De&r Sir
It has come to my attention that many m~oiDal~t~es, due
to continued ~employment and the general bus~ness depression,
are finding it necessary st~ll furthe~ to ~ncrease their outlaye
for relief purposes this winter In the opin~on of some of the
members of the Senate, present conditions require - even more
urgently than last year - that the federal gover~ent should
assist the states and munic~pal~t~es ~n meeting part of the
creamed burden necessitated by this emergency
To help us ~n deciding upon a proper federal policy, will
you let me know at once
1 ~at increase has there been ~n the n~ber of ~employed
Dermons assisted ~n your c~ty, compared with December, 19307
With December, 19297
2 How much have the czty appropriat~ons for the ~employed
~d the poor ~ncreased this year over 1930~ Over 1929~
~ 3 In your judgment, how many additional persons will need
relief during the w~nter months?
4 ~at proportion of the emergency burden ~ being carried
by private relief agencies~ How much have their expenditures
creased, compared w~th 19~07 W~th 19297
5 Can you state the amo~t of relief g~ven weekly to the
average family (2 adults and 2 children)?
6 Is your c~ty tn a pos~tion to float further bond issue~
in the event that your present ~ncome ~s ~nsuff~cient to meet
adequately the relief needs of the co~tty?
7 Do you favor m federal appropriation to assist the local
governments in meeting their emergency relief burdens, and do you
feel that such an appropriation would be of a~d tn providing more
~equate relief for the needy or ~n lessening the burden on
t~paYers~
~e to the pressure of t~me, an ~ediate reply w~ll be
gremtly appreciated
Sincerely yours,
