This is indeed an ahnost insurmountable task, when before you is a warrant which contains many costly and equally important needs of the town. That they should all be requested this year is unfortunate; but, we feel that such a situation is inevitably caused by a past overemphasi~ on economy. Many of our problems today are due to lack of foresight in the past. To remedy this situation, being ever mindful of true economy, certain nee, ds have to be recognized each year until xve have overcome past errors of complacency. No longer can we ignore the Town Building, Department equipment, Transportation, Recreation, and the Water Front. To do so, with competition such as it is, we could xvithin a few years invite disaster for many .of the permanent residents and businesses. But, ~ve believe the future of the Island is very promising if you are willing to advance. The Finance Committee ~vould like to recommend acceptance of the following, namely in Article 8: . (1) That all salaries remain apart from any Department ~Budget with the following exceptions: Social Worker and Clerk, Airport Commission, Siasconset Water Department. The remaining Departments' Budgets are itemized only for public view and to help the Departments to estimate their yearly expenditures for the following year. · ~ ~:' (2) That the salaries of all employees 'shall remain- ~ listed in the ~Annual Warrant for the year 1960 pro~vided the personnel ~listed are not~ discharged, retired, etc., and unless others are hired to fill said vacancies, the amount provided shall revert to E&D. Further, that all salary increases shall not be retroactive but shall begin on March 1, 1960. -~'~ Concerning other Articles, 'etc.: ~;. ,~ , .
