HomeMy WebLinkAbout1931-06-23 Nantucket, Mass June 23, 1931 Mr ChaiEnan In behalf of our mosquito control work, I want to submit to your Board the matter of promiscuous dumping of all forms of rubbish over the Island, ~he commons, lots and back yards~ Ail causing serious breeding of the house or night mosquito It is our intention to ask that action may be taken to stop this practise and compel the use of the common dump which can be controled Among the places we located today, we found the John Ring dump owned by Ackerson Mill Hill, where the many cans, tanks, auto~ mobile parts and recepticles were breeding vast quantities of mosquitos, annoying a large territory The yard of Mrs Delia Wisher, Prospect Street, Mill Hill, contained a large pile of rubbish where the cans and vesels holding water were breeding mosquitos profusely We were promised this would be removed at once, and found all was re- moved ~.~~$ ~ ~~ We visited a dump on Surfside Road ~ere the sewer pipes run, also a dump on the left hand side on Sheep Commons where water in cans, old automobile parts, barrels, tanks, etc , were all breeding. '~ visited a dump back of Fair Ground Road to Fisher s farm, south Orange Street Road, all breeding At Murray's, Orange Street, Consue Spring where a main ditch we dug out last year was closed up by a dump of cans, bottles, boilers, tubs, etc The containers of water were breeding badly Back of Carnett house from the meadow, foot of Beaver Street, a s~ur ditch leading to a main ditch is filled with cans boil~ tubs, etc making a regular dump, all breeding ~ find rubbish is thrown continuously from the roads in many parts of the Island We woul~sug~es~r Chairman, that you appoint a permanent committ~witH authority to stop this method of dumping and cause to be covered or buried these many dumping places outside of a common dump The breeding in these places can readmly produce malaria, and other disease breeding mosquitos There may be all told fmfteen to twenty of these rubbish dumps together with many smaller places sround the pines, etc throughout the Island ~ Nantucket, Mass , June 23, 1931 Mr ChaiEnan We also want to call your Boards' attention to a situation in our mosquito control work where we will require some town ' assistance The ditches on both ends of the piping under Hummock Pond Road at Hollandls farm, ha~ to be loitered together with the pipe about 3~ feet to afford the proper drainage of this ~ction Also the tract known as Larribee's Swamp containing 12 to 15 acres by Bartlett's farm, is now a dense s ramp, and a bad and serious breeding source The past two years and while we had our surveys made, this tract was dry and requi~ed no attention But since the heavy rains and wet spell this year, is a swamp that by reason of the thick brush, will continue a deep swamp unles~ properly drained, and is ~uch a place ~here ~alaria and d~sease breeding mosquitoes #ill breed There is heav~ breeding there now. To oroperly drain this swamp, will require piping under two roads of about 15 feet and a ~raduated ditchJrom the swamp along the line of the old Hio~s ditch to Misks water hol~, and then filter through the san~ to the ocean~ No doubt the town took care of this ditch many years ago It is now filled in Owing to the storms and heavy ~ains throughout the winter and fall, the funds for ou~ control work have been reduced to a very small figure, and we have much still to do for fresh water elimination ~ork We consider the work of piping under the roads, and the connection &. an emergency measure for reasons above stated, and would ask an appropriation at once of at least $600 toward this imperative work ~e would supply the oalance This place cannot be treated with oil owing to the heavy brush area and depth of swamp ~ the Horn ~ Bo~ of S~n ~ ~ ~ ~ ~ ~' ~ ~ ~ ~ ~ ~ been c~led to my atten%iom[ through pro~ne~ ~er ~ide~e of ~co~e%[ that the ~$n ~th~nE beach he~, ~$~ a To~ p~pe~y~ ~ de. cid of a privately ~d bat~S e~e~ze, and %he~fore~ 1~c~ ~h~n~ in the ~y of a life W, for t~ p~te~o, of the ~t=tude of c~l~ea ~ ~ e~oy the priv~e~s of~e Beach ~ ~ Added to %~8 incenve~ence ~ the fact t~t ~th no c~e~ a~ ~ ~th the ~sito~ ~1~ ~ the b~t eced~e to the Iel~ 1~c~ here ~d there~ the ~h ~come ~mos too di~y %o I ~ve su~eeted ~in~ a ~ to e~nd ei~t hou~a day on -/ %~ ~h, to act ~ life ~rd ~ng ~d afte~oon, d~ t~ ~t~mg hou~a~ %o police the beach~ ~d keep it i~ dece~ co~tion for the ~e of the ~the~, to ~B, we o~ a goodly ~ of O~ living ~ ~ ~ ~ee$ion ~ ~~, ~ to w~ther the $~ect~z ~ve the ~'~ if eO, w~ther they ~d ~ eo iacl~d ~ ~ ei~ over ~hell ~%~, in fr~ of ~ office he~, t9 ~ ly h~, ~d over ei~ fe~ from the eid~k 1~ ~~ you in ~ce for your ki~ attentie~ to the a~ve f~2~ ST.&Tm S'rR.BBT l ~l ~IL~N TELEPHONE HUBiARD J~e ~, 19~1 Boar~ of Selec~en, Hantucket, Massach~etts Sirs: I s~t the fo~o~ report on ~e matter of reg~ation of one ~y streets for aut~ob~es, as requested ~ some members of yo~ ~d 8~h r~ing nay be ~de in one of two ways, eider by a ~-law or by reg~ation of the Selectmen ~ latter meth~ seems ~e o~ one, practicable in the present sit~tion, as a by-law req~res action by the To~ at a To~ moeti~ and o~er c~bersome provisions ~e reg~ation by ~e Selec~en appears in Section 18 of ~pter 90 of the General ~ws, e~cted as Chapter Z57, Section 8 of the Acts of 19~8 ~s relates solely to reg~ation of the use of ways by auto~biles a~ pe~t~ ~e Selec~en to ~e reg~ations as to the use of such ve~cXes upon partie~ar ways, but such reg~atlons are ~t effective ~ess published in the newspaper a~ such notice of the reg~ation ~sted at all points where ~e ways de~t ~th Join o~er ways F~the~ore, ~e Dep~ment of P~lic Works ~s to certify in ~iti~ t~t such reg~ation is consistent ~th the p~lie interest a~ such certification must be made after a p~lic heari~ If yo~ ~ard decides to m~e s~h reg~ations~ I wo~d s~gest t~t you send me a copy of attested by ~e Secretary of the ~ard t~ and by ~e To~ CXerk~ a~ I ~11 take up ~th ~he Depart- ment of P~lic Works ~e ~tter of the heari~ ~en I cons~ted ~e officios in the Depar~ent of P~lic Works, ~ey were m~h s~prised to fi~ ~e provision for a heari~ by their ~ard, ~ s~t~ ~t ~ey ~d approved such reg~ations in the past without such hearing As it see~ed to me clea~ t~t ~eir practice was not au~oriz~ by ~e s~tute.
