annum, dating
from October 1st, be charged aPter November let on all unpaid taxes.
Moved and seconded that recommendation of Finance Committee be
approved with change that instead o~ rate of interest 6% it be 4%.

Article 4. To see if the Town w/Il'vote to authorize the Town
Treasurer, with the ~pproval of the Selectmen, to borrow money from'
time to time in anticipation of the revenue of the financial year be-
ginninE January 1, 1942, and to issue ~ note or notes therefor, payable
within one year, and to renew anv note or notes as may be given for a
period of less than one vear,'in accordance with Section 17, Chaoter
44,' General La~s.

Selectmen, be and hereby is authori,' ed to borrow money from time to time,
