we can say.that the p~oposition does not i~dicate a

taking this view of ou~ share of sta~e ref~d.

"The ~atte~ of the~ school budget is based on the fact
that ~there will'be an increase in the school~ budget.
That ~inc~ease has been estimated~ and we ~ed only an
increase of ~6,000.00 which ~eans fifty-cents on the
t~ ~ate ~.
Reason five of Financ$ Co~ittee read'by I~.~ Dell.
"The amount that ~-~e are asking f~r is ~800,000.00
~Ye are getting back from the State-~20% of the amo~t
~160,000.00 Therefore, the amount you raise i~
~640,000.00[ That means in twenty years the net
cost is $~20 tax increase, which would not be in 19~2,
as we would be paying interest before we used the money.
Therefore, the six month interSst rate $7,800.00 will
~ begin in'lg~3 and not in~19~2. Therefore, it ~is hard~.
fair to add to the ~2 tax rate an amount not fully due
until ,~3. It has also been said that the operation and
maintenance' of~ this plan ~.~ill add ~2.00 to the tax rate.
~Two dollars per thoussnd for maintenance a~ud operation
of.the new school j~ ~That is just t~.~ice ~.~hat the amount
of the'school figures it to be. The figure presented'
to'us is ~13. ,000.00'. It 'is not fair to 'add one or two
dollars to the tax r~.te to~account~for expenditures to
be'made until building is completed. Before I came.
~back fro~ Boston after Christm~n, ~I Stopped in to see
the architect and~engineer~and they assured me that the ~
~over all figure of $800 , 060 . 00 included extension of sewer,
~extension of water lines~the hard surfacing of roads and
walk ways..~ The only thing under~ question was' the land-
scaping ~-~hich could be ~eft to do~gradually.'~ That inform-
.ation ~as 'telephoned to members of the committee and co_w~.-
unicated t~o the~Finance ~Committee. ~ These facts ~ere avail-
able to~raerabers-of the~Pinance'Committee as well as to
other members ~of the town~ · It gives me no~pleasure to s~y

all the co~ittees I have dealt with. In discussing the 'prob-'
~..!em I .vJas. ,shown land on which ,the school ~was ~to, be .built,
existing, building.. ~.. '11 sensed certain things. A certain amount
of pride and criticism as regarded the Academy Hill' School.
-There are no play ground facilities and no f~ctional facil-
ities. So when we attack this problem ~-~e 'started. with ~
curricul~ ~hich the school pla~ing co~ittee ~hought of
..~.when~ they approached ~the new school.~ , ..... ~... . ~ .... ~ .......
As a result ~.~e decided on the camous type of building , ~which
is li~t in 'construction and flex~5le, and you could, build ~,~hat
is necessary no~.~ and add later without overbuilding now.

These buildings could be handled by the tradesmen .on ,.the
island. '?Je have had years of experience and have done
construction and architecture al! .over the world. ,.:This type
of construction goes up quickly. We made three estimates,
and al~ three,c, ame .out .within a f~ew dollars ~ The difference
was two-thousand dollars. 'Then we ~ent to three outside.
contradtors,, who figured.on this. Those ,estimates came ·
very close. Therefore ,the figures we gave are correct
with the eEcep~ion of'a slight percentage added 'for con-
,tengencies..I believe' as I recall~this figures,out bette~
th~n~ $t6.00 per square foot. ~:~en I told :the contractors
that 'this ~was. to be'.built: on Nantucket .Island and not ;on
the~ai~land% they, estimated it.to_be between'30 to 40%
more._ ~That is the premium that they ~.~ould ~-~ant to build~y
on Nantucket. 'The State minimum ware for laborers is
~an hour and for masons,i2.is $2.~0 per,hour. ' The work

and that to meet.said appropriation the sun of.twenty thousand
dollars ($20,000.00) be appropriated from theExcess & Def-
~iciency~Account, and that the Treasurer,~with the approval of
the Selectmen, be and herebY isauth0rized to'borrow the sum of
five hundred thousand dollars ($500,000.00) under authority of
Chapter ~$ of the General Laws and the sum of two hundred and
eighty~h~sand dollars ($280.000.00) under.authority of ·
Chapter 645 of the Acts of 1958, ~s amended by_Chapter $4~ of
the Acts of 1951 and to issue bonds or notes o~ the town there-
for, said bonds or notes payable~in accordance with the prov-
isions of Chapter $$ of the General Laws so that the whole loan
shall be paid in not more than twenty years from date of issue
of the first bond or note.
Article 3
To see if the town will vote to provide for the aPpointment
of a school building committee with full authority to enter
into all contracts and agreements necessary to construct and
