Errol Coffin of the Town Building Committee 'felt that.the ~- :tee should explain to the public, their procedures and findings and 'the re~sons for its recommendation. Their first step'was to evaluate ~i previous expressions of' opinion about'a To~m Building. ~They Considered out-of-town sites, conversion ~ of Academy Hill School, .and concluded that the Broad Street site was the most~ s~itable. It was decided not to have a basement exchvated because 'it was too . near the. high water mark and the waterproofing would be too expensive.'. The fire department building could accommodate .boilers large enough .to serve the. new building.
