13 December, 1967
The regular meeting of the ~oard of Selectmen came to'order at
7:30 P. M., all members of the Board being present.
Warrant #5i, ~o~aling $6~,i90.29, Was~presented by Town
Barrett and was checked and approved by the Board.
The minutes of the previous meeting were read-and approved.
Allen W. Holdgate, Shellfish Warden, was present and reported
~that.Edward Backus, Jr. did, on 7 December, 1967, take his
~regular Iimit~of six bags of scallops plus an additional
three bags and a basket over said limit. He reported that th
three bags of scallops were hidden under the floor boards of
Mr. Backus's boat when inspected by the Shellfish Warden at
the mooring in Madaket. Mr. Ernest Whelden, Selectman, also
examined the boat at the mooring and confirmed that there
were three ~x~=a bags of scallops under the floor boards.
Mr. Backus was present and admitted that he had taken the
extra bags of scallops and had no further comment.
Late~ in the meeting it was voted that the commercial scallop
license of Mr.'Edward Backus, Jr..be suspended during the
period from Monday, 18 December through Saturday, 23 December
inclusive.
Bids on sewer work on Hummock Pond Road and Ho0per Farm Road were
received from Walter J. Glowacki and Donald Visco as follows:
Walter J. Glowacki~submitted no bid on the contract portion
of, the specifications for~excavation'and..backfilling.~ He
did, however, submit a bid'on an hourly.basis for a backhoe
at the sum of $14.00 per hour regular time and $16.00 per
hour overtime and a bid of $10.00 per hour for backfilling.
Donald Vtsco submitted a bid of $1500.00 for excaVation Of
Hooper Farm Road trench and for.backfilling said excavation
$600.00'~ His bid for a backhoe and front-end.loader was
$9.40 per hour regular time and $11.75 per hour overtime.
Mr. Visco submitted a bid on Hummock Pond Road excavation of
$2100.00; backfilling, $800.00.
Inasmuch as Supt. Driscoll, Dept. of Public Works, was not
present it was voted toltake these matters under advisement
until the Board could confer with the Supt.:
The Board adjourned at 8:00 P.M. and ~nvened as County CommisSion
and discussed with Clerk Fordyce and Mr.'Ralph Marble the
matter of the layout of a section of road connecting Bartlett
Road and Somerset Road. Mr. Fordyce submitted~a plan which
had been completed by Schofield Bros., Engineers, showing

~;ai<i said layout and on motion made and seconded it was voted to
lay out this section of road as per said plans, the name
of the layout to be designated as Marble Lane.
The Board adjourned as County CommiSsioners ~t 8:15 P.M. and re-
convened as Selectmen.
A letter was received from the Commandant of ~the ~irst Naval
District commenting on the exhellent w~ done by the local
Fire Dept. during the recent fire at GoUin Village.
Mr. John Santos, Sr. of Siasconset, submitted a bid of'$1700.00
to cover the work called for under Article 95 of the last'
Agnual Warrant. There being no other bids~,received, it was
vo~ed that this work be awarded to Mr. Santos.
AAletter was received from the Airport Commission requesting that
~he Board send a letter to the Mass'. Aeronautics Commission
relative to 1969 Airport Project funds.
A letter was received from Mr. Louis Ayotte in behalf of the local
Redmen requesting permission to serve win9 and malt beverages
a~ Redmen's Hall on 15 December and same,was voted approved.
A memorandum was received from Michael Driscoli of the Dept. of
Public Works suggesting that the Board authorize-the purchase
of plastic liner to be used in providing'an ice skating sur-
face at the Tennis Courts owned by Sherburne Associates on'
Beach Street. This matter was discussed and it was brought
out that sometime ago the local Rotary Club had purchased
such a plastic liner, and Mr. Lowell stat%d that he would
check into this matter and see if it were~a~ailable.~,
On motion duly made and'secon4~d it was voted to open the Warrant
for a Special Town Meeting ~nd furgher.voted that said meetin
be held at Legion Hall on%~uesday,~December~26, 1967 at
8:00 P.M.; that the following Articles be therein inserted:
~i'To..receive reports of the various de~a~ments and
..Committees which shall come before the~.~meeting.
2.'To'see if the Town will vote tO transfer frOm available
funds, including ~sundry appropriation balances, the sum
of nineteen thousand and 00/100 ($19,000.00) dollars to
the following Welfare departmeht accognts:
Aid to Families with Dependent Children ..... 2,'500.~00
Old Age Assistance 3,500.00
Medical Assistance --!3,000.00

On motion~duly made and seconded it was voted that the Warrant
~' for'the Special Town Meeting be closed._ ,~
There being further business, the Board went into Executive
Session and adjourned at 10:00 P.M.
