Board for thlS purpose, and this petition must be approved
by the sald Reclamation Board The petitlon, in the form
of a letter, should be signed by the Selectmen of a town,
or the Mayor of a city A copy of the ltem is enclosed,
together wltr a copy of Ohapter 112 under which act the
work wl1l oe done -

CHAPTER 112 - ACTS OF 1931
.An Act Making a Further Appropriation for the Employment of AddJ.tJ.onal Persons
as a Measure of Relief during the Present Unemployment Emergency
Whereas, The deferred operatJ.on of this act would defeat J.ts primary purpose,
which is to provide at onoe a measure of' relief J.n the present unemployment emer-
genoy by grantJ.Dg state aJ.d J.n abatJ.ng mosquJ.to nuisances oontrary to the estab-
lished polJ.cy of the oommonwealth, therefore J.t is hereby deolared to be an emer-
genoy law, neoessary for the immed1ate preservation of the publio oonvenienoe
Be it enacted, eto , as followsl
SECTION 1 To provide for the e.mpl~ent of additJ.onal labor and other person-
al servJ.ces as a measure of relief durJ.ng the present emergency oaused by tmemploy-
ment, there 1S hereby appropriated from. the general fund or revenue of the oommon-
wealth. subject to the provJ.sions of law regulatmg the dJ.sbursement of pUblJ.c f'unds
and the approval thereof, the sum of two hundred and 8aTenty thousand dollars, to be
expended in carrying out mosquJ.to control projeots as hereinaf'ter provided
SECTION 2 The state reolamation board is hereby authorized and dJ.reoted from
time to time to oonstitute and reoonstJ.tute, upon J.ts own J.nitiative, mosquito con-
trol projeots oomprising such munioipalJ.ty or municipa11ties as, in the opinion of
s aid board, contam mosquito breedJ.ng areas of' an extent likely to constJ.tute a
nuisanoe and, except as otherwise provided in this act the provisions of' section
fJ.ve A of ohapter two hundred and f'i:f'ty-two of the General -Laws, inserted therein
by seotion three of chapter two hundred and eighty-eJ.ght of the acts of nineteen
htmdred and twenty-nine, as f'rom time to time amended, shall apply to the oonstruc-
tJ.on and InaJ.ntenance of saJ.d proJects

SECTION 3 So muoh of the ftmds hereby appropriated and assigned to ~
particular project mitiated hereunder, together ~th ~ approprJ.atJ.ons by muni-
cJ.palities and contributJ.ons from any other source received by said board and de-
posited ~th the state treasurer for the use of' sa1d proJeot, shall be expended
therefor by the oommissioners appointed under said section five A and under the
dJ.rection and supervJ.S1on of saJ.d board m accordance with such known methods as
m the opJ.n1on of said board will effeot the greatest measure of relief from the
mosquito nuisance
SECTIOlf 4: On or before December fJ.fteenth J.n dach year, the sums of money
neoessary to properly maJ.ntam durmg the ansu~ng year the mosqaito control works
or1gJ.nally construoted in any city or town h....ra\mder shall be estimated by said
board and certified by it to such cJ.ty or town The amounts so oertified shall be
raised and approprJ.ated by such cJ.ty or town durmg said unBuJ.ng year and shall be
paid into the state treasury and disbursed therefrom on warrants drawn by said board
SECTI(I{ 6 Persons employed here\mder shall not be subject to oJ.vil servioe
laWB or the rules and regulations made thereunder
