(made by: Hussey) (seconded) Roll-call Vote Carried 3-0//Hussey,Kickham, and Rector-aye;Welch-abstain III. OVERVIEW AND DISCUSSION OF FY2024 CAPITAL REQUESTS 1. Funding sources updates Discussion Welch—There's a decrease in funding for Maintenance of Roads; `Sconset footbridge will be funded from FY2023 appropriations; Silver Street work will be funded from on-going project. Asked to add the change amount in the Island-wide-road improvement, which would be reflected in comments and to what the change is attributed. Our recommendation would coincide if we agree with it. Revisions to Request Amounts Discussion Welch — Change the amount and reflect in Appendix A. it would help to indicate it's funded out of FY23 monies. 3. Report-writing Workgroup Discussion Welch—Review of the draft of report, Appendix A has been reviewed for accuracy and layout and content; suggests we set it aside for the moment. Appendix B is the same. Appendix C is a recap of current-year requests and shows prior appropriations in the balance; it has been distributed to the committee. All of these will be voted in as a group. Page. 5 Tables — One is a summary of Appendix A and one of Appendix B. Cannel—All the changes to the tables are reflected in the Appendices. Welch — Projected cost of Borrowing Impacts table needs some work and is finicky as to formatting. Page 1 of 2 CapProCom Minutes for January 12,2023,adopted Jan. 19 Carmel — This year's table is smaller due to less debt exclusions the new document has not been inserted it into the report yet. Welch — Reviewed workflow leading to Ms. Carmel inserting the table into the document. Noted that the other appendices are best interleaved in PDF format into the report. He will forward the revised Appendix D showing the tax rate. We should have the report ready for a vote next Thursday. Carmel—She hopes to work fully on this later today and send it out no later than tomorrow. Kickham—It's helpful to note that what's being sent is the final version; asked that be noted in the email. Welch—Later this winter,we will determine modifications and enhancements we may want to make to the program going forward, and then look at implementation of timelines. We will probably be asked about the Capital Improvement Plan report—in the interest of time, suggested an offline update from Ms. Carmel. Thanked Ms. Carmel for her assistance to the workgroup pinning down funding sources, and for helping to make the report ready for print; this in addition to report readiness through PLUMB;it's a tremendous shift in the time required to assemble the data—it's been very helpful.
