Isaac Hills 3rd was sworn in at noon, for half a day. You will be surprised at the condition.of the Townts finances.' This is.~the reason, few new enterprises have,been recommended,this~year.:~All re~ sources of the Town will be necessary to pay the debts from last year, maturing debt and.interest of.this,year, keep the normal functions of the Town running and look after~.the Overdrafts in various departments amount to $26,5~0.00, which is .the same as overdrawing on a bank account and must be made up by taxes this year. It is our most firm conviction that a more careful check should be maintained on all~xpenditures by each departmental head. The Town Aooountan9 has been sick and not'avail- able for conferences with this Committee, but from a oon- '~' ference with the Assessors we believe that a NET J~nount of more than $300,000.00 to be raised by taxation will increase the $25.00 tax rate now in force. Your Committee has had meetings with the heads of the various Welfare divisions (of which there are eight or more) and the Selectmen, and are recommending an in- crease of about $20,000.00 for these divisions over last year.
