Ail members of the Board, Harbor Master Allen Holdgate, Walter Beinecke 'Or.
John Welch, Lyd!e Rickard and David Seaman of Sherburne Associates met
at'.the>Selectmens~rooms for the purpose of discussing the present fac-
ilities in the Boat basin for the disposal of sewage, and regulations
that might be adopted covering same and also the harbor in general,
~r.~ Beinecke 'adv.i~ed that the faciiit~S on'01d So~th'wh~ including the
whole ~wharf, the cottages and the slips out on the end had their sewage
disposal syst~ in operation since July, that St. wharf and Comm. wharf
only had facilities available to the end on the filled portions of the
wharves at present. That shore side facilities had been constructed on
each of the three warves,.and~that users of the Boat basin are given keys
to these facilities which are maintained for their use by Sherburne
Associates. He advised that the problem was that most of the boa~$ presentl
in use do not have holding tanks and consequently are not able to use the
facilities available.
The' Board discussed this problem at Some len'gth,~ith'ali present ~na it
was the consensus of opinion that in order to have proper enforcement
that the Town would have.to formulate an ordinance relative.to,the,sealing
of heads of all boats not having holding tanks, that proper supervision
would have to be provided to enforce this regulation~ Sherburne Associates
stated that they would, cooperate in any way possible in any action the
Board might desire to take,~that they would have written in their ~ockage
contract authority for agents of the to~m to Board boats for the purpose
,of inspecting them to see that the heads were sealed and that they could
also provide a deposit,to be forfeited if the regulations wereviolated.

The discussion as to how this Could b~' enforced in the general anch6rage
area of the harbor arrived at no general unity,of thought,'Mr. H01dgate
the harbor master feeling that this,would be pretty difficult to.enforce
but that as regards pollution of the harbor beaches that this was as
serious as any~possible pollution from the boat basin.
,The parties present discussed the Practice of various fishing boats
their catch at the docks and dumping the refuse overboard, Mr. Holdgate
statedthat-this had been done for years-but that he was warning all boats
that they could no longer do this, that proper barrels were available
and that they would have to use them. Mr. Beinecke stated ~hat if,the,_
Harbor master had any trouble enforcing this or their,appeared,~to be any
habitual violaters to let him know and he would see that their dockage,
rights were'terminated no matter who they were.
The Board stated that they planned-t0~*~attend%the annual Sta~e Se!eqtmens
asso. meeting on the~cape in early Oct..and that at that time we would
'visit some of the Cape Boat basins and see how they wer~ handl~ng.~hi~
It ~as the sense of the meeting that~it would b~ necessary to have a
Town By Law adopted by the Town Meeting and approved by the State Atty.
