The invocation was given by the Reverend William R. Reid of the
Town clerk C. Cla'~k Coffin gave the report of the Annual Town
i, '~ :V~.i Article 2 of the 1964 To~n Warrant called for the receiVing of repot~s of
th~ various departments and committees.~' The Finance Committee]s recommendation
was that the reports of various departments and committees'be received:~!
Frank Powers~ Secretary of the Finance Committee~'~ submitted the report of
the Finance Committee 'and a report~ of the Board of Selectmen and the Finance
Committee~ on ~rticle 21 of the' 1963 Town Warrant.~ Andrew E.~ Lowell~Chairman
of' the Finance Committee~'~ stated that in the lsat two or ~bree years the
Cherry Sheet has arrived rather late and that this year the Cherry Sheet
arrived after the Finance C~mmittee had made their recommendations. ~'~ Since
there was a substantial 'increase in the amount to be received by the' Town
this year,' the'Finance Committee-hastily called another meeting to recommend
other articles for .this' year.~ Fzince then it has~been discovered that the
Town w~l] receive about $20,000 less due to the fact that the 1963 Excise
Tax bills were not sent out by the State. ~ After checking with the Assessors
the Committee found that the present Warrant as it now stands w~!3'necessitate
a tax rate of $59.00 so the Finance Committee has made several revisions,
which' ar~: decreases,~ in, order to' lower .the. tax rate to about'$58.O0. He.
emphasized that shy changes in the recommendations voted at the meeting :~

the recommendation should read "We recommend that the sum of Eighteeh Thou-
sand Twenty-Two Dollars and Fifty-Eight Cents ($18,022.58) be transferred
from Overlay and Surplus and that the sum of Thirteen Thousand Eight Hundred
Eight Dollars and' Fifty-Eight Cents ($13,808.58,) be transferred, from E & D
for .the pmvpose of establishing a Reserve"in accordance With Section 6,~;-;

after a survey by the Sewer Commissioners and an engineer it is determined

sentative to submit a bill in the legislature to allow Nantucket to
establish a Dept. of Public Works.-:': Next year the .town will vote whether '
they want it or not. '.' He added that after the Dept. has been in operation
